Book excerpt: A number of states have replaced or are in the process of replacing traditional enrollment-based higher-education funding models with those based on performance. In 2015, Ohio legislators approved legislation, allocating more than half of state support for public institutions to a funding formula based on course completion, credit-hour milestones, and degree/certificate completion or transfer (Fain, 2015; Snyder, 2015). This quantitative study examined the perceptions of 1,055 administrators from 22 public community colleges in Ohio of the new performance-funding formula and whether institutional characteristics affected their perceptions. The study was framed by Pfeffer and Salancik's (1978, 2003) theory of resource dependence. Unlike studies that suggest knowledge of performance-funding rarely makes it below the level of senior administrators, this study's findings suggest performance-funding plays a role in widespread institutional behavior change. Results include several implications for higher education practice, including increased institutional awareness of performance, changes in student and instructional services, and clear and timely communication of the new performance-funding program at all levels, among others.

This study additionally examined changes to horizontal fiscal equity in the state of Ohio's comprehensive community colleges for the first 3 years after the implementation of performance funding. Statistical measures recognized in public school finance were used to estimate changes in horizontal fiscal equity on Ohio's funding distribution for the 15 public comprehensive community and state community colleges following the implementation of Performance-Based funding.The study population consisted of the 15 comprehensive community and state community colleges in Ohio. Descriptive statistics were used to evaluate the effect of performance funding on the effectiveness (measured by success points) and funding changes (measured by FTE funds) of Ohio's comprehensive community colleges. Horizontal fiscal equity between the schools was assessed using range, coefficient of variation, and Gini coefficient statistics.During the period covered by this study, the PBF model appeared to have made the study institutions more effective, based on the number of institutions (13) that had an increase in success points per FTE over the study period. With the exception of 2 schools, all institutions showed a positive percentage increase in success points over the study period. Institutions were then ranked based on changes to State Subsidy funds allocated during the study period. Among the 15 institutions, 6 improved their ranking and 9 declined in ranking. With respect to actual dollar changes per FTE, 9 institutions increased in State Subsidies and 6 decreased. Based on both dollar changes and state rankings, the State Subsidies per FTE changed considerably since FY2010. Range-related statistics indicated an increasing trend toward inequity in the system, as did coefficient of variation and Gini coefficient analyses. The inequity was small but increasing as each year of the study progressed and more State Subsidy funds were allocated to schools based on success points. Implications of the findings and areas for further research were discussed.

To complete the policy analysis, the researcher utilized three policy analysis tools, defined by Gill and Saunders (2010) as iterative processes, intuition and judgment, and advice and opinion. The findings identify key policies that impacted the development and state funding of community colleges. Additionally, the researcher found access was the key policy driver during the time period of this study. The state of Ohio linked its state higher education budget to the policy of access by implementing and maintaining an enrollment-driven formula throughout the years of this study during which data were examined (1962-2009). In fiscal year 1997, Ohio added the Access Challenge, which provided funding to community colleges to help them keep tuition costs low, which again reflected and emphasized the State's policy to provide access to all citizens.

Low tuition, convenient campus locations, open admission, and comprehensive course offerings at community colleges allow students to attend college at any point in their lives (Kasper, 2003). Community colleges understand today's college students balance working, raising a family, and the need for a secure income. They need a flexible schedule to accommodate the various responsibilities of their daily life. Unfortunately, a majority of students who enroll at a community college never accomplish their educational goals. The evidence is clear among students with stated degree intentions, rates of dropout are high (Bailey, Leinbach, & Jenkins, 2006). After 3 years, only 16% of a 2003 cohort of first-time community college students attained a credential of any kind (certificate, associate's degree, and/or bachelor's degree), and another 40% were still enrolled (Goldrick-Rab, 2010).The purpose of this research is to investigate the use and accessibility of student data at community colleges. Community colleges need to shift the focus of establishing student success interventions based upon enrollment projections and budget numbers to analyzing student data that can lead to a culture of evidence to support student success. The survey instrument used in this research is designed to assess the accessibility and use of student data by community college administrators for instruction and institutional management to improve student success.

Book excerpt: Background: Legislators and higher education policy makers increasingly are turning to policy initiatives to incentivize institutions of higher education to transform policies and practices in the name of student success, with success typically defined as retention and graduation rates. One such policy receiving increased attention amongst states is outcomes-based funding, a state-level funding model that rewards institutions for better performance towards--or outcomes on--specific metrics. Purpose: While research on the effectiveness of outcomes-based funding (OBF) towards achievement of state level metrics is growing for universities, little research exists as to whether such it is an effective policy tool for community colleges. Therefore, the purpose of this study was to examine whether states that implement an OBF model experience a statistically significant increase in student success indicators by aggregating community college student success data within each state. Research Design: The unit of analysis for this study is states that implemented OBF for its public community colleges, noting that institutional data was aggregated to provide a state-level view of retention and completion rates. The population included individual states that dedicated a portion of funding towards enrollment, regardless of the level of funding or how funding was administered. In support of advocacy coalition theory, this study employed a longitudinal analysis, measuring part-time student retention, full-time student retention, and completion rates over a 10-year period (measured at three years before and seven years after implementation of an OBF model). This framework yielded the five states included in this study: Arkansas, Indiana, New Mexico, Texas, and Washington. A right-tailed p-hat test was used to determine significance and binary regression analysis was used to control for variables known to positively affect retention and graduation rates. Findings: This study concluded that only three states experienced a statistically significant change over time in retention rates--Arkansas, Texas, and Washington, noting that Arkansas's change was negative. When controlling for the independent variables, results indicated that outcomes-based funding did not yield statistically significant results (p > .95) for retention rates. Additionally, this study found that only one state--Texas--experienced a statistically significant change in graduation rates and like Arkansas, this change was negative. Conclusion: This study concludes, similar to other studies, that outcomes-based funding may not be an effective policy tool for increasing statewide student success metrics. Readers are cautioned, however, that these results study need to be taken in concert with findings from other current and future OBF research and that the analysis method used is not intended to demonstrate causality. A question for policymakers is whether OBF models should recognize the comprehensive mission of the community college or whether community colleges should begin a shift in their mission to address OBF models. Future research possibilities include, but are not limited to, inclusion of other states as they adopt and sustain such models, as well as dedicate additional funds to performance; review of what characteristics of various outcomes-based funding models yield the greatest success; and the need for additional quantitative OBF research.
