Climate change impacts are currently being observed and studies show that poor countries are the most vulnerable. Using Bangladesh as a case study, this research examines the impacts of climate change to poor, rural communities and further explores the measures that are carried out to combat its existing and future threats. This research also aims to look into the existing socio-economic vulnerabilities of Bangladesh in order to establish the linkage between climate change and development. Findings of this study show that poor communities are impacted by climate change through the loss of lives, assets and livelihoods. Adaptation to climate change is therefore necessary and should be integrated in development planning and objectives, to ensure that the most vulnerable groups are represented. Overall this research has observed that Bangladesh is still lacking this capacity, despite the spontaneous adaptation being practised by local communities. This study has further observed that the most common response in addressing climate change impacts to vulnerable communities in Bangladesh is community-based adaptation, which focuses on local coping strategies and mechanisms. Community-based adaptation in the context of this research is focused on securing livelihoods and building a knowledge base for climate change awareness, among poor, rural communities and households. The findings of this study affirms that CBA programmes are increasing the resiliency of poor communities to climate change impacts however, certain limitations still exist which are further linked to policy formulation and integration, along with structural weaknesses in relation to addressing climate change in Bangladesh at the national level. Effective adaptation strategies that address climate change induced stresses are based on the participation of stakeholders and the key actors in policy making at the local, regional and national levels. This research demonstrates that this is the challenge currently facing Bangladesh and the overall conclusion presents that coordination, development and implementation of a national adaptation strategy that addresses climate change at all sectors, should help establish the framework in reducing the country’s present and future vulnerabilities, in relation to climate change.

Younus has selected one of the riverine flood prone areas in Bangladesh, 'Islampur' as a case study area. He has explored how affected farmers adapt and adjust with normal floods which occur in most years. He then selected three recent extreme flood events in Bangladesh, occurring in 1988, 1995 and 1998 and retrospectively studied the adaptation techniques and strategies embraced by the same group of farmers in order to survive the more devastating deluges. He has used a multi-method research comprising a questionnaire survey, focus group discussion, agriculture block supervisors' interviews and in depth case study in order to identify community- based crop adaptation processes.Younus argues that in order to respond to the predicted impacts of climate change it is necessary to incorporate autonomous adaptation in planning and policy-making and to enhance and support community-based adaptation.

Book excerpt: The IPCC (2007) warned that the Ganges Brahmaputra Meghna (GBM) basin will be at greatest risk due to increased flooding, and that the region’s poverty would reduce its adaptation capacity. This book investigates autonomous adaptation using a multi-method technique comprising PRA and a questionnaire survey applied in the case study area ‘Islampur’ Upazila in Bangladesh. The study has four key approaches. First, it reviews the flood literature for Bangladesh from 1980 to 2014. Second, it examines farmers' crop adaptation processes in a case study area at Islampur, Bangladesh. Third, it assesses the vulnerability and adaptation (V & A) in response to three extreme flood events (EFEs). Fourth, the book assesses the economic consequences of failure effects of autonomous crop adaptation in response to EFEs. The results show that Bangladeshi farmers are highly resilient to EFEs, but the economic consequences of failure effects of autonomous crop adaptation (FEACA) on marginal farmers are large. The book contributes to current knowledge by filling three important research gaps as follows, 1) farmers’ autonomous crop adaptation processes in response to various types of extreme floods; 2) methodological contribution for assessing vulnerability and adaptation through PRA; and 3) the economic consequences of the failure effects of autonomous crop adaptations. “This book provides a good account of ‘autonomous adaptation’ and its impact on fl ood vulnerable communities in Bangladesh. Environment as a major factor in this process has only recently entered the scene. But even before environmental considerations in the development process has become the normal practice, the spectre of climate change has reared its ugly head. While Bangladesh is not unique among developing countries in being at the receiving end regarding the causes and consequences of climate change, both in the literal and allegorical sense of the term, the fact remains that it has made the prospects for sustainable socio-economic development in the country much more complex and formidable than before. Both for her own sake and the sake of the global community at large, therefore, Bangladesh has to initiate actions at various levels to face the challenge from now on. The present study is a part of that process. In 1996, the Governments of USA and Bangladesh together decided to initiate a comprehensive study on climate change in Bangladesh. A unique consortium of public and non-governmental research organisations with support from the relevant administrative arms of the Government carried out the study over 1996 and 1997. The report has been accepted by the Government and several of its recommendations are in the process of implementation. While the direction of climate change is broadly certain, its details leave much scope for speculation and interpretation.
