Book excerpt: Organized into nine chapters, the study emphasizes that resource control should be seen in the context of the history of relationships between state, land, and people. It discusses decentralization, legislation, planning, the bureaucratization of resource use, the ambivalent role of forest bureaucrats, and presents three village case studies of community forestry. Sources of data include observation, formal and informal interviews with government officials and villagers, and documents, including legal texts. The study shows that state resource control in Nepal has shifted, since the 1950s, from control through people to a territorial mode; the development of an intensified, bureaucratic, territorialized regime of resource control is continuing. Community forestry laws--as with territorialization initiatives elsewhere--have functioned ambiguously in Nepal. However ineffective the forest bureaucracy in implementation, whatever the conflicts or collaborations between politicians and bureaucrats--and the support, resistance and manipulation by villagers, including adoption of gendered strategies by the villagers--the community forestry program has nevertheless become a point of coordination and multiplication of power relations. Communities wishing to maintain a stake in their village forests must place themselves within state bureaucratic channels. Forest villagers and the state, both interested in the natural resource, have no option but to engage with one another through the medium of constantly evolving community forestry policy.

An alternative to positivist approaches to development and conservation that assume predictability in forest management, ACM acknowledges the complexity and unpredictability inherent in any forest community and the importance of developing solutions together with the forest peoples whose lives will be most affected by the outcomes. Building on earlier work that established the importance of flexible, collaborative approaches to sustainable forest management, The Complex Forest describes the work of ACM practitioners facing a broad range of challenges in diverse settings and attempts to identify the conditions under which ACM is most effective. Case studies of ACM in 33 forest sites in 11 countries together with Colfer's systematic comparison of results at each site indicate that human and institutional capabilities have been strengthened. In Zimbabwe, for example, the number of women involved in decisionmaking soared. In Nepal, community members detected and sanctioned dishonest community elites. In Cameroon and Bolivia, learning programs resulted in better conflict management. These are early results, but a wide range of recent research supports Colfer's belief that these new capabilities will eventually contribute to higher incomes and to sustainable improvements in the health of forests and forest peoples. The Complex Forest reinforces calls for change in the way we plan conservation and development programs, away from command-and-control approaches, toward ones that require bureaucratic flexibility and responsiveness, as well as greater local participation in setting priorities and problem solving.

Book excerpt: Recent developments in international policy on Reduced Emissions from Deforestation in Developing countries (REDD) open the way for crediting of carbon saved by rural communities through management of the forests in their vicinity. Since the annual changes in forest carbon stock under this kind of management are relatively small and often under the canopy, they cannot easily be assessed using remote sensing, so ground-level data collection is likely to be essential over large areas of forests. The potential role of communities in measuring, monitoring and reporting carbon stock changes in their forests has been explicitly mentioned in UNFCCC documentation on methodology for REDD+, the extended form of REDD that includes forest enhancement, sustainable forest management and forest conservation. This book presents practical methods by which communities can do it. These methods were developed and tested with communities in villages in Africa and Asia under a six-year research programme. The reliability of the data gathered by the community is shown to be equivalent to that of professional forest inventories while the costs are much lower. Involvement of local communities in collection of this data may be the most cost-effective solution for national REDD+ programmes. Moreover, it could provide the basis for a transparent system for distribution of the financial rewards from REDD+ and the carbon market. The book first presents the policy context, concepts, methods and general results, which include estimates of typical carbon savings resulting from community management in different types of tropical forests. It also looks at the governance issues that may be involved and a variety of ways in which incentive schemes might be designed to encourage communities to participate. The second half of the book is devoted to case studies from the countries involved in the research. These provide both ideas and practical experience to enable agencies to engage with local communities to monitor carbon stock changes.
