Available in PDF, EPUB and Kindle. Book excerpt: In this report, the Commission considers the request by the Board of Governors of the California Community Colleges (BOG) and the Riverside Community College District (RCCD) to establish the Moreno Valley Educational Center as a full-service community college campus. The Commission?s overall conclusion is that the Moreno Valley Educational Center (MVED) of the Riverside Community College District has met the Commission?s Guidelines for new colleges, universities, and educational centers and that it should be approved as an official full serve community college. "The Guidelines" include ten criteria under which all proposals for official education center status must qualify. These criteria are intended to be somewhat flexible in their application, since no two proposals are ever identical, and since almost all seem to involve unique circumstances that require some departure from the temptation to interpret the criteria rigidly. The primary objective is not to provide an inflexible analysis of each criterion, but to consider each proposal as a totality, since virtually every one ever reviewed by the Commission will invariably exhibit both strengths and weaknesses. Ultimately, the Commission seeks to render a judgment on any college?s viability as measured by enrollments, advisability in view of alternatives, accessibility at a reasonable level, and ability to provide needed services to a population of potential students that has identifiable needs.

Book excerpt: In 1997 the State of California Legislature created the Commission on Local Governance for the 21st Century to review current statutes &, where appropriate, recommend revisions to the laws that govern city, county, and special district boundary changes. Over a period of 16 months, the Commission held 25 days of public hearings, received over 100 recommendations, and had nearly 90,000 visits to the commission's website. Based upon this extensive input and deliberations on the information received, the Commission has issued this report, which concludes with a strategic plan for its implementation by the California Legislature. But in the end the volume achieves an unexpected consensus about the need to reconceive the concept of academic freedom in order to meet the threats and risks of the future.

Book excerpt: For many of us, the drive to affect positive change--however vague or idiosyncratic our sense of this might be--has guided our work in higher education. We champion the pursuit of a college degree because few endeavors can match it in terms of advancing a person's economic mobility (Chetty, Friedman, Saez, Turner, and Yagan; 2017). Despite recent debates about the value of a college degree (Pew Research Center, 2017), the opportunities and financial stability awarded to those with college degrees remain apparent when they are compared to peers who have only graduated high school (Pew Research Center, 2014). And while more Americans have a college degree than ever before (Ryan and Bauman, 2016), access to a formal, post-secondary education continues to be elusive for some. Indeed, over the last ten years, analysts have projected that the cost of attending college would keep 2.4 million low-to-moderate income, college-qualified high school graduates from completing a college degree (Advisory Committee on Student Financial Assistance, 2006). During that same period, college students in the United States saw expenses related to tuition and fees increase by 63 percent, school housing costs (excluding board) increase by 51 percent, textbook prices increase by 88 percent (Bureau of Labor, 2016). Because few students can afford a college education by salary alone, 44.2 million Americans have sought financial aid via student loans. As a result, total student loan debt is now topping $1.45 trillion in the United States (Board of Governors of the Federal Reserve System, 2017), and student loan delinquency rates are averaging 11.2 percent (Federal Reserve Bank of New York, 2017). The burden of a student's financial decisions extends beyond the mere individual: society will inevitably carry the weight of this debt for years to come.
