Book excerpt: With The Divided Path, Allan Mitchell completes his superb trilogy on the German influence in France between the wars of 1870 and 1914. Mitchell's focus here is on the French response to the pathbreaking social legislation passed during the 1880s in imperial Germany under Otto von Bismarck. Operating under a liberal republican regime, France tended to reject the interventionist policies of its imposing neighbor and to seek a distinctly French solution to the many social problems that became more pressing as the nineteenth century reached its climax in the First World War. Mitchell's carefully researched study investigates a number of specific issues that remain of direct relevance today, such as gender relationships, health care (including the treatments and prevention of infectious disease), labor conflicts, taxation policy, social security measures, and international tensions on the eve of a major war. He shows that certain key problems of public health and welfare found different solutions in France and Germany, and he explains why the differences emerged and how they defined the two major competitors of continental Europe. The nineteenth-century epidemic of tuberculosis provides a case in point: the German state intervened to combat the dreaded disease with vigorous measures of public hygiene and popular sanatoria, but the French republic moved more cautiously to limit interference in the private sphere, even though laissez faire often meant laissez mourir. Mitchell's book is the first full-scale study of French social reform after 1870 that is based on documentation in both France and Germany. The first hesitant steps of the French welfare state are thrown into sharp relief by comparison with developments in Germany. No other work on modern France presents such a broad panorama of social reform, and none draws together such a rich tableau of telling detail about the development of the French health and welfare system after 1870. In a lucid conclusion, Mitchell places this story in the general context of his three volumes, thereby offering a summary of the Franco-German encounter that has come to dominate the history of Europe in the twentieth century. Available in PDF, EPUB and Kindle. Book excerpt: This book tells the story of an epochal change in the human condition that was part of what is often thought of as 'modernization' -a process that remade culture and society in France in the 19th and 20th centuries. Hygiene, Steven Zdatny convincingly contends, was that change. He reflects on how the development of hygiene: changed the way people thought about and treated their bodies; put an end to age-old afflictions and brought comfort where discomfort had been the unavoidable companion of existence; and helped produce a tripling of life expectancy. The book considers how the evolution of hygiene produced a society where people washed often, changed their clothes every day, lived without lice and scabies, and performed their natural functions indoors. It reflects on developments in industrial plumbing, public education, government investment, the invention of new products to keep bodies and homes clean, and a parallel makeover in the expectations, sensibilities, and practices about what is 'proper' and what is disgusting. These developments, the study reveals, were not steady and did not happen everywhere at the same pace. But in the fullness of time, they produced a revolution in the human condition.

Available in PDF, EPUB and Kindle. Book excerpt: This 2004 book is about politicisation and political choice in the aftermath of the February Revolution of 1848, and the emergence of democracy in France. The introduction of male suffrage both encouraged expectations of social transformation and aroused intense fear. In these circumstances the election of Louis-Napoleon Bonaparte as President of the Republic - and his subsequent coup d'état - were the essential features of a counter-revolutionary process which involved the creation of a system of democracy as the basis of regime legitimacy and as a prelude to greater liberalisation. The state positively encouraged the act of voting. But what did it mean? How did people perceive politics? How did communities and groups participate in political activity? These and many other questions concern the relationships between local issues and personalities, and the national political culture, all of which impinged on communities increasingly as a result of substantial social and political change.

Available in PDF, EPUB and Kindle. Book excerpt: What constitutes a need? Who gets to decide what people do or do not need? In modern France, scientists, both amateur and professional, were engaged in defining and measuring human needs. These scientists did not trust in a providential economy to distribute the fruits of labor and uphold the social order. Rather, they believed that social organization should be actively directed according to scientific principles. They grounded their study of human needs on quantifiable foundations: agricultural and physiological experiments, demographic studies, and statistics. The result was the concept of the "vital minimum"--the living wage, a measure of physical and social needs. In this book, Dana Simmons traces the history of this concept, revealing the intersections between technologies of measurement, such as calorimeters and social surveys, and technologies of wages and welfare, such as minimum wages, poor aid, and welfare programs. In looking at how we define and measure need, Vital Minimum raises profound questions about the authority of nature and the nature of inequality.
