Book excerpt: Excerpt from The Fourth Financial and Economical Annual of Japan, 1904 It has already been stated that since, in addition to the Budget for the preceding year, there is the Budget relating to the \var finances which was passed by the Diet, a Budget of a special kind has come to be adopted for the 377th Fiscal Year; but as that relating to these far finances is naturally of a different character from the normal Budget for the year, it may be well to give here a separate description thereof. When the negotiations between Japan and Russia took a turn as almost to cut off every hope of peace being maintained, it became imperatively necessary to make at once military preparations so as to be ready for all eventualities, and to find the requisite means therefor, an Urgency Imperial Ordinance was, in accordance with Article LXX of the Constitution, promulgated on December 28th last year as a Special financial measure, whereby authority was given for diverting the funds kept. Under special accounts, issuing Exchequer Bonds, and making temporary loans for the purpose of meeting the ex pendi tures required for military preparations. The total amount of disbursements which were sanctioned in accordance with the above Imperial Ordinance was Up to the end of March last almut yen, which it is proposed to raise by issuing Exchequer Bonds for yen, diverting yen of the funds kept under special accounts, and making temporary loans for the balance. The loan of you has already been floated with great success, the total amount subscribed reaching yea; and as the bonds were allotted chiefly among the lower classes, it is evident that in the event of another loan being raised at. Last week there were disturbances and unrest at Korean ports and the rebellion of the Tonghaks in the northern part of that country, which may precede another war, calls attention to the fact that a Tongbak rebellion preceded the chino-japanese war of 1895. In that war Japan won a suc cession of the most brilliant victories of modern times. She was entitled by every right to the fruits of her conquest over China, and demanded a strip of mainland for her overflow population. China granted the demand, but Russia prevent ed Japan's acquirement of the land, and Russia now practically owns it, defying her solemn promise made to the nations to evacuate it. The Chinese province of Manchuria is now as pacified as are some of the districts of Russia proper, but Russia remains in Manchuria, daily more intrenched there than ever, under what seems the specious plea that the province is not pacified enough from the efiects of the Boxer Rebellion of 1900, a rebellion which some of the diplomats at Peking openly charged was secretly instigated at many points by Russia her self. However this may be, many Rus sians doubtless honestly believe in the validity of Russia's excuse, and they argue that Russia has spent altogether too much money in Manchuria not to have her proper return in commercial control, the same control that Japan enjoys in Korea. While Russian commercial and even political pretensions to Manchuria are thus somewhat justified, the world is. Oh, replied the man. How are you going to pay for it? He was asked. In Treasury notes, he replied But they would never be accepted, he was told. Why not? The man asked. They are perfectly good. China has never once in her history defaulted. Treasury notes are as good as gold. But the miners cannot accept them, it was pointed out. Would it be better, perhaps, continued the man, to have the Treasury notes secured P Yes, it might be so considered, thespeaker told him. What security do you propose? You know the great treasures in our National Museum. We can pledge them as security. You mustn't do that, said the speaker.
