BURNS The idea for this book grew out of the Ecopolitics conference in Canberra, Australia in 1996. The conference captured the ferment of the climate change debate in the South Pacific, as well as some its potential implications for the region’s inhabitants and e- systems. At that conference, one of the editors (Gillespie) delivered a paper on climate change issues in the region, as did Ros Taplin and Mark Diesendorf, who are also c- tributors to this volume. This book focuses on climate change issues in Australia, New Zealand, and the small island nations in the Pacific as the world struggles to cope with possible the impacts of environmental change and to formulate effective responses. While Australia and New Zealand’s per capita emissions of greenhouse gases are among the highest in the world, their aggregate contributions are small. However, both nations may exert a disprop- tionate influence in the global greenhouse debate because their obstinate positions at recent conferences of the parties to the United Nations Framework Convention on C- mate Change (FCCC) may provide justification for other developed nations, as well as developing countries, to refuse to make meaningful reductions in their greenhouse gas emissions.

Book excerpt: This book is the second collection of systematic case studies describing national environmental policies in 17 countries in terms of capacity building (see Appen dix). The OECD defines environmental capacity building as "a society's ability to identify and solve environmental problems. " While various institutions, including UNEP, FAO, World Bank and OECD, have hitherto used the terms environmental capacity and capacity building almost exclusively with reference to developing countries, we have extended the concepts to industrialized countries, as well. The first collection, edited by Martin Janicke, Helge Joergens (both Free University Berlin) and Helmut Weidner (Social Science Research Center Berlin), was pub lished in 1997 under the title "National Environmental Policies - A Comparative Study of Capacity-Building" (Berlin, etc. : Springer Verlag). It included 13 studies of countries. As in the first volume, chapter I presents the conceptual framework underlying the national case studies. It is a slightly shorter version of the corresponding chap ter in volume I. The design of all case studies in the two volumes is largely con gruent with this conceptual framework. Although the various sections of the stud ies do not always have identical titles and subtitles, the central elements of the capacity-building approach have been applied in all cases.

Most countries have responded to this challenge. However many countries also have a long history of drawing up planning exercises at this level to deal with environmental problems. 'Green planning' is now used as a shorthand term for a range of such national-level planning initiatives covering both sustainable development and environmental concerns, and countries from the North and the South can benefit from a pooling of knowledge. Getting to Grips with Greens Plans presents a cogent analysis of industrial countries' experiences in this area, drawing out lessons and observations from broad empirical experience. Part 1 provides an overview of national green planning, reviewing its origins and scope, identifying popular approaches and common processes, highlighting important issues such as participation, the influence of domestic politics, and the track record of more ambitious regional plans, and comparing approaches in developed and developing countries. Part 2 goes on to present a series of detailed case studies, drawn largely from interviews with key individuals responsible for coordinating national green planning processes. These cases come from a range of Western and Eastern European countries, the US and Canada, and Australia and New Zealand. Some of these case studies show impressive records of achievement, whilst others demonstrate potential stumbling blocks. All demonstrate the difficulty of putting the concept of sustainable development into practice Barry Dalal-Clayton is director of the Environmental Planning Group at the International Institute for Environment and Development, London. In recent years, Dr Dalal Clayton has been deeply involved in analyzing approaches to national sustainable development strategies and environmental action plans in many countries, and in advising governments and international agencies in this field. Book excerpt: Voluntary environmental agreements (VEAs) – generally agreements between government and business – have been regarded by many as a key new instrument for meeting environmental objectives in a flexible manner. Their performance to date has, however, also led to considerable criticism, with several parties arguing that they are methods for avoiding real action that goes beyond "business-as-usual". Is either of these positions justified? The aim of this book is to highlight and learn the lessons from existing experience, looking not just at results but also at specific elements of agreements and also at the process of the agreement itself. Lessons are drawn from experience from across the world, covering the full range of environmental challenges, and from the perspective of key stakeholder groups. Importantly, the book also presents tools for assessing and improving existing agreements and includes recommendations and guidelines for future agreements in key areas such as climate change. It also deals at length with the problem of how such agreements might be used in developing and transitional economies. The overall view of the book is that there is a real potential for the future use of VEAs as part of the policy mix and as a tool for sharing the responsibility for meeting environmental objectives. For the agreements to play this role, however, significant steps are needed to ensure that they are effective, efficient, equitable and appropriately linked to a portfolio of other instruments. The book is divided into four sections. First, existing agreements, their development and efficacy are considered; second, the prospects for voluntary agreements in developing and transitional economies are discussed; third, a range of authors examine the role of VEAs as part of the policy mix to combat climate change; and, finally, the book concludes with an examination of how new tools for evaluating and improving VEAs could be utilized in the future. Voluntary Environmental Agreements will be of interest not only to academics, governments and businesses wishing to understand this specific instrument, but also to those already implementing or considering applying VEAs to meet their environmental objectives.
