Book excerpt: Among the plethora of lessons learned out of Desert Shield/Desert Storm, those linked to command, control, and communications (C3) offer valuable insights into what does and does not work at the Corps level in the preparation for and application of Airland Operations. The scale of joint and combined operations, coupled with the unique expanse of a desert theater of operations, provided a special C3 challenge to Commanders at every level. The author will apply his gulf war experiences to analyze that C3 challenge from the perspective of the VII Corps Tactical Command Post (TAC), operating with a five Division- sized force and a large supporting combat, combat support/combat service support task organization. Starting with the environmental impact on a European-based Corps Headquarters faced with desert theater conditions, the study will focus on planning, preparation, and execution of TAC C3 functions in this Major Regional Conflict (MRC). Organizations, manning, training, and equipping of the TAC will be analyzed relative to the METT-T conditions of the theater campaign. Desert Shield, Desert Storm (both air and ground campaigns), and post-combat TAC functions will be addressed. While cutting across all seven Battlefield Operating Systems (BOS), the study will remain centered on C3 at the Corps TAC.

Book excerpt: This thesis is a summary of the capabilities of the Army Tactical Command and Control System (ATCCS) and the guiding Command, Control, Communications, Computers and Intelligence (C4I) documents as they apply to the ATCCS. Its purpose is to strengthen the knowledge base of Army officers entering the Joint C4I curriculum by providing a summary of Joint and Army C4 doctrine and guidance as it applies to ATCCS. ATCCS is the Army's primary Command and Control (C2) system at echelons corps and below. ATCCS consists of five smaller systems, each a Battlefield Functional Area Control System (BFACS) controlling seven Battlefield Functional Areas (BFA). The five BFACS are: the Maneuver Control System (MCS), the Advanced Field Artillery Tactical Data System (AFATDS) , the Forward Area Air Defense Command, Control and Intelligence System (FAAD c2I), the Combat Service Support Control System (CSSCS), and the All Source Analysis System (ASAS). A clear strategy for the functional design of ATCCS is supported by three documents. Related to and supportive of each other, the three documents are: Joint Pub 6-0, Doctrine for Command, Control, Communications and Computer Systems Support to Joint Operations; The Army Enterprise Strategy consisting of The Vision and The Implementation Plan; and Army Field Manual 100- 5, Operations. This thesis draws threads of continuity from joint doctrine through Army guidance into implementation in ATCCS.

What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.

This work is an outgrowth of concerns identified by the authors of On Point: The United States Army in Operation IRAQI FREEDOM. Specifically, these authors called into question the use of long-range surveillance (LRS) assets by commanders during that campaign and suggested an assessment ought to be made about their continuing utility and means of employment. This revision contains some important additional information the author received after this book was originally published Major (Retired) James Gebhardt, of CSI, researched and wrote this Occasional Paper with that end in view. In this study, Gebhardt surveys the US Army s historical experience with LRRP and LRS units from the 1960s Cold War and Vietnam War, through their resurgence in the 1980s and use in Operations JUST CAUSE and DESERT STORM, to the advent of the GWOT. The paper's analytical framework examines each era of LRS units in terms of doctrine, organization, training, materiel, leadership, and personnel. In doing so, the author makes a strong case for continuing the LRS capability in the Army s force structure. The variety of environments and enemies likely to be faced by the military in the GWOT continues to demand the unique human intelligence abilities of trained and organized LRS units. As the Army leads the Armed Forces of the United States in combating terrorists where they live, the lessons found in this survey remain timely and relevant.
