Book excerpt: Although the government, its agencies, and other key stakeholders are aware of the relevance of entrepreneurship in enhancing and sustaining national growth and development through more job creation, and the strengthening of the nation's industrial base, they have failed to give it the deserved attention at tertiary education level. This paper examines the significant role played by creative self-development through effective technical entrepreneurship education at the Nigerian tertiary education level towards tackling the deteriorating problem of unemployment among Nigerian graduates. Being a descriptive study, close-ended questionnaires based on 5-point Likert scale were distributed to a total of 300 respondents comprising undergraduates, lecturing staff, personnel managers, and entrepreneurs from Anambra and Lagos State, and the data generated was tested using the multiple regression techniques (a nonparametric statistical tool). The results showed that although creative selfdevelopment programs upheld by some prominent universities in Nigeria as part of their academic requirements for students, have really played a vital role in reducing the ever-increasing challenges of unemployment among their graduates, a lot of Nigerian graduates still remain unemployable because they have failed to translate their wealth of knowledge acquired into skills required by the labor market for their employment. Based on this fact, it is recommended that the government and all key players in the Nigerian tertiary education system should restructure and restrategize the entrepreneurship education programs of Nigerian universities.

Data were sourced from the Central Bank of Nigeria, Statistical Bulletin (2017), National Bureau of Statistics (NBS), Internet, CIA site, Index Mundi and past studies. The study covered period of 18 years, 1999 to 2017. EViews version 7 was used to analyze the data gathered, while Ordinary Least Squares (OLS) method was adopted. This study discovered that the unemployment in Nigeria is the major contribution to the poverty level in the country. Money supply and credit to private sector were recognized to have significant effect on unemployment level in the economy. It is also discovered that gross domestic product and unemployment rate in Nigeria has positive relationship which is an indication that growth in GDP does not amount to overall development in Nigeria. This study recommends that government should make credit available to private sector, increase money in circulation and try to reduce external debt which drain away the wealth of the nation through interest payments to reduce poverty rate in Nigeria.

The instrument used for data collection was questionnaire titled “Reducing Unemployment among Bayelsa state Graduates through Entrepreneurial Education” (RUBSGEE) which was design using Likert - 5- point rating scale. The RUBSGEEQ was specifically used to obtained information base on the research questions. The research questions were answered using mean with standard deviation. It was found that Skills such as welding and fabrication, food and catering services, electrical installation etc can make Nigerian graduates entrepreneurs to reduce unemployment. Creation of jobs for self- employment, stimulation of rural, economic and industrial development is benefits of entrepreneurial education to Bayelsa state graduates. Based on the findings, it was recommended among others that Entrepreneurial education in tertiary institutions should be practically oriented rather than theory as this will exposed the students to various lucrative skills, Access to credits/loans should be granted without collateral in order to make the training realizable and achievable.

In addition, young people engage in extensive job searching in their early years, and this can imply considerable job churning as both youth and employers look for a good match. This highlights the importance of facilitating the school-to-work transition and having early interventions to assist such youth before negative conditions set in. It also highlights the potential importance of determining those young people most “at risk” of long-term unemployment, and of targeting or streaming them into programmes that will yield the largest incremental net benefits given their characteristics. Unemployed youth without previous work experience often are not eligible for unemployment insurance benefits when they first enter the labour market. When they do receive job search assistance, they often face a bewildering array of programmes that are available to assist them, often with little guidance to help them select the programs that best meet their needs. Consequently, ensuring that today’s youth do not become a “lost generation” is an urgent matter. George Bernard Shaw once said that it is too bad that “youth is wasted on the young”, implying that youth do not realize the opportunities they have as youth and only see them as they get older. There is a danger, however, that many of today’s youth may be never have those opportunities and hence not even see them with hindsight. Most jobs are low skill, requiring limited cognitive or technology know-how, reflected in low earnings and work of lower quality. This report seeks to increase knowledge about Ghana’s job landscape and youth employment programs to assist policy makers and key stakeholders in identifying ways to improve the effectiveness of these programs and strengthen coordination among major stakeholders. Focused, strategic, short- to medium-term and long-term responses are required to address current unemployment and underemployment challenges. Effective coordination and synergies among youth employment programs are needed to avoid duplication of effort while the country’s economic structure transforms. Effective private sector participation in skills development and employment programs is recommended.
