Prior to that war, although many military commanders and theorists had throughout history shown an aptitude for devising maxims concerning esprit de corps, fighting spirit, morale, and the like, military organizations had rarely sought either to understand or to promote combat motivation. For example, an officer who graduated from the Royal Military College (Sandhurst) at the end of the nineteenth century later commented that the art of leadership was utterly neglected (Charlton 1931, p. 48), while General Wavell recalled that during his course at the British Staff College at Camberley (1909-1 0) insufficient stress was laid "on the factor of morale, or how to induce it and maintain it'' (quoted in Connell1964, p. 63). The First World War forced commanders and staffs to take account of psychological factors and to anticipate wideJy varied responses to the combat environment because, unlike most previous wars, it was not fought by relatively small and homogeneous armies of regulars and trained reservists. The mobilization by the belligerents of about 65 million men (many of whom were enrolled under duress), the evidence of fairly widespread psychiatric breakdown, and the postwar disillusion (- xiii xiv PREFACE emplified in books like C. E. Montague's Disenchantment, published in 1922) all tended to dispel assumptions and to provoke questions about mo tivation and morale.

The third objective is to accord a well-earned recognition to the devoted work and grim sacrifices of those who served. "The successes of the South Pacific Force," wrote Admiral Halsey in 1944, "were not the achievements of separate services or individuals but the result of whole-hearted subordination of self-interest by all in order that one successful 'fighting team' could be created."* The history of any South Pacific campaign must deal with this "fighting team," with all United States and Allied services. The victory on Guadalcanal can be understood only by an appreciation of the contribution of each service. No one service won the battle. The most decisive engagement of the campaign was the air and naval Battle of Guadalcanal in mid-November 1942, an engagement in which neither Army nor Marine Corps ground troops took any direct part. This volume attempts to show the contribution of all services to the first victory on the long road to Tokyo.

Subsequently, "transformation" has superceded it as the preferred term of art. For the better part of two decades, American defense professionals have been excited by the prospect of effecting a revolutionary change in the conduct and character of warfare. In this monograph, Dr. Colin S. Gray provides a critical audit of the great RMA debate and of some actual RMA behavior. He argues that the contexts of warfare are crucially important. Indeed so vital are the contexts that only a military transformation that allows for flexibility and adaptability will meet future strategic demands. Dr. Gray warns against a transformation that is highly potent only in a narrow range of strategic cases. In addition, he advises that the historical record demonstrates clearly that every revolutionary change in warfare eventually is more or less neutralized by antidotes of one kind or another (political, strategic, operational, tactical, and technological). He warns that the military effectiveness of a process of revolutionary change in a "way of war" can only be judged by the test of battle, and possibly not even then, if the terms of combat are very heavily weighted in favor of the United States. On balance, the concept of revolutionary change is found to be quite useful, provided it is employed and applied with some reservations and in a manner that allows for flexibility and adaptability. Above all else, the monograph insists, the contexts of warfare, especially the political, determine how effective a transforming military establishment will be.
