Book Synopsis Public Broadcasting and European Law by : Irini Katsirea
Download or read book Public Broadcasting and European Law written by Irini Katsirea and published by Kluwer Law International B.V.. This book was released on 2008-04-09 with total page 482 pages. Available in PDF, EPUB and Kindle. Book excerpt: This important book examines the challenges posed to public service obligations by European Union media law and policy. An in-depth analysis of the extent to which six countries (France, Germany, Greece, Italy, the Netherlands, and the United Kingdom) regulate broadcasting for the public interest reveals a range of vulnerability to national political pressures or, alternatively, to the ideology of market sovereignty. The author examines the country of origin principle and the European quota rule of the Television without Frontiers Directive, revealing the influence of European law on the definition and enforcement of programme requirements, and shows how the case law of the European Court of Justice encourages deregulation at the national level without offering adequate safeguards at the supranational level in exchange. She asks the question whether the alleged ‘European audiovisual model’ actually persists—that is, whether broadcasting is still committed to protecting such values as cultural diversity, the safety of minors, the susceptibility of consumers to advertising, media pluralism, and the fight against racial and religious hatred. The book concludes with an evaluation of the impact of the EU state aid regime on the licence fee based financing of public broadcasting.

Book Synopsis Creative Destruction by : Raul Luciano Katz
Download or read book Creative Destruction written by Raul Luciano Katz and published by MIT Press. This book was released on 2002 with total page 308 pages. Available in PDF, EPUB and Kindle. Book excerpt: Schumpeter's framework of creative destruction applied to the rapidly changing telecommunications and related Internet industries. More than fifty years ago, Joseph Schumpeter stated that processes intrinsic to a capitalist society produce a "creative destruction," whereby innovations destroy obsolete technologies, only to be assaulted in turn by newer and more efficient rivals. This book asks whether the current chaotic state of the telecommunications and related Internet industries is evidence of creative destruction, or simply a result of firms, governments, and others wasting valuable resources with limited benefits to society as a whole. In telecommunications, for example, wireless, IP, and cable-based technologies are all fighting for a share of the market currently dominated by older, circuit-switched, copper-terminated networks. This process is accompanied by mergers, acquisitions, bankruptcies, and investment and divestment in worldwide markets. The selections discuss the primary challenge facing firms, governments, and other players: how to exploit the opportunities created by such destructive dynamics. They highlight the importance of national regulations promoting competition and nonmonopolistic market structures, as well as the role of new technologies such as the Internet in driving down the price and speeding the diffusion of innovative products and services in telecommunications, media, electronic retailing, and other "new economy" industries.

Book Synopsis New Media, New Policies by : Richard Collins
Download or read book New Media, New Policies written by Richard Collins and published by Institute for Public Policy Research. This book was released on 1996-12-09 with total page 260 pages. Available in PDF, EPUB and Kindle. Book excerpt: We are in the middle of a communications revolution, expressed in a proliferation of media forms and media technologies. Are these changes a threat or a promise? Who is to control access to the media, old and new? What role should competition play in their further development? The United Kingdom is something of a global 'laboratory' for the deregulation and liberalization of media and communications. This is the first book to look systematically at the implications of the UK's experience and to provide clear guidelines for the future. Richard Collins and Cristina Murroni question orthodox views of both Left and Right concerning media and communication policies. Unlike many in the Left, they acknowledge the achievements of liberalism and in fact advocate an expansion of competition in some contexts. In contrast to the Right they argue that media and communications are too important to society to be left solely to the market - not least because markets often fail. Regulation is needed for effective competition, to ensure affordable access to essential services and to protect citizens and consumers. Collins's and Murroni's study was undertaken at the Institute for Public Policy Research - the UK's leading centre-left 'think tank'. Their findings are essential reading for policy-makers, students and professionals in the area of modern media and communications.

Book Synopsis Powers in Media Policy by : Katharine Sarikakis
Download or read book Powers in Media Policy written by Katharine Sarikakis and published by Peter Lang. This book was released on 2004 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: Contrary to widespread rhetoric of deregulation, the media are objects of increased global policy. Generators of cultural spheres, within which social consensus is formed, the media are shaped by national and supranational agencies of questionable legitimacy. Policy delineates the form and content of global communications impinging on cultures, discourses and consciousness; yet, citizen representation in processes of policy-making remains fragmentary. In this insightful study, the author examines the role of the European Parliament, as the only international organisation directly accountable to and elected by citizens, in the formation of media policy. This critical account of supranational representation identifies the structural and ideological dynamics of powers in European media policy. Through detailed examination of major policies, the author demonstrates the conditions under which supranational representation can offer a resisting force to unaccountable global powers, and the ways in which it can contribute to system transformation and defend communication spaces.
