Book Synopsis The Politics of Means and Ends by : Holger Bähr
Download or read book The Politics of Means and Ends written by Holger Bähr and published by Routledge. This book was released on 2016-03-03 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: Policy instruments are techniques used to implement policy goals. Subject to political conflict, they address the relationship between those who govern and those who are governed. Why do political actors choose certain policy instruments to implement policy goals? Systematically comparing policy instruments employed in the European Union's environmental and social policy, Holger Bähr develops a general theoretical framework to illustrate how policy-makers prefer different types of policy instruments depending on the respective effect they wish to have on member state governments, citizens, consumers, and producers. He argues that institutions, the politicisation of policy problems and external events constrain political actors and provide them with the opportunity to transfer their preferred policy instruments into policy outputs at the end of decision-making.

This book was released on 2009-06-23 with total page 332 pages. Available in PDF, EPUB and Kindle. Book excerpt: This work is concerned with enforcement of the Environmental Impact Assessment (EIA) directive in Ireland, and by extension, in the European Union more widely. As a case study it delves into the complex situation pertaining in Ireland. At a more general level it offers an up-to-date, theoretically rich and critically incisive examination of the enforcement of the EIA directive in Europe, with the main focus being on the role of the national courts in overseeing the correct application of the directive by the competent authorities via the judicial review process. The procedural requirements set down in the EIA directive are examined against the backdrop of the role played by the public in environmental decision-making. Amendments to the directive prompted by the Aarhus Convention are explained and their impact in practice is assessed. The core elements of the concept of effective judicial protection developed by the European Court of Justice are explored. Following an analysis of the EIA case law from the Irish Superior Courts to date, the work examines the extent to which Irish planning and administrative law meets the requirements of the principle of effective judicial protection and the access to justice provisions articulated in the Aarhus Convention.

Available in PDF, EPUB and Kindle. Book excerpt: Now also available as eBook Directive 2004/17/EC governs the rules, provisions, and procedures entailed in public procurement contracts awarded by EU Member States in the water, energy, transport, and postal services sectors. In the course of the eight-year (1996and2004) gestation period of an EC public procurement policy that would meet the challenges of a globalised economy, it became clear that these utilities required a legislative framework distinct from the general coordination of award procedures that finally emerged as Directive 2004/18/EC. This book on the andUtilitiesand Directive 2004/17/EC is a companion to an earlier volume on the legislative history of Directive 2004/18/EC. This new volume gathers in one place all the relevant documents that led to the adoption of the Utilities Directive. In great detail this legislative history reveals such crucial elements and outcomes as the following: ports and airports as transport hubs of solid fuels; treatment of relevant WTO Agreements; confidentiality and security; works and service concessions; resale and leasing provisions; competition; communication of technical specifications; tax. environmental, and labour obligations; time limits; and design contests. Introducing the book are excerpts that give a general picture of the reasons that led to the intention to replace the earlier procurement directive for the utilities sectors (93/38/EEC). Then follow excerpts that give an insight into the drafting of the recitals in the Preamble, the articles, and the annexes. The book concludes with a chronological overview of the legislative documents associated with Directive 2004/17/EC and a Keyword Index. Along with its companion volume on Directive 2004/18/EC, this important book will be a powerful resource for lawyers and policymakers engaged in the practice and development of European procurement law. It will also provide both practitioners and researchers working in the area of European procurement law with an incomparable desktop reference on the Utilities Directive.
Book Synopsis Sustainable Development by : Susan Baker
Download or read book Sustainable Development written by Susan Baker and published by Routledge. This book was released on 2006-04-07 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: The promotion of sustainable development opens up the debates surrounding our relationship with the natural world, what constitutes social progress, and the character of development in the present and into the future. Answering the need for an introductory, comprehensive, yet critical book that explores the challenges involved in the implementation of sustainable development, this revealing text investigates this subject across different socio-political and economic contexts. It combines an examination of the institutional engagement with sustainable development at a global level, with an empirically informed discussion on challenges facing high consumption societies, economies in transition and third world countries in their efforts to achieve sustainable development. Recognizing that promoting sustainable development is a quintessentially global task, the book focuses on the authoritative Brundtland formulation of sustainable development and the role of the United Nations Summits in promoting this vision. The empirical focus of the book is complemented by strong conceptual discussions as sustainable development is explored as part of new efforts, albeit tentative, to integrate environmental, economic and (more recently) social considerations into a new development paradigm. Providing an accessible, up-to-date and comprehensive treatment of the issues surrounding the promotion of sustainable development, this unique, internationally-focused book combines a strong conceptual analysis, with wide ranging empirical focus and a wealth of case material. Including summary points and suggestions for further reading, as well as web resources and an extensive bibliography, it is ideal for students, scholars and researchers in the fields of environmental sciences, politics, sociology and development studies.
Book Synopsis Protecting Our Environment by : Janet R. Hunter
Download or read book Protecting Our Environment written by Janet R. Hunter and published by State University of New York Press. This book was released on 2012-02-01 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: Significant changes in how the world approaches global environmental problems have occurred since the late 1970s. Countries have become increasingly aware of the "borderless" nature of environmental issues, i.e., that production and consumption in one country can spill over to affect another country's environment. Protecting Our Environment considers the successes that have been achieved in the European Union (EU), as well as issues the Union still faces regarding the protection of the environment in the future. Authors Janet R. Hunter and Zachary A. Smith identify the factors that have allowed the EU to form a successful environmental regime, including the development of the environmental management approach and the principles upon which it is based. They examine in detail the challenges that have been encountered in the implementation of environmental programs, and the solutions that have been developed to address those challenges. Also considered is how economic development and environmental protection have been reconciled within the EU. By analyzing the successful example of the EU, Protecting Our Environment provides a model for a contemporary approach to global environmental problems.
Download or read book Governing the Air written by Rolf Lidskog and published by MIT Press. This book was released on 2011-10-28 with total page 385 pages. Available in PDF, EPUB and Kindle. Book excerpt: Experts offer theoretical and empirical analyses that view the regulation of transboundary air pollution as a dynamic process. Governing the Air looks at the regulation of air pollution not as a static procedure of enactment and agreement but as a dynamic process that reflects the shifting interrelationships of science, policy, and citizens. Taking transboundary air pollution in Europe as its empirical focus, the book not only assesses the particular regulation strategies that have evolved to govern European air, but also offers theoretical insights into dynamics of social order, political negotiation, and scientific practices. These dynamics are of pivotal concern today, in light of emerging international governance problems related to climate change. The contributors, all prominent social scientists specializing in international environmental governance, review earlier findings, analyze the current situation, and discuss future directions for both empirical and theoretical work. The chapters discuss the institutional dimensions of international efforts to combat air pollution, examining the effectiveness of CLRTAP (Convention for Long-Range Transboundary Air Pollution) and the political complexity of the European Union; offer a broad overview and detailed case studies of the roles of science, expertise, and learning; and examine the “missing link” in air pollution policies: citizen involvement. Changing political conditions, evolving scientific knowledge, and the need for citizen engagement offer significant challenges for air pollution policy making. By focusing on process rather than product, learning rather than knowledge, and strategies rather than interests, this book gives a nuanced view of how air pollution is made governable.
Book Synopsis Developing Corporate Social Responsibility by : Francesco Perrini
Download or read book Developing Corporate Social Responsibility written by Francesco Perrini and published by Edward Elgar Publishing. This book was released on 2006-01-01 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'Perrini et al provide a detailed, authoritative look at the evolving European perspective on corporate social responsibility. They show how Europe has moved from follower status to leading edge practice. The book is the best current indicator of what the next stages of CSR will look like.' - Thomas W. Dunfee, University of Pennsylvania, US The rapidly increasing attention devoted to Corporate Social Responsibility (CSR) has resulted in the term 'CSR' being applied to myriad dissimilar phenomena. The authors therefore aim to dispel this confusion by presenting a multi-faceted view of socially responsible corporate behavior and related themes. They provide a conceptualization of CSR that emphasizes the role of the adoption and implementation of specific CSR strategies and their impact on corporate social and economic performance.

Book Synopsis Towards Auctioning by : Stefan Weishaar
Download or read book Towards Auctioning written by Stefan Weishaar and published by Kluwer Law International B.V.. This book was released on 2009-01-01 with total page 272 pages. Available in PDF, EPUB and Kindle. Book excerpt: Emissions trading systems have come to the fore as the most economically efficient mechanisms that can be employed to bring about an optimal greenhouse gas reduction goal. Even though much has been written about the advantages and disadvantages of these systems, one element of crucial importance and emission allowance allocation and has not been considered in adequate depth until the present study. Such an analysis takes on increased importance as it seems likely that market-based auctioning will become the default allocation method throughout the EU under a proposed amendment to the Emissions Trading System (ETS) established by Directive 2003/87/EC. Taking a law and economics approach and that is, using a combined perspective of industrial economics and legal analysis and this important book examines the potential for anticompetitive distortion that may result from auctioning emission allowances. Among the issues investigated in depth are the following: whether the current setup of the EU ETS fosters allocative efficiency or whether this allocative efficiency is hindered by legal impediments or constraints; whether EU competition law can serve to remedy anticompetitive effects stemming from Member State actions taken pursuant to Directive 2003/87/EC; which allocation formats are most desirable from an allocative efficiency and environmental effectiveness point of view; the importance of initial allocation and adjustment of out-of-equilibrium situations under the amended ETS; whether auctioning allowances serves the attainment of market equilibrium even in the continuing presence of andpolluter havensand; the effect of the ECJands so-called andjoint application jurisprudenceand on the ETS; and the allocation of allowances from a state aid perspective. The book provides both a coherent typology of emission allowance allocation mechanisms and the main characteristics of the present emissions trading system, setting the gained insights into a broader perspective. It examines how various assignment mechanisms deal with issues such as price determination, allocative efficiency and environmental effectiveness. It considers how market-based allocation mechanisms compare with administrative allocation mechanisms, particularly those based on the widely applied grandfathering method. And perhaps most important and and of especial value to practitioners and policymakers and it identifies the auction design challenges that must be addressed by the Commission in its implementing regulation due by 30 June 2010.
