The project includes the following components: 1) overall regulation, pricing and energy policy; 2) specific power sector assistance which includes engineering and investment banking assistance and privatization exports to help mobilize private capital for new power generation and distribution projects; divestment of existing public-sector controlled power plants; corporatization and privatization of utilities; and creation of the new grid company to facilitate competition between electricity generators; 3) specific gas sector assistance in developing a new industry structure and regulations for the natural gas market incorporating private sector participation and competition; 4) assistance in executing sectoral environmental assessments together with project environmental assessments, formulating energy sector environmental regulations and guidelines; and 5) energy demand management and safety enhancement by developing a demand side management strategy for efficient energy use.

The single most effective policy instrument to promote wind power in Colombia consists of recognizing its potential to complement hydroelectric power. This study is part of an ongoing project to identify and address barriers to the development of nonconventional renewable energy resources in Colombia's power sector. Book excerpt: The Colombian power market was established in 1995, driven primarily by concerns about the reliability of supply in the largely hydro-based domestic power system. The power sector reform was expected to help avoid blackouts by attracting private investment and increasing the efficiency of existing capacity. However, two decades after its inception, the market has not been successful in providing reliable supply along competitive outcomes. This paper analyzes the experience of Colombia with power markets, including market design, implementation, and outcomes. A single-node, bid-based market was established overnight, with bilateral contracts among market participants (mostly short-to-medium term). The original regulated capacity payment was replaced in 2004 by a reliability market intended to ensure supply during tight hydrological conditions (mainly due to El Nino phenomena). However, the Colombian power sector is currently showing signs of structural weakness: the reliability market has shown dysfunctionalities, the government has intervened the market during critical situations, and concerns persist regarding market power exercise. The experience of Colombia is important for other developing countries, since it highlights the challenges of designing and implementing a power market that successfully provides reliability, competitive outcomes, and sustainability. Although key local hydrological conditions were considered in the design of Colombia's capacity market, the market had difficulties delivering intended outcomes due to design and institutional issues, particularly the lack of a comprehensive approach to gas supply and transport.

Book excerpt: China is in the throes of two transitions: from a command economy to a market-based one and from a rural, agricultural society to an urban, industrial one. So far, both transitions have been spectacularly successful. China is the fastest-growing economy in the world, with per capita incomes more than quadrupling since 1978, achieving in two generations what took other countries centuries. Although swift growth and structural change have resolved many problems, they also have created new challenges: employment insecurity, growing inequality, stubborn poverty, mounting environmental pressures, rising costs of food self-sufficiency, and periods of macroeconomic instability stemming from incomplete reforms. Unmet, these challenges could undermine the sustainability of growth, and China's promise could fade. China 2020, a seven-volume set, examines China's recent history, where it is today, and the path it should follow during the first two decades of the 21st century. The volume in the set entitled, Old Age Security: Pension Reform in China highlights two severe difficulties with China's current pension system: the urgent and immediate problem of the pension burden placed on state-owned enterprises, and the longer-term predicament arising from a rapidly aging population. State enterprises inherited heavy pension obligations from the central planning era. With the transition to a market economy, employment in the state enterprise sector is declining, while the number of pensioners is rising rapidly. The study recommends a unified pension system that includes both mandatory funded individual accounts and a social insurance scheme. It also endorses a sustainable contribution rate that attaches considerable importance to long-term financial viability (more than 60 years) and examines the risks associated with low compliance rates and low interest rates.
