Available in PDF, EPUB and Kindle. Book excerpt: The world is flailing in the face of successive threats to its peace and security. It is beleaguered by a set of recurring and intensifying crises. Terrorist networks, proliferation of nuclear weapons, climate change, religious intolerance and hatred, roving militias and insurgents, genocide, mass migration, organized crime, trafficking in women and children paralyze us. We are neither able nor willing to tackle these crises effectively and efficiently. We have lost confidence in our international institutions and national governments to respond adequately. What can we do? The world cries out for new thinking and creativity. Sovaida Ma'ani Ewing answers that effective, just and comprehensive collective security are within the world's grasp. Past efforts and innovative thinking have shown some promise but have been ineffective on their own. The author shows how they fit as isolated pieces within a larger jigsaw puzzle of a brighter collective future. By identifying and applying a set of clear foundational principles she suggests ways to improve past effort and move consciously and more effectively towards collective maturity. Building on these principles and applying them, she recommends concrete, practical and high impact recommendations for action by the international community to build a system of collective security that will ensure the peace of the world.

Book excerpt: This analysis of collective security covers its institutional, operational and legal parameters along with the United Nations system, presenting it as a global public order institution for maintaining peace. The authors study its constitutional premises as they are shaped by the forces of law and politics. After an historical account of initiatives and projects for global peace, the authors explain the morphology of collective security as a global public order institution and outline its triggers, institutions, actors, components and tools. They go on to analyse its legal properties and the processes of political, legal and criminal accountability. The analysis and assessment are informed throughout by practice drawn from examples including Korea, Iraq and Libya, and by a wealth of cases from national and international jurisdictions.

Book excerpt: Since Russia has re-emerged as a global power, its foreign policies have come under close scrutiny. In Russia and the West from Alexander to Putin, Andrei P. Tsygankov identifies honor as the key concept by which Russia's international relations are determined. He argues that Russia's interests in acquiring power, security and welfare are filtered through this cultural belief and that different conceptions of honor provide an organizing framework that produces policies of cooperation, defensiveness and assertiveness in relation to the West. Using ten case studies spanning a period from the early nineteenth century to the present day - including the Holy Alliance, the Triple Entente and the Russia-Georgia war - Tsygankov's theory suggests that when it perceives its sense of honor to be recognized, Russia cooperates with the Western nations; without such a recognition it pursues independent policies either defensively or assertively.

Available in PDF, EPUB and Kindle. Book excerpt: In 1941, the European war became a world war. This book tackles that process in its economic, political and ideological dimensions. Margaret Lamb and Nicholas Tarling explore the significance of the Asian factor and the importance of East Asia in the making of the war in Europe and the transformation of the European war of 1939 into the world war of 1941. This Asian factor has often been neglected, but the policies of all the major powers were affected by their world-wide interests. France had its possessions in North Africa and Asia; Nazi Germany chose to become involved in China and to make an agreement with Japan; Britain's action in Europe and the Mediterranean were conditioned by its commitments elsewhere in the world, and the United States and the Soviet Union were both involved in Europe and Asia. In particular the threat that Japan presented to the status quo in East Asia made it difficult for the war in Europe in turn affected the position in East Asia. The US built a two-ocean navy and encouraged the British to continue their struggle by keeping the resources of South East Asia available, and these steps led to a clash with the Japanese. Lamb and Tarling's global approach throws valuable new light on the origins of the Second World War.

Western powers have less interest in sharing responsibility and there seems to be no alternative but that collective security should rely heavily on Africans themselves under the auspices of the newly established African Union (AU).

Available in PDF, EPUB and Kindle. Book excerpt: The role of the United Nations in collective security has been evolving since its inception in 1945. This book explores collective security as practiced within the legal framework provided by the United Nations Charter, with a particular focus upon activity undertaken under the auspices of the UN Security Council, the body conferred by the Charter with the primary responsibility for the maintenance of international peace and security. Although the book is primarily grounded in international law, where appropriate it also draws upon relevant political insights in order to present a clear picture of the UN collective security system in operation and the factors which impact upon the way in which it functions. Offering a comprehensive analysis it considers the full range of measures which can be utilised by the UN in the performance of its collective security remit including military enforcement action, peacekeeping, non-military sanctions and diplomacy. The book considers each of these measures in detail, assessing the legal framework applicable to the form of action, the main legal controversies which arise in respect of their appropriate utilisation, and the UN’s use of this collective security ‘tool’ in practice. The book draws conclusions about the main strengths and shortcomings of the various means through which the UN can attempt to prevent, minimise or end conflict.
