Available in PDF, EPUB and Kindle. Book excerpt: This book studies the way in which the top leadership in the Soviet Union changed over time from 1917 until the collapse of the country in 1991. Its principal focus is the tension between individual leadership and collective rule, and it charts how this played out over the life of the regime. The strategies used by the most prominent leader in each period – Lenin, Stalin, Khrushchev, Brezhnev and Gorbachev – to acquire and retain power are counterposed to the strategies used by the other oligarchs to protect themselves and sustain their positions. This is analyzed against the backdrop of the emergence of norms designed to structure oligarch politics. The book will appeal to students and scholars interested in the fields of political leadership, Soviet politics and Soviet history.

The papers in this volume were originally delivered at a series of seminars held at the School of Slavonic and East European Studies, University of London, between January and May 1984. The inspiration for the scheme was the Soviet succession struggle of 1982 but further reflection indicated that the problem of elderly leaderships, and the apparent absence of legitimate succession mechanisms, applied to nearly all communist systems.

Available in PDF, EPUB and Kindle. Book excerpt: The first chronicle of Stalin's inner political and social circle—from a leading Soviet historian Stalin was the unchallenged dictator of the Soviet Union for so long that most historians have dismissed the officials surrounding him as mere yes-men and political window dressing. On Stalin's Team overturns this view, revealing that behind Stalin was a group of loyal men who formed a remarkably effective team with him from the late 1920s until his death in 1953. Drawing on extensive original research, Sheila Fitzpatrick provides the first in-depth account of this inner circle and their families. She vividly describes how these dedicated comrades-in-arms not only worked closely with Stalin, but also constituted his social circle. Stalin's team included the wily security chief Beria; Andreev, who traveled to provincial purges while listening to Beethoven on a portable gramophone; and Khrushchev, who finally disbanded the team four years after Stalin's death. Taking readers from the cataclysms of the Great Purges and World War II to the paranoia of Stalin's final years, On Stalin's Team paints an entirely new picture of Stalin within his milieu—one that transforms our understanding of how the Soviet Union was ruled during much of its existence.

Book excerpt: First published in 1982, this book explores how Khrushchev and Brezhnev manipulated their policies and personal images as they attempted to consolidate their authority as leader. Central issues of Soviet domestic politics are examined: investment priorities, incentive policy, administrative reform, and political participation. The author rejects the conventional images of Khrushchev as an embattled consumer advocate and decentraliser, and of Brezhnev’s leadership as dull and conservative. He looks at how they dealt with the task of devising programs that combined the post-Stalin elite’s goals of consumer satisfaction and expanded political participation with traditional Soviet values.

Available in PDF, EPUB and Kindle. Book excerpt: Why did the Soviet system fail? How is it that a political order, born of revolution, perished from stagnation? What caused a seemingly stable polity to collapse? Philip Roeder finds the answer to these questions in the Bolshevik "constitution"--the fundamental rules of the Soviet system that evolved from revolutionary times into the post-Stalin era. These rules increasingly prevented the Communist party from responding to the immense social changes that it had itself set in motion: although the Soviet political system initially had vast resources for transforming society, its ability to transform itself became severely limited. In Roeder's view, the problem was not that Soviet leaders did not attempt to change, but that their attempts were so often defeated by institutional resistance to reform. The leaders' successful efforts to stabilize the political system reduced its adaptability, and as the need for reform continued to mount, stability became a fatal flaw. Roeder's analysis of institutional constraints on political behavior represents a striking departure from the biographical approach common to other analyses of Soviet leadership, and provides a strong basis for comparison of the Soviet experience with constitutional transformation in other authoritarian polities.
