This book brings together academics, members of European institutions, and regional and national level policymakers in order to assess the performance and direction of EU Cohesion policy against the background of the most significant reforms to the policy in a generation. Responding to past criticisms of the effectiveness of the policy, the policy changes introduced in 2013 have aligned European Structural and Investment Funds with the Europe 2020 strategy and introduced measures to improve strategic coherence, performance and integrated development. EU Cohesion Policy: Reassessing performance and direction argues that policy can only be successfully developed and implemented if there is input from both academics and practitioners. The chapters in the book address four important issues: the effectiveness and impact of Cohesion policy at European, national and regional levels; the contribution of Cohesion policy to the Europe 2020 strategy of smart, sustainable and inclusive growth; the importance of quality of government and administrative capacity for the effective management of the Funds; and the inter-relationships between institutions, territory and place-based policies. The volume will be an invaluable resource to students, academics and policymakers across economics, regional studies, European studies and international relations.

Available in PDF, EPUB and Kindle. Book excerpt: How can one convince potent nation-states to put their sovereignty at risk in common European policies? EU cohesion policy, now one-third of the EU budget, provides such a puzzle. Until 1988 the European Commission shared out money to national governments with few strings attached. Since the reform of 1988, national governments are required to negotiate with the Commission and regional authorities on how to use the money. Has this European-wide policy eroded national sovereignty in favour of a stronger role for the Commission and more power for Europe's regions? The first part of the book probes into the policy dynamics at the European level. In the second part, eight country studies evaluate the impact of uniform EU policy on territorial relations by comparing policy making before and after the reform. The concluding section explains persistent variation in EU cohesion decision making and implementation.

Book excerpt: Since its foundation the European Union has gradually developed policies that are aimed at achieving increased economic and social cohesion. This book examines the most recent of these, the concept of territorial cohesion. Territorial cohesion is the pursuit of balanced development, competitiveness, sustainable development, and good governance. These concerns are most readily addressed by the formulation of spatial strategies under the umbrella of spatial planning, that brings together a multitude of public and private actors in a process that requires cohesion, coherence and co-operation. This book traces the development of spatial planning at European level and argues that spatial planning can become a vehicle, not only for territorial cohesion, but for EU policy generally.

For decades, they have been subject to forces both influencing them from above (regionalisation), as well as from below (regionalism). In the European Union, the regions and their actors have mainly manifested themselves via EU Regional Policy. Besides a closer look at the rationales behind this trend (e.g. multi-level governance) and the changes in the decision-making process, three case regions have thoroughly been addressed - Latvia, Scotland, and Saxony. This dissertation highlights the pitfalls, the possibilities, and the position of regions and its actors, in both the domestic and the European setting, in a clear and structured way. Dissertation. Available in PDF, EPUB and Kindle. Book excerpt: This book represents the first ever comprehensive study of the EU’s foreign and security policy in Bosnia. Drawing on a wealth of fresh empirical material, it demonstrates that institutions are a key variable in explaining levels of common foreign security policy (CFSP) coherence and effectiveness over time. In doing so, it also sheds new light on the role that intergovernmental, bureaucratic and local political contestation have played in the formulation and implementation of a European foreign policy. The study concludes that the EU’s involvement in Bosnia has not only had a significant impact on this Balkan country in its path from stabilisation to integration, but has also transformed the EU, its foreign and security policy and shaped the development of the EU’s international identity along the way. The book will be of great interest to researchers and students of EU politics, International Relations and Bosnian politics.

Book excerpt: In light of the latest global developments, the search for all-embracing solutions based on multilateral cooperation, mutual trust and solidarity has underlined the need for global leadership, which the European Union (EU) is aiming to personify. After almost three decades since the signing of the Maastricht Treaty, the EU continues to play a major role in the international sphere and serves as a role model for strengthened cooperation beyond territorial borders. Nevertheless, the 21st century has been heavily marked by enormous challenges around the globe that do not stop at a national state’s borderline. Recent crisis, no matter if of humanitarian, political, environmental or financial nature have widened the existing inequality gap between the Global North and South, exacerbated social upheaval and eroded the legitimacy of several governments worldwide, bringing the efficacy of international cooperation in question. The European Development Policy aims to foster sustainable development and stability in developing countries, with the ultimate goal of eradicating extreme poverty. The following paper attempts to examine the coherence of the EU Development Policy, analyzing to what extent has the EU accomplished to translate its broad framework of principles, objectives and instruments into action.

Book excerpt: This book provides an up-to-date assessment of the main processes and dilemmas of regional development and regional policy in the newer European Union Member States in Central and Eastern Europe and neighbouring countries. It highlights the difficulties of balancing the demands within the new Member States for rapid regional growth and development with, firstly, the demands of the European Union overall that restructuring and development should conform to the aims and principles of EU common policies; and, secondly, with budgetary constraints. The book covers a wide range of issues, including global and national challenges to regional convergence and cohesion; regional dynamics, city networks and border issues; the effectiveness of policy responses at national and European levels, including an assessment of policy experiences from outside the new Member States; and likely future developments.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides an over-view of the key developments in the politics of European Union regional policy from the creation of the EEC to the present day. The discussion of 'who decides what and to what effect' in relation to regional policy is part of the contemporary academic debate about the nature of politics and policy-making in the EU. Bache argues that no single theory can explain the complex politics of EU regional policy-making. In particular, current theories pay insufficient attention to the importance of implementation in shaping policy outcomes. The book concludes that the application of different analytical tools at different stages of policy-making provides the fullest picture of the politics of EU regional policy. Conditional Effectiveness and Convergence in the Solow-Model written by Thomas Craemer and published by GRIN Verlag. This book was released on 2017-12-08 with total page 63 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although the EU is growing ever closer as a single economic entity, the difference in wealth and economic power among its member nations – from Germany and France to Romania and Bulgaria – is still enormous. This is despite the European Union’s continuous efforts to reduce welfare differences between its member states since its foundation in 1958: The long-term objective of the EU is a convergence of income and GDP per capita levels within the entire Union. This policy is known as European cohesion policy, which nowadays accounts for more than one third of the EU’s total budget. The vast financial importance of the cohesion policy naturally begs two questions: Are structural funds effective in promoting economic growth? And if so, do they promote income and welfare convergence within the EU? Yet most studies so far have merely yielded fragmented results, as they only focus on single EU member states, or consist of data for short time periods. In contrast, this study captures long-term effects of structural funds in the recent past and delivers accurate and meaningful empirical results. It focuses on data for the European Regional Development Fund since this is the most important item of cohesion policy which financially supports projects that aim to foster convergence directly. In this book: - European cohesion policy; - structural funds; - European Regional Development Fund; - economic convergence; - Solow-Model; - growth theory
