Book excerpt: Pour répondre aux énoncés de Rio touchant la participation des communautés locales dans la gestion durable de la forêt, la démarche devrait concilier la nécessité d'assurer les conditions de la pérennité des ressources et l'impératif de l'amélioration des conditions de vie de celles-ci. L'objectif visé est de construire un modèle de participation des communautés locales dans la gestion de la forêt de la RBL. Pour l'atteindre, une étude du cas des communautés locales la Réserve de la biosphère de Luki a été réalisée par approches qualitative et quantitative. Vingt-deux entrevues en groupe et vingt-quatre individuelles ont été effectuées et 210 ménages ont participé à l'enquête. Les résultats montrent l'effritement des particularités culturelles qui assuraient le mode de vie des communautés. Une dizaine de conflits liés aux usages de la forêt ont été identifiés. Il apparait que devant les besoins de survie, les perceptions que les communautés locales ont de la forêt sont muables. Par contre, nous avons identifié des attributs des communautés locales sur lesquels un modèle de participation peut être construit, par exemple: perception de la forêt comme bien de la communauté et gage de son unité; pouvoir traditionnel comme institution de proximité; nécessité d'actualiser les savoirs locaux. Par ailleurs, les résultats des enquêtes ménages montrent que le revenu moyen par jour et par habitant est de 0,37 $ US, avec le revenu le plus faible dans la sous-zone Réserve de 0,29 $ US. Les activités économiques sont très peu diversifiées. Le revenu est issu à 90 % des activités agricoles.Finalement, l'analyse économétrique de type ANCOVA a montré que le changement de l'environnement, tel que perçu par les ménages enquêtés, agissait négativement sur la fonction de production de Luki. Ces résultats ont permis d'élaborer le modèle de participation des communautés locales à la gestion de la forêt dont le village est le noyau de référence et pour lequel la gouvernance à mettre en place part de l'institution de proximité qu'est le pouvoir coutumier. Ce modèle de participation, pour être efficace, intègre l'impératif d'améliorer les conditions de vie des communautés locales à travers l'aménagement durable de finage villageois et la nécessité de la conservation de la forêt. Book excerpt: In 1999 (August 30 - September 2) the Pan African Anthropological Association (PAAA) marked the 10th anniversary of its creation by holding its 9th Annual Conference in Yaounde, Cameroon - the city and country of its birth. The conference, themed "The Anthropology of Africa: Challenges for the 21st Century", was attended by some seventy participants, mostly African. Among the international participants was Dr Sydel Silverman, President of the Wenner Gren Foundation at the time - a long term partner of the PAAA; she was present at the inaugural conference in 1988. The conference proceedings were initially published in 2000 with very limited circulation. Given the continued relevance of the papers presented, and in view of the call by the President of the PAAA for African anthropologists to reunite anthropological theory and practice in the teaching programmes of African universities, the PAAA is pleased to republish the proceedings of its landmark 9th Annual Conference. The book consists of forty three divided into eight parts, namely: i) teaching anthropology in the decades ahead; ii) Health Challenges: HIV/AIDS Anthropological Perspectives; iii) NGOS: Use and Misuse of Anthropology; iv) Anthropological Focus on Environment; v) Some Applied Issues in Anthropology; vi) The African Family in Crisis; vii) Ethnicity and Ethnic Conflicts; and viii) Population issues and anthropology: Fertility Crisis. Paul Nkwi concludes his introduction to the volume with these words: "The Anthropology of Africa will remain for a long time, fundamentally applied if it is to meet the challenges of the 21st Century."
