Book excerpt: This volume summarizes a series of studies undertaken to better understand the current socioeconomic context of the Northern and Eastern provinces in Sri Lanka. Nearly a decade after the end of the Sri Lankan civil war, the Northern and Eastern provinces lag in key social and economic measures. The study was made up of six background studies focused on (i) the provincial economies and economic structures of the North and East; (ii) labor force dynamics; (iii) demographic changes and impacts on vulnerability; (iv) the psychosocial needs of the local population; (v) community and social institutions; and (vi) livelihood trends and impacts of the war on productive assets. These studies were informed by both primary data collection, as well as secondary data sources and literature. The key findings from the assessment show that significant public investments in the Northern and Eastern provinces have resulted in growth and convergence between these provinces and the rest of the country. However, pockets of poverty and deprivation remain across these provinces, and the economic base of the region has yet to fully recover from the impacts of the civil war. Social vulnerabilities were persistent across the Northern and Eastern provinces, and were closely linked with poverty rates. With the demographic impacts of the war, vulnerabilities for women are growing in the region. There was a high rate of psychosocial needs recorded, and evidence that the social fabric has not been fully restored since the war. Citizen engagement, trust, and accountability remain important priorities, alongside economic revival, job creation, and restoring the social fabric and local institutions.

Shared prosperity is measured as income growth among the bottom 40 percent of the income distribution in the population. The two goals should be achieved in a way that is sustainable from economic, social, and environmental perspectives. Shared Prosperity: Paving the Way in Europe and Central Asia focuses on the second goal and proposes a framework that integrates both macroeconomic and microeconomic elements. The macro variables, particularly changes in relative prices, affect income growth differentially along the income distribution; at the same time, the microeconomic distribution of assets at the bottom of the distribution determines the capacity of the bottom 40 to take advantage of the macroeconomic environment and contribute to overall growth. Growth and the incidence of growth are thus understood as jointly determined processes. Besides this integration, the main input of the framework is the finding that the trade-off between growth and equity may be an issue only in the short run. Over the long run, redistribution policies that increase the productive capacity of the bottom 40 percent enhance the overall growth potential of the economy. This report considers shared prosperity in Europe and Central Asia and concludes that the performance in sharing prosperity during the period 2000–10 was good, on average, but heterogeneous across countries and that sustainability is unclear. It also describes examples of the application of the framework to selected countries in the region. Finally, the report provides a tool to structure the policy discussion around the goal of shared prosperity and explains that specific policy links associated with the goal can be established only after a thorough analysis of the country-specific context.

The number of individuals in developing countries who live in extreme poverty had decreased from 43 percent in 1990 to 21 percent by 2010. Yet, with 1.2 billion people still struggling today, we have a long way to go. What can we learn from the recent success of reducing extreme poverty? Understanding Changes in Poverty brings together different methods to decompose the contributions to poverty reduction. A simple approach quantifies the contribution of changes in demographics, employment, earnings, public transfers, and remittances to poverty reduction. A more complex approach quantifies the contributions to poverty reduction from changes in individual and household characteristics, including changes in the sectoral, occupational, and educational structure of the workforce, as well as changes in the returns to individual and household characteristics. Understanding Changes in Poverty implements these approaches and finds that labor income growth--that is, growth in income per worker rather than an increase in the number of employed workers--was the largest contributor to moderate poverty reduction in 21 countries experiencing substantial reductions in poverty over the past decade. Changes in demographics, public transfers, and remittances helped, but made relatively smaller contributions to poverty reduction. Further decompositions in three countries find that labor income grew mainly because of higher returns to human capital endowments, signaling increases in productivity, higher relative price of labor, or both. Understanding Changes in Poverty will be of particular relevance to development practitioners interested in better understanding distributional changes over time. The methods and tools presented in this book can also be applied to better understand changes in inequality or any other distributional change.
