Book excerpt: The Government's first response (Cm. 7126, ISBN 97801017712620) to the Committee's report on coastal towns (2nd report session 2006-07, HCP 351, ISBN 9780215032843) was not well-received by the Committee, other members of Parliament and organisations such as the British Resorts and Destinations Association. It was felt that the response failed to recognise the necessity for specific measures to support coastal communities. The Committee requested a more considered response from the new Secretary of State. The further response is published as appendix 3. The Government now accepts a number of the Committee's recommendations, especially the need for further research on the challenges facing these communities, and the disproportionately high rise in the number of people claiming sickness and disability benefit. The Committee welcomes the Government's intention to establish a cross-departmental working group on issues affecting coastal towns and its commitment to establish a coastal areas network supported by Government and the regional development agencies.

Book excerpt: Many coastal areas around the world are experiencing dramatic landscape changes as a result of increased tourism development and the "sea change phenomenon" – the migration of affluent urbanites to small coastal towns seeking beautiful, natural surroundings. In response to these changes local residents in these places often complain that the distinctive character of their towns and/or individual neighborhoods is being lost or degraded. Coastal Towns in Transition looks at how changes due to unsympathetic development of the built environment and modification of the natural landscape are perceived to negatively impact on the character of small coastal towns. The book explores the concept of town character, and associated notions of sense of place, genius loci and place identity, as conceptualised by local residents in several coastal town communities along Australia’s Great Ocean Road. Findings of a four-year study involving over 1800 respondents from these communities are used to explore theoretical and methodological issues associated with the assessment of place character in the context of coastal towns that are experiencing rapid environmental change. This book will be of interest to planners and environmental designers, as well as scholars in both landscape studies and social science and planning fields who are interested in the sustainable development of coastal areas. The case studies and associated planning and design strategies, together with the bibliography of selected relevant literature, will provide an invaluable reference for these scholars.

Book excerpt: Chelmsford, one of the youngest of the Essex Boroughs, and almost a suburb of Greater London by means of the Great Eastern Railway, was, when I first knew it, a dignified county town, the leading people of which considered a second post from London as a daily nuisance, and had no taste for what is practically too near the rush and roar of modern life. The old stage-coaches stopped and changed horses at quaint old hotels, which have long disappeared. Now, as you drop down from the railway station, past the Quakers' chapel on one side, and the big brewery on the other, all is modern, and except the church which stands on your left, there is little left to recall the past. In the square, opposite the Shire Hall, there is a modern statue which recalls to memory Chief Justice Tindal, who, born in 1776, at a house called Coval Hall, was educated at the Chelmsford Grammar School, and died at Folkestone, in 1846. The statue is erected on the p. 2site of an ancient conduit, which stood long upon the spot, with a Latin inscription which few Essex people cared to read. Not far off is the Corn Exchange, which, what time corn was a commodity worth dealing in, was on Fridays as busy as Mark Lane itself. But on the whole the town is modern, and all of the modern time. It is respectable, thoroughly so, quite as much as any London square or street. Its great industry is a modern one—the manufacture of Electric apparatus, by the firm of Crompton and Co., Ltd., a firm which has for some time occupied a leading place in connection with the installation of Electric light, and has been the means of lighting not only Chelmsford, but many of the principal buildings in London. If you want to see antiquity in Chelmsford, you must pay a visit to the Museum, now incorporated with the Essex Field Club, which is a very good one of its kind. One of the best antiquarian magazines of the day is the Essex Review, published in High street, which is really a credit to the town.
