Book excerpt: The US Army Engineer Waterways Experiment Station Coastal Engineering Research Center was requested by the US Army Engineer District, Alaska (CENPA) to provide technical assistance in engineering analysis and assessment of various structure alternatives for flood mitigation and erosion control at the southeast coastline of Homer Spit, Alaska. Study elements included are wave climatology and wave transformation analysis, coastal geomorphological study, tidal circulation analysis, shoreline change numerical modeling analysis, and structure elements design. This report details the study and provides final recommendations to CENPA. Spectrally-based deepwater wave heights, peak periods, and peak directions were calculated from Homer Spit wind distribution based on the usable wind data of February 1965 to February 1986. The deepwater wave statistics were then transformed by applying the Regional Coastal Processes Wave finite difference model to the breaking point near the Spit shoreline as the data base for nearshore sediment transport analysis. The shoreline response to various structure alternatives was analyzed by using the shoreline change model. Five options--including without project, revetment extension, revetment extension with beach fill, beach fill, and offshore breakwater--with various design alternatives were simulated by the modeling study. The final recommendations were formulated based on the model simulation results along with engineering judgements derived from the other study of the project.

Book excerpt: The cause of coastal erosion along the Homer Spit on lower Cook Inlet, Alaska, was identified and potential long-term means of erosion control were recommended. The limited wind and wave data available for the region were subsequently collected and statistically analyzed. Deepwater wave forecasts were performed based on the wind statistics. A finite difference numerical model of the nearshore areas of the Homer spit and adjacent beaches at low tide was applied to predict refraction, diffraction and shoaling of the forecast deepwater waves. The model was also applied to predict breaker characteristics, expected longshore energy flux, and sediment transport rates at low tide. Beach sample size gradation data along and across the Spit shoreline were statistically analyzed, revealing trends which point toward the probable geological evolution of the Spit. Results from the sediment analysis also allowed the numerical model to predict net expected annual longshore sediment transport rates along 11 miles of shoreline.

The erosion rate appears to be increasing and threatens human development and infrastructure. Erosion of coastal peat soils in Alaska may be part of a positive feedback cycle for climate change caused by a net release of carbon (C). Erosion along Alaska's Beaufort Sea Coast annually introduces substantial quantities of largely-undecomposed organic matter into the Arctic Ocean. To understand and make predictions regarding the effects of erosion on soil and permafrost dynamics inland from the coast, three representative sites were chosen for study: Elson Lagoon, Prudhoe Bay, and Barter Island. A total of 10 transects, 100m long, were examined for morphological, physical, and chemical properties, and thermokarst extent at the three sites was quantified. Soil profiles and permafrost cores revealed organic materials extending 1.8m below the surface. The permafrost at the three sites was composed of 10% to 40% wedge ice and the moisture content of the soil ranged from 2% to 80%. Total C content averaged 10% in the active layer and 35% in the frozen soil. Total N was less than 2% throughout the soil profiles. Soil pH and EC showed a relationship between mineral soils at depth and increased values. There was no correlation between soil properties and distance from shore and soils were not drier closer to shore. The erosion rate at the three sites is so fast that there is not time enough for any significant changes in soil properties to occur"--Leaf iii.

Book excerpt: Arctic amplification has resulted in increased coastal hazards such as erosion in Alaska. The remoteness of the southwest Alaska coastline hinders frequent coastal hazard surveys, requiring alternate methods for measuring change throughout the year. This study documents and evaluates a community-based monitoring program in two southwestern Alaskan communities including Chignik Bay and Dillingham. The program entitled, Stakes for Stakeholders, has been running successfully since 2016 and continues to engage with rural communities to measure and map coastal change. The Stakes for Stakeholders program promotes self-advocacy and equips local participants with the tools, information, and resources needed to respond to increasing coastal hazards. This method engages local partners through data collection, training, and reviewing and revising resulting products to address local priorities. Community engagement consists of biannual video conference meetings, annual site visits, and miscellaneous communication (i.e., calls, text messaging, and emails). Baseline data was collected with community partners in the form of coastal topographic profiles and measurements collected at locally identified monitoring sites. The process of establishing, operating, and maintaining these sites is documented in various protocols and workflows produced in this study. As part of the research, locally prioritized data products were created. One such product was a hazard assessment report that was drafted for the community of Chignik Bay outlining all relevant coastal hazards to which the community is susceptible. Assessment rubrics were drafted and used to evaluate the efficacy of the program. These evaluations highlighted some of the most relevant community-based monitoring takeaways and pointed towards areas that needed improvement. Results from this study document a successful community-based monitoring (CBM) program and serve as a model for State and Federal research agencies and Arctic and sub-Arctic communities looking to respond to global climate change.

However, few vulnerability assessment tools are available to the public that are complete or that utilize transparent, consistent, and quantitative methods at a scale needed for local planning. This report summarizes statewide analyses of long-term shoreline change at 48 Alaska communities. Shoreline datasets were compiled from previously published U.S. Geological Survey assessments for northern Alaska, as well as created from historical and recent aerial images by the Alaska Division of Geological & Geophysical Surveys for western Alaska. Shorelines were analyzed to calculate rates of shoreline change every 82 feet (25 meters) along coastlines and tidally influenced river banks. In northern and western Alaska, 57 percent (27 of 48 total) of communities had erosion rates greater than 3.3 feet per year (1 meter per year) over the past 60 years. Maps of shoreline change and erosion rates are included here in a small map format for use by local community entities for planning and communication with state and federal agencies. Shoreline change rates alone do not describe community vulnerability, which may also depend on the location of infrastructure and the capacity of a community to respond to erosion, as well as other factors. Shoreline change rates were determined from historical data. Future rates of shoreline change may be influenced by coastal management and changes to environmental conditions that may result from climate change.
