Book excerpt: "This document serves as a user's manual for the Coal Utility Environmental Cost (CUECost) workbook and documents its development and the validity of methods used to estimate installed capital and annualized costs. The CUECost workbook produces rough-order-of-magnitude(ROM) cost estimates (+/-30% accuracy) of the installed capital and annualized operating costs for air pollution control (APC) systems installed on coal-fired power plants to control emissions of sulfur dioxide (SO2), nitrogen oxides (NOX), particulate matter (PM), mercury (Hg), and carbon dioxide (CO2). In general, system performance is an input requirement for the workbook user. The workbook was designed to calculate estimates of an integrated APC system or individual component costs for various APC technologies used in the utility industry. Twelve technologies are currently in the workbook: flue gas desulfurization (FGD)-limestone with forced oxidation (LSFO) and with dibasic acid and lime spray drying (LSD); particulate matter removal-electrostatic precipitator (ESP) and fabric filter (FF); NOX control-selective catalytic reduction (SCR), selective non-catalytic reduction (SNCR), natural gas reburning, and low-NOX burner (LNB); mercury control-powdered activated carbon (PAC) injection; and CO2 control-monoethanolamine (MEA) process, chilled ammonia process (CAP) and sorbent injection (SI). It is expected that this manual will be useful to a broad audience, including: (1) individuals responsible for developing and implementing SO2, NOX, PM, Hg, and CO2 control strategies at sources, (2) state authorities implementing pollution control programs, and (3) the interested public at large. Moreover, persons engaged in research and development efforts aimed at improving cost-effectiveness of air pollution control technology applicable to coal-fired plants may also benefit from this manual."--Abstract.

Dry Scrubbing Technologies for Flue Gas Desulfurization highlights a number of fundamental research findings that have had a significant and lasting impact in terms of scientific understanding. For example, the experimental investigation of the upper-furnace sulfur capture obtained time-resolved kinetic data in less than 100 millisecond time-scales for the first time ever, thereby revealing the true nature of the ultra-fast and overlapping phenomena. This was accomplished through the development of a unique entrained flow reactor system. The authors also identify a number of important areas for future research, including reaction mechanisms, sorbent material, transport effects, modeling, and process development. Dry Scrubbing Technologies for Flue Gas Desulfurization will appeal to both chemical and environmental engineers who examine different ways touse coal in a more environmentally benign manner. Since the United Nations World Summit of 2005, a remarkable consensus has emerged in support of the doctrine of the ‘responsibility to protect’ (R2P) – the idea that states and the international community bear a joint duty to protect peoples around the world from mass atrocities. While there has been plenty of discussion over how this doctrine can best be implemented, there has been no systematic criticism of the principles underlying R2P. This volume is the first critically to interrogate both the theoretical principles and the policy consequences of this doctrine. The authors in this collection argue that the doctrine of R2P does not in fact embody progressive values, and they explore the possibility that the R2P may undermine political accountability within states and international peace between them.
