In 1796, famed engineer and architect Benjamin Henry Latrobe toured the coal fields outside Richmond, Virginia, declaring enthusiastically, “Such a mine of Wealth exists, I believe, nowhere else!” With its abundant and accessible deposits, growing industries, and network of rivers and ports, Virginia stood poised to serve as the center of the young nation’s coal trade. By the middle of the nineteenth century, however, Virginia’s leadership in the American coal industry had completely unraveled while Pennsylvania, at first slow to exploit its vast reserves of anthracite and bituminous coal, had become the country’s leading producer. Sean Patrick Adams compares the political economies of coal in Virginia and Pennsylvania from the late eighteenth century through the Civil War, examining the divergent paths these two states took in developing their ample coal reserves during a critical period of American industrialization. In both cases, Adams finds, state economic policies played a major role. Virginia’s failure to exploit the rich coal fields in the western part of the state can be traced to the legislature’s overriding concern to protect and promote the interests of the agrarian, slaveholding elite of eastern Virginia. From World War I to American involvement in the Middle East, this connection has seemed a self-evident truth. But, as Peter A. Shulman argues, Americans had to learn to think about the geopolitics of energy in terms of security, and they did so beginning in the nineteenth century: the age of coal. Coal and Empire insightfully weaves together pivotal moments in the history of science and technology by linking coal and steam to the realms of foreign relations, navy logistics, and American politics. Long before oil, coal allowed Americans to rethink the place of the United States in the world. Shulman explores how the development of coal-fired oceangoing steam power in the 1840s created new questions, opportunities, and problems for U.S. foreign relations and naval strategy. The search for coal, for example, helped take Commodore Matthew Perry to Japan in the 1850s. It facilitated Abraham Lincoln's pursuit of black colonization in 1860s Panama. After the Civil War, it led Americans to debate whether a need for coaling stations required the construction of a global empire. Until 1898, however, Americans preferred to answer the questions posed by coal with new technologies rather than new territories. Afterward, the establishment of America's string of island outposts created an entirely different demand for coal to secure the country's new colonial borders, a process that paved the way for how Americans incorporated oil into their strategic thought. By exploring how the security dimensions of energy were not intrinsically linked to a particular source of power but rather to political choices about America's role in the world, Shulman ultimately suggests that contemporary global struggles over energy will never disappear, even if oil is someday displaced by alternative sources of power.

His reports on what he found there would transform Western interest in China from the land of porcelain and tea to a repository of immense coal reserves. By the 1890s, European and American powers and the Qing state and local elites battled for control over the rights to these valuable mineral deposits. As coal went from a useful commodity to the essential fuel of industrialization, this vast natural resource would prove integral to the struggle for political control of China. Geology served both as the handmaiden to European imperialism and the rallying point of Chinese resistance to Western encroachment. In the late nineteenth century both foreign powers and the Chinese viewed control over mineral resources as the key to modernization and industrialization. When the first China Geological Survey began work in the 1910s, conceptions of natural resources had already shifted, and the Qing state expanded its control over mining rights, setting the precedent for the subsequent Republican and People's Republic of China regimes. In Empires of Coal, Shellen Xiao Wu argues that the changes specific to the late Qing were part of global trends in the nineteenth century, when the rise of science and industrialization destabilized global systems and caused widespread unrest and the toppling of ruling regimes around the world.
