The outcome is a balanced account of the overall situation. The initial chapter gives the rationale behind the planning of the book and puts the topics into the context of trace elements in the environment, while the final chapter summarises the subject matter and conclusions of each chapter. The choice of authors was based on their specialised knowledge. Although every effort has been made to ensure uniformity in layout, use of units, references and the like, authors have been given some latitude in expression and their styles have not been curbed. This book is intended primarily for coal scientists and technologists involved in environmental aspects of trace elements during the mining of coal, its beneficiation and usage, especially for power generation, and for regulatory bodies. It is considered to be suitable for relevant postgraduate courses. Just as it has been said that one of Bruckner's symphonies has enough melodies for a Beethoven to have written ten symphonies, so this book has several chapters that could be themes for other books.

The 72-acre surface impoundment for coal processing waste materials broke through into a nearby underground coal mine. Although the spill caused no loss of human life, environmental damage was significant, and local water supplies were disrupted. This incident prompted Congress to request the National Research Council to examine ways to reduce the potential for similar accidents in the future. This book covers the engineering practices and standards for coal waste impoundments and ways to evaluate, improve, and monitor them; the accuracy of mine maps and ways to improve surveying and mapping of mines; and alternative technologies for coal slurry disposal and utilization. At the facilities where these agents are being destroyed, effluent gas streams pass through large activated carbon filters before venting to ensure that any residual trace vapors of chemical agents and other pollutants do not escape into the atmosphere in exceedance of regulatory limits. All the carbon will have to be disposed of for final closure of these facilities to take place. In March 2008, the Chemical Materials Agency asked the National Research Council to study, evaluate, and recommend the best methods for proper and safe disposal of the used carbon from the operational disposal facilities. This volume examines various approaches to handling carbon waste streams from the four operating chemical agent disposal facilities. The approaches that will be used at each facility will ultimately be chosen bearing in mind local regulatory practices, facility design and operations, and the characteristics of agent inventories, along with other factors such as public involvement regarding facility operations.
