The book also offers some empirical analyses to show the impact of external changes on the concentration of firms in this industry and the regional inequalities that have emerged from regional variations in firms’ employment, labour-income and profit levels. Further, it addresses another striking feature, namely the role of preferential trading blocs or Regional Trading Arrangements (RTA) in creating trade-diverting effects related to this sector apart from the implications of foreign collaborations and cross-border mergers and acquisitions. Many economists fear that the benefits of these RTAs for the partner countries are much greater than those for India, with net gains of incremental exports from India being small or even negative. Book excerpt: The clothing sector has traditionally been a gateway to export diversification and industrial development for low-income countries (LICs) due to its low fix costs, relatively simple technology, and labor-intensive nature. It has served to absorb large numbers of unskilled, and mostly female, workers and build capital and know-how for more technologically advanced activities within and across sectors. But the environment for global clothing trade has changed significantly which may condition the role the sector can play in promoting export diversification and industrial development in LICs today. Main drivers have been the rise of global buyers and their global sourcing strategies, the phase out of quotas in the Multi-Fiber Arrangement (MFA), and, more recently, the global economic crisis. In the context of these changes, this study analyzes how the clothing sector can still provide a gateway to export diversification and industrial development for LICs today. The key objectives of this study are to assess main developments in the global clothing sector associated with the Multi-Fiber Arrangement (MFA) phase out, global buyers and their sourcing strategies, and the global economic crisis; analyze challenges that LICs are facing in the post-quota and post-crisis world in entering and upgrading within global clothing value chains; and identify policy recommendations to increase the competitiveness of LIC clothing exporters as well as to further their integration into and improve their positions within global clothing value chains. For the study interviews with buyers in the US, the EU and South Africa as well as case studies in Sub-Saharan African LICs (Kenya, Lesotho and Swaziland), Cambodia and Bangladesh were conducted. The study finds that global consolidation in the clothing sector has increased entry barriers at the country and firm level. This has created new challenges to LIC suppliers as low labor costs and preferential market access are not enough to be competitive in the clothing sector today. Suppliers with broad capabilities have been able to develop strategic relationships with global buyers. Marginal or new suppliers are entering the global value chains through intermediaries, but face limited upgrading opportunities. FDI plays an important role in integrated LICs into global clothing value chains, yet it needs to be used in a way that promotes and upgrades local clothing industries. Overall, the clothing sector still provides opportunities for export diversification and industrial development. However, this requires pro-active policies to increase the competitiveness and local embeddedness of LIC clothing exporters.

An econometric study of the cost structure of the industry is undertaken to obtain inferences regarding the existence of structural change and the exact nature of any changes that occurred. A variety of approaches to modeling production technologies in both the textile and apparel sectors are considered. Our results confirm the existence of significant structural breaks which altered the nature of production technologies and economic relationships in these sectors. Our results indicate that a significant amount of labor, which became relatively more expensive as the economy developed after the Second World War, was replaced by capital in these sectors. Our results indicate that new technologies made it easier to substitute capital for labor. We also give attention to the important role played by textile and apparel imports over this period. Textile trade has traditionally been heavily regulated, most recently by the Multi-Fiber Arrangement of the GATT. Policy changes allowed greater access to developed country markets. This stimulated production in developing countries and thus enhanced the role of imports from developing countries. We argue that this stimulated the structural changes which led to, among other things, the release of labor from these sectors and the concomitant plant closings. These factors also stimulated capital deepening. Finally, we also consider the issue of substitutability among alternative forms of fibers in the textile sector. Our analysis quantifies demand relationships among natural and synthetic fibers. Our analysis reveals that structural changes often encouraged the use of synthetic fibers.

Systematic research confines itself mainly to specialised marketing literature, especially that of French scholars. But recent developments have raised various questions and call for more systematic research in diverse fields. Over the past two decades, luxury companies in particular in the clothing sector have had to face an increasingly turbulent environment. On the supply side, French dominance especially in the haute couture sector has been challenged as competition has increased mainly from Italian and American fashion houses. Furthermore, the traditionally fragmented luxury industry has become more concentrated, a visible sign for the consolidation was the merger of Louis Vuitton and Moët Hennessy in 1987. Finally, as a result of diversification strategies, most fashion houses have extended to more accessible luxury products and as a result, realize now a substantial part of sales in both, clothing and accessories. But also the demand side has been substantially changing. In 1899, the American economist Thorstein Veblen published the first proper study of consumerism, in which he identified and analysed the traditional luxury customer group which he called leisure class. It was not until the 1980s that the leisure class was joined by newly rich and occasional customers from the middle class. On the one hand, the luxury industry has expanded to more accessible products and to new geographical markets, and on the other hand, a growth in wealth of the Western industrialized nations has increased purchase of luxury goods.
