Book excerpt: North Korea’s economic difficulties during the mid-1990s were the decisive factor in fundamentally damaging the North Korean people’s quality of life. The standard of living has deteriorated to extreme levels of deprivation in which the right to food security, the right to health and other minimum needs for human survival are denied. Since its inauguration, the Lee Myung-bak administration has proposed policies that strive to improve the North Korean people’s “quality of life” by providing humanitarian aid to the North. Although concern regarding the “quality of life” has been discussed with a focus on aid provisions, the reality is that there is a lack of specific analyses on this subject. It is true that one can refute such analyses by stating that it would be pointless to discuss the quality of life when the North Korean economy is in a state of ruin. However, an academic approach is necessary in such discussions as a means to evaluate the propriety of applying international views onto the concept of the quality of life. With this perspective, the paper aims to review the possibility of applying international standards onto North Korea in order to systematically analyze the phenomenon that has disintegrated its quality of life. The second edition will maintain the same organizational structure of the first edition; that is, Part 1 will focus on introduction (definitions and distinctions; examples of measures of subjective well-being, happiness, and life satisfaction; and motives underlying subjective well-being). Part 2 will focus on psychological strategies that are allow people to optimize subjective well-being by engaging in psychological processes related to the relationship between and among life domains (e.g., social life, family life, love life, spiritual life, community life, financial life, etc.) This part will contain four chapters related to these various “inter-domain” processes: bottom-up spillover, top-down spillover, horizontal spillover, and compensation. What was typical of this complex and extensive system of fashion was that it was always loyally subservient to the principles of the planned socialist economy. This did not by any means indicate that everything the designers and other fashion professionals did was dictated entirely from above by the central planning agencies. Neither did it mean that their professional judgment would have been only secondary to ideological and political standards set by the Communist Party and the government of the Soviet Union. On the contrary, as our study shows, the Soviet fashion professionals had a lot of autonomy. They were eager and willing to exercise their own judgment in matters of taste and to set the agenda of beauty and style for Soviet citizens. The present book is the first comprehensive and systematic history of the development of fashion and fashion institutions in the Soviet Union after the Second World War. Our study makes use of rich empirical and historical material that has been made available for the first time for scientific analysis and discussion. The main sources for our study came from the state, party and departmental archives of the former Soviet Union. The World Health Organization (WHO) initiatives in the area of inter- tional quality of life assessment arose for several compelling reasons. The World Health Organization has a commitment to equitable and accessible health care for all. This commitment refers not only to health in its narrow sense of the absence of disease and impairment, but to health as astate of physical, mental and social well-being. Disease and impairment affect not just the physical domain of life but also a person's psychological state, level of - dependence and social relationships. This is a reality not yet fully reflected in health care settings. The broadening in focus in the measurement of health to include indicators which address this more holistic sense of health is a welcome emerging trend. The primary aim of any health intervention is to maximise health and minimise disease, thereby enhancing patients' quality of life.
