This book was released on 2019-09-13 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: Climate change affects virtually every aspect of the U.S. energy system. As climatic effects such as rising seas and extreme weather continue to appear across many geographies, U.S. energy infrastructure is increasingly at risk. The U.S. Gulf Coast--which is home to 44 percent of total U.S. oil refining capacity and several major ports--is highly vulnerable to flooding events and dangerous ocean surges during severe storms and hurricanes. The link between water availability and energy and electricity production creates another layer of risk to U.S. energy security. Climate risk could manifest not only in physical damages, but also in financial market failures. Climate change-related challenges could impede energy firms' access to capital markets or private insurance markets. Already, climate-related risks have created severe financial problems at a handful of U.S. energy firms, forcing them to interrupt their sales of energy to consumers in particular locations. Over time, climatic disruptions to domestic energy supply could entail huge economic losses and potentially require sizable domestic military mobilizations. The United States is ill prepared for this national security challenge, and public debate about emergency preparedness is virtually nonexistent. To explore the challenges of climate risk to the U.S. energy system and national security, the Council on Foreign Relations organized a two-day workshop in New York, on March 18 and 19, 2019. The gathering of fifty participants included current and former state and federal government officials and regulators, entrepreneurs, scientists, investors, financial- and corporate-sector leaders, credit agencies, insurers, nongovernmental organizations, and energy policy experts. During their deliberations, workshop participants explored how climate-related risks to U.S. energy infrastructure, financial markets, and national security could be measured, managed, and mitigated. Impact of Climate Risk on the Energy System summarizes the insights from this workshop and includes contributions from seven expert authors delving into related topics.

Download or read book Assessing the Risks and Opportunities of Climate-related Regulation and Litigation for the U.S. Power Sector written by Kyle Danish and published by . This book was released on 2018 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: This White Paper analyzes risk and opportunities facing the electric power sector in the next 10 years from climate change-related regulation and litigation. In the near-term, the landscape for federal climate policy in the United States is uncertain. The Trump Administration is taking steps to unwind climate policies developed under the Obama Administration, including the Clean Power Plan. However, this White Paper concludes that, in the next ten years, the U.S. power sector faces significant risks of climate-related regulation and litigation. The White Paper identifies and analyzes risks in three areas: federal regulations, state and local policies, and litigation. The paper also finds that climate-related regulation offers a major opportunity for the power sector in the form of policies that promote greater electrification of other sectors, which could boost currently stagnating demand for power generation.

This book was released on 2016-09-30 with total page 341 pages. Available in PDF, EPUB and Kindle. Book excerpt: Electricity, supplied reliably and affordably, is foundational to the U.S. economy and is utterly indispensable to modern society. However, emissions resulting from many forms of electricity generation create environmental risks that could have significant negative economic, security, and human health consequences. Large-scale installation of cleaner power generation has been generally hampered because greener technologies are more expensive than the technologies that currently produce most of our power. Rather than trade affordability and reliability for low emissions, is there a way to balance all three? The Power of Change: Innovation for Development and Deployment of Increasingly Clean Energy Technologies considers how to speed up innovations that would dramatically improve the performance and lower the cost of currently available technologies while also developing new advanced cleaner energy technologies. According to this report, there is an opportunity for the United States to continue to lead in the pursuit of increasingly clean, more efficient electricity through innovation in advanced technologies. The Power of Change: Innovation for Development and Deployment of Increasingly Clean Energy Technologies makes the case that America's advantagesâ€"world-class universities and national laboratories, a vibrant private sector, and innovative states, cities, and regions that are free to experiment with a variety of public policy approachesâ€"position the United States to create and lead a new clean energy revolution. This study focuses on five paths to accelerate the market adoption of increasing clean energy and efficiency technologies: (1) expanding the portfolio of cleaner energy technology options; (2) leveraging the advantages of energy efficiency; (3) facilitating the development of increasing clean technologies, including renewables, nuclear, and cleaner fossil; (4) improving the existing technologies, systems, and infrastructure; and (5) leveling the playing field for cleaner energy technologies. The Power of Change: Innovation for Development and Deployment of Increasingly Clean Energy Technologies is a call for leadership to transform the United States energy sector in order to both mitigate the risks of greenhouse gas and other pollutants and to spur future economic growth. This study's focus on science, technology, and economic policy makes it a valuable resource to guide support that produces innovation to meet energy challenges now and for the future.
Book Synopsis Managing Climate Risk in the U.S. Financial System by : Leonardo Martinez-Diaz
Download or read book Managing Climate Risk in the U.S. Financial System written by Leonardo Martinez-Diaz and published by U.S. Commodity Futures Trading Commission . This book was released on 2020-09-09 with total page 196 pages. Available in PDF, EPUB and Kindle. Book excerpt: This publication serves as a roadmap for exploring and managing climate risk in the U.S. financial system. It is the first major climate publication by a U.S. financial regulator. The central message is that U.S. financial regulators must recognize that climate change poses serious emerging risks to the U.S. financial system, and they should move urgently and decisively to measure, understand, and address these risks. Achieving this goal calls for strengthening regulators’ capabilities, expertise, and data and tools to better monitor, analyze, and quantify climate risks. It calls for working closely with the private sector to ensure that financial institutions and market participants do the same. And it calls for policy and regulatory choices that are flexible, open-ended, and adaptable to new information about climate change and its risks, based on close and iterative dialogue with the private sector. At the same time, the financial community should not simply be reactive—it should provide solutions. Regulators should recognize that the financial system can itself be a catalyst for investments that accelerate economic resilience and the transition to a net-zero emissions economy. Financial innovations, in the form of new financial products, services, and technologies, can help the U.S. economy better manage climate risk and help channel more capital into technologies essential for the transition. https://doi.org/10.5281/zenodo.5247742
Download or read book Smart Power written by Peter Fox-Penner and published by Island Press. This book was released on 2010-04-05 with total page 348 pages. Available in PDF, EPUB and Kindle. Book excerpt: A new national policy on climate change is under debate in the United States and is likely to result in a cap on greenhouse gas emissions for utilities. This and other developments will prompt utilities to undergo the largest changes in their history. Smart Power examines the many facets of this unprecedented transformation. This enlightening book begins with a look back on the deregulatory efforts of the 1990s and their gradual replacement by concerns over climate change, promoting new technologies, and developing stable prices and supplies. In thorough but non-technical terms it explains the revolutionary changes that the Smart Grid is bringing to utility operations. It also examines the options for low-carbon emissions along with the real-world challenges the industry and its regulators must face as the industry retools and finances its new sources and systems. Throughout the book, Peter Fox-Penner provides insights into the policy choices and regulatory reform needed to face these challenges. He not only weighs the costs and benefits of every option, but presents interviews with informed experts, including economists, utility CEOs, and engineers. He gives a brief history of the development of the current utility business model and examines possible new business models that are focused on energy efficiency. Smart Power explains every aspect of the coming energy revolution for utilities in lively prose that will captivate even the most techno-phobic readers.
Book Synopsis Climate Risk in the US Electric Utility Sector by : Andre Bertolotti
Download or read book Climate Risk in the US Electric Utility Sector written by Andre Bertolotti and published by . This book was released on 2019 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: We investigate the impacts of climate change on equity investments in US Electric Utilities by evaluating market reactions around extreme weather events. We hypothesize that investment risk from climate change is already present in the market and that extreme weather events evidence this risk through price and risk dislocations. From the geolocation of power plants, we build up the exposure of parent company securities to hurricanes, wildfires, floods, droughts and temperatures to arrive at a combined climate change exposure score. We find price reactions of up to 1.5% and rise in volatility of 6% in the 30-day period after a hurricane make landfall. We then determine the extreme weather exposure for each power plant location and aggregate these exposures to the publicly traded parent company for a climate risk exposure score.
Book Synopsis The Power of Renewables by : Chinese Academy of Engineering
Download or read book The Power of Renewables written by Chinese Academy of Engineering and published by National Academies Press. This book was released on 2011-01-29 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States and China are the world's top two energy consumers and, as of 2010, the two largest economies. Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.

Book excerpt: This Intergovernmental Panel on Climate Change Special Report (IPCC-SRREN) assesses the potential role of renewable energy in the mitigation of climate change. It covers the six most important renewable energy sources - bioenergy, solar, geothermal, hydropower, ocean and wind energy - as well as their integration into present and future energy systems. It considers the environmental and social consequences associated with the deployment of these technologies, and presents strategies to overcome technical as well as non-technical obstacles to their application and diffusion. SRREN brings a broad spectrum of technology-specific experts together with scientists studying energy systems as a whole. Prepared following strict IPCC procedures, it presents an impartial assessment of the current state of knowledge: it is policy relevant but not policy prescriptive. SRREN is an invaluable assessment of the potential role of renewable energy for the mitigation of climate change for policymakers, the private sector, and academic researchers.

Book Synopsis Practitioner Perspectives Matter by : Merrill Jones Barradale
Download or read book Practitioner Perspectives Matter written by Merrill Jones Barradale and published by . This book was released on 2010 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: This dissertation examines the influence of attitudes, beliefs, and preferences of energy industry practitioners on investment decision-making with regard to fuel choice for new electric power plants. The conclusions are based on in-depth interviews and an extensive online survey I conducted of 600-800 energy professionals in the U.S. power sector. Chapter 1 analyzes the impact of policy uncertainty on investment decision-making in renewable energy, using the federal production tax credit (PTC) and wind energy investment as an example. It is generally understood that the pattern of repeated expiration and short-term renewal of the PTC causes a boom-bust cycle in wind power plant investment in the U.S. This on-off pattern is detrimental to the wind industry, since ramp-up and ramp-down costs are high, and players are deterred from making long-term investments. The widely held belief that the severe downturn in investment during "off" years implies that wind power is unviable without the PTC turns out to be unsubstantiated: this chapter demonstrates that it is not the absence of the PTC that causes the investment downturn during "off" years, but rather the uncertainty over its return. Specifically, it is the dynamic of power purchase agreement negotiations in the face of PTC renewal uncertainty that drives investment volatility. This suggests that reducing regulatory uncertainty is a crucial component of effective renewable energy policy. The PTC as currently structured is not the only means, existing or potential, for encouraging wind power investment. Using data from my survey, various alternative policy incentives are considered and compared in terms of their perceived reliability for supporting long-term investment. Chapter 2 introduces the concept of expected payment of carbon as a factor in investment decision-making. The notion of carbon risk (the financial risk associated with CO2 emissions under potential climate change policy) is usually incorporated into investment decision-making by including a cost of carbon in the budget analysis. Most existing literature uses the expected price of carbon as a proxy for this cost, where expected price is a weighted average of various scenarios, often comparing policy proposals and representing either the price of traded permits or level of carbon tax, depending on the type of policy. The literature focuses on the minimum price of carbon required to influence power plant investment decisions. In contrast, this chapter introduces expected payment as a more accurate measure of carbon cost as it is perceived by industry practitioners. The expected payment of carbon is the expected price of carbon times the probability that this cost would actually be faced in the case of a particular investment. This concept helps explain both the 2005-2006 surge of activity in coal-fired power plant development and the subsequent decline in that interest. The energy industry has been slow to move away from fossil fuels and towards renewable resources. In chapter 3 I find evidence for a cognitive bias that plays a role in this momentum. Energy executives' expectations of future energy prices are strongly correlated with their own preferences, which I document for the case of natural gas prices. This is an example of wishful expectations, a form of overconfidence in which people are excessively optimistic over uncontrollable future outcomes. This implies energy executives with strong exposure to fossil fuels are excessively optimistic on future prices and so continue to invest despite the presence of superior alternatives.
Book Synopsis Sustainable Electricity II by : Jessica Fox
Download or read book Sustainable Electricity II written by Jessica Fox and published by Springer. This book was released on 2018-10-22 with total page 241 pages. Available in PDF, EPUB and Kindle. Book excerpt: Realities of power company choices, regulatory boundaries, and stakeholder approvals. Expectations of the responsible investor, environmental advocate, and Silicon Valley companies including Google, Facebook, and Stanford University. Surprising stories show how creativity, innovation, and planning can resolve some of the toughest choices facing electric power companies today, although not in all cases. Building on the first volume, Sustainable Electricity: Case Studies from Electric Power Companies in North America (Fox, 2016. Springer), this book dives headfirst into the economic, environmental, and social tradeoffs power companies face as they strive to be sustainable. With more than 40 contributing experts, chapters include first-hand power company stories, case studies of leading Silicon Valley organizations; socially responsible investor contemplations; environmental advocacy arguments; and regulatory realities. The book provides a window into the choices companies make, the tradeoffs stakeholders accept, and the bottom line that comes with producing sustainable electricity. It will be an important resource that will accelerate collective thoughts on what ‘sustainable electricity’ means and what needs to be considered when the “everyone wins” outcome is elusive. “People have been able to fish, hike, camp and boat on a beautiful AEP property that supports recreational activities for many years. Now AEP has to generate income from this property. Do we build roads and drill to extract the natural gas? Do we sell the timber and keep the property? Do we sell the whole thing? What about the fish, deer and other wildlife? Tradeoffs will be made, and not everyone will like them.” Tim W. Lohner, Ph.D., Environmental Specialist, American Electric Power. (Chapter 3) “Companies are demanding access to clean energy and investors are pressing companies to source 100% renewable. It is essential that utilities develop a comprehensive strategy to reduce climate impact, and clearly articulate the plan and their progress. Customers and investors want to see this progress, and utilities need to develop the right model for their particular business.” John Streur, CEO, Calvert Research & Management (Chapter 4) “At Chevron, we are continually examining the tradeoffs as we work to improve our energy efficiency and reduce our environmental footprint. The complexity of our global, shared challenge to electrify the world without undue compromise to the integrity of our planet is one that will require global action. The experiences and perspectives detailed in this book are important to understand as we collectively work towards a sustainable energy future. The one billion plus are counting on us.” Kirsten S. Thorne, Global Issues and Public Policy Manager, Chevron (Forward)
