In response to its charge, the committee reviewed the status of GOOS planning and implementation at both the national and international levels, invited presentations by relevant federal agencies and members of the private sector, and examined the range of potential uses and benefits of products derived from information to be collected by GOOS. Finally, the committee drew upon this information and its own expertise to develop a number of recommendations intended to help move the implementation of GOOS forward.

Book excerpt: Currently, the Departments of Defense (DOD) and Commerce (DOC) acquire and operate separate polarorbiting environmental satellite systems that collect data needed for military and civil weather forecasting. The National Performance Review (NPR) and subsequent Presidential Decision Directive (PDD), directed the DOD (Air Force) and the DOC (National Oceanic and Atmospheric Administration, NOAA) to establish a converged national weather satellite program that would meet U.S. civil and national security requirements and fulfill international obligations. NASA's Earth Observing System (EOS), and potentially other NASA programs, were included in the converged program to provide new remote sensing and spacecraft technologies that could improve the operational capabilities of the converged system. The program that followed, called the National Polar-orbiting Operational Environmental Satellite System (NPOESS), combined the follow-on to the DOD's Defense Meteorological Satellite Program and the DOC's Polar-orbiting Operational Environmental Satellite (POES) program. The tri-agency Integrated Program Office (IPO) for NPOESS was subsequently established to manage the acquisition and operations of the converged satellite. Issues in the Integration of Research and Operational Satellite Systems for Climate Research analyzes issues related to the integration of EOS and NPOESS, especially as they affect research and monitoring activities related to Earth's climate and whether it is changing.

Aerosols influence the climate indirectly by interacting with nearby clouds leading to small changes in cloud cover, thickness, and altitude, which significantly affect Earth's radiative balance. Advancements have been made in recent years on understanding the complex processes and atmospheric interactions involved when aerosols interact with surrounding clouds, but further progress has been hindered by limited observations. The National Academies of Sciences, Engineering, and Medicine organized a workshop to discuss the usefulness of the classified observing systems in advancing understanding of cloud and aerosol interactions. Because these systems were not developed with weather and climate modeling as a primary mission objective, many participants said it is necessary for scientists to find creative ways to utilize the data. The data from these systems have the potential to be useful in advancing understanding of cloud and aerosol interactions. This publication summarizes the presentations and discussions from the workshop.

Evaluating Progress of the U.S. Climate Change Science Program is the first review of the CCSP's progress since the program was established in 2002. It lays out a method for evaluating the CCSP, and uses that method to assess the strengths and weaknesses of the entire program and to identify areas where progress has not met expectations. The committee found that the program has made good progress in documenting and understanding temperature trends and related environmental changes on a global scale, as well as in understanding the influence of human activities on these observed changes. The ability to predict future climate changes also has improved, but efforts to understand the impacts of such changes on society and analyze mitigation and adaptation strategies are still relatively immature. The program also has not met expectations in supporting decision making, studying regional impacts, and communicating with a wider group of stakeholders.

Book excerpt: Climate change is occurring, is caused largely by human activities, and poses significant risks for-and in many cases is already affecting-a broad range of human and natural systems. The compelling case for these conclusions is provided in Advancing the Science of Climate Change, part of a congressionally requested suite of studies known as America's Climate Choices. While noting that there is always more to learn and that the scientific process is never closed, the book shows that hypotheses about climate change are supported by multiple lines of evidence and have stood firm in the face of serious debate and careful evaluation of alternative explanations. As decision makers respond to these risks, the nation's scientific enterprise can contribute through research that improves understanding of the causes and consequences of climate change and also is useful to decision makers at the local, regional, national, and international levels. The book identifies decisions being made in 12 sectors, ranging from agriculture to transportation, to identify decisions being made in response to climate change. Advancing the Science of Climate Change calls for a single federal entity or program to coordinate a national, multidisciplinary research effort aimed at improving both understanding and responses to climate change. Seven cross-cutting research themes are identified to support this scientific enterprise. In addition, leaders of federal climate research should redouble efforts to deploy a comprehensive climate observing system, improve climate models and other analytical tools, invest in human capital, and improve linkages between research and decisions by forming partnerships with action-oriented programs.
