Prior to the meeting, there were fair concerns as to the fate of the negotiations not least because of serious disagreements about climate financing provided by developed countries to developing countries. The Paris negotiations did not resolve these disagreements. The Paris Agreement simply formalized what was previously proposed in the Copenhagen Accord and subsequent decisions of parties to the United Nations Framework Convention on Climate Change. On divisive issues such as a new quantified goal for mobilising funds in the post-2020 period and transparency of climate finance, Parties avoided providing substantive solutions and instead established processes on negotiating them further. Importantly, however, these procedural decisions establish clear goals and deadlines. The successful adoption of the Paris Agreement is also significant as a symbolic milestone signalling to public and private entities on the global consensus for a low-carbon and climate resilient future.

The Paris Agreement will replace the 1997 Kyoto Protocol which expires in 2020, and it creates legally binding obligations on the parties, based on their own bottom-up voluntary commitments to implement Nationally Determined Contributions (NDCs). The codification of the climate change regime has advanced well, but the implementation of it remains uncertain. This book focuses on the implementation prospects of the Agreement, which is a challenge for all and will require a fully comprehensive burden- sharing framework. This scientific analysis aims to support the United Nations Principles for Responsible Investment initiative to give sustainability guidance for the global finance industry. The industry sector pathways presented here are based on the latest global and regional 100% renewable energy and non-energy greenhouse gas Representative Concentration Pathways in order to keep climate change significantly under +1.5 C and thereby achieve the Paris Climate Agreement goals. The heart of this book is three chapters presenting the results of industry scenario modelling. These chapters cover twelve industry and service sectors as well as transportation and buildings. The specific energy demand and specific emissions are presented based on the emission accounting concept of “Scope 1, Scope 2 and Scope 3” emission pathways. This methodology has been developed to measure the climate and sustainability index for companies, and this research project expands the methodology to apply it to entire industry sectors. The results presented here are the first overall industry assessments under Scope 1, 2 and 3 from 2020 through 2050. The base for the energy pathways is the scenarios scenarios published in the previous volume. The nonenergy GHG emission scenarios, broken down to agriculture & forestry and industry, are detailed and include all major greenhouse gases and aerosols. The final section of the book presents the main conclusions of the industry pathway development work and recommendations for the finance industry and policy makers. Additionally, future qualitative future investment requirements in specific technologies and measures are presented. The transparency framework for financial support will guide how parties are to report the progress toward meeting their commitments to provide financial support for climate action in developing countries and, where support is received, on its use. Developed countries' pledge to provide financial support to developing countries was a cornerstone of the compromise that enabled the virtually consensual global adoption of the Paris Agreement in 2015. This financial pledge will remain crucial throughout the implementation of the Paris Agreement. Transparency on how this financial support is actually going to be delivered is essential to maintain trust and to promote broad compliance with the climate mitigation and climate adaptation commitments under the Paris Agreement. Yet, almost three years after the Paris Agreement adoption, many aspects of the transparency framework for financial support remain unclear. This paper unpacks key current and emerging legal aspects of climate finance and the transparency framework for financial support in the Paris Agreement, ahead of the twenty-fourth Conference of the Parties (COP24) to the United Nations Framework Convention on Climate Change (UNFCCC), to take place in December 2018 in Katowice, Poland. The paper argues that the transparency framework for support should be designed as an accountability tool for developed countries' obligation to provide financial support to climate action in developing countries. Furthermore, the paper argues that a transparency framework for financial support can only serve to build a comprehensive and effective accountability system if it also covers the financial contributions from emerging economies and high-income developing countries to lower-income developing countries.
