The overarching aspect of farming practice wields significant influence on the outcome and hence it is important to be clear about the particular focus of the investigations being carried out and reported in a suitable manner. It is essential to recognize that scientific research in agriculture in India has always produced valuable results of direct relevance to her people. Importantly, preparedness to tackle disasters due to inclement weather system has prominently featured on the agenda. The recent focus on climate change and impacts has provided the necessary impetus to reorganize the framework of investigation to capture the specifics of such impacts. In this context, the importance of micro climate variations too viz-a-viz the larger scales of impacts cannot be overemphasized. It will be useful to also help characterize natural variations versus artificially induced variations, helping us understand the complexities of individual and synergistic impacts too. Obviously, the limits and limitations of models could determine the spread and depth of the outcomes of investigations. Empirical evidences to reinforce assumptions have to also be documented with utmost care; guided by an understanding of the limits of tolerance, limiting factors, and the precautionary principle especially in the public policy interface. The present volume therefore, showcases these strands with the fond hope that they will stimulate further thinking and enable appropriate action.

In many countries, such as the four examined in Looking Beyond the Horizon, the risks of climate change are an immediate and fundamental problem because the majority of the rural population depends either directly or indirectly on agriculture for its livelihood. The risks of climate change to agriculture cannot be eff ectively dealt with--and the opportunities cannot be eff ectively exploited--without a clear plan for aligning agricultural policies with climate change, developing the capabilities of key agricultural institutions, and investing in infrastructure, support services, and on-farm improvements. Developing such a plan ideally involves a combination of high-quality quantitative analysis; consultation with key stakeholders, particularly farmers and local agricultural experts; and investments in both human and physical capital. The diverse experiences of Albania, the former Yugoslav Republic of Macedonia, Moldova, and Uzbekistan, highlighted in this book, show that it is possible to develop a plan to meet these objectives--one that is comprehensive and empirically driven as well as consultative and quick to develop. The approach of this volume is predicated on strong country ownership and participation, and is defi ned by its emphasis on "win-win" or "no regrets" solutions to the multiple challenges posed by climate change for the farmers of Eastern Europe and Central Asia. The solutions are measures that increase resilience to future climate change, boost current productivity despite the greater climate variability already occurring, and limit greenhouse gas emissions--also known as "climate-smart agriculture." Looking Beyond the Horizon draws on the experiences of applying this approach to these four nations in Eastern Europe and Central Asia with the goal of helping each country mainstream climate change adaptation into its agricultural policies, programs, and investments. Book excerpt: As the effects of climate change set in, and population and income growth exert increasing pressure on natural resources, food security is becoming a pressing challenge for countries worldwide. Awareness of these threats is critical to transforming concern into long-term planning, and modeling tools like the one used in the present study are beneficial for strategic support of decision making in the agricultural policy arena. The focus of this investigation is the Republic of Korea, where economic growth has resulted in large shifts in diet in recent decades, in parallel with a decline in both arable land and agricultural production, and a tripling of agricultural imports, compared to the early 2000s. Although these are recognized as traits of a rapidly growing economy, officials and experts in the country recognize that the trends expose the Republic of Korea to climate change shocks and fluctuations in the global food market. This study uses the IMPACT (International Model for Policy Analysis of Agricultural Commodities and Trade) economic model to investigate possible future trends of both domestic food production and dependence on food imports, as well as the effects from adoption of agricultural practices consistent with a climate change adaptation strategy. The goal is to help assess the prospects for sustaining improvements in food security and possibly inform the national debate on agricultural policy. Results show that historical trends of harvested area and imports may continue into the future under climate change. Although crop models suggest negative long-term impacts of climate change on rice yield in the Republic of Korea, the economic model simulations show that intrinsic productivity growth and market effects have the potential to limit the magnitude of losses; rice production and yield are projected to keep growing between 2010 and 2050, with a larger boost when adoption of improved technologies is taken into consideration. At the same time, food production and net exports from the country’s major trading partners are also projected to increase, although diminished by climate change effects. In sum, these results show that kilocalorie availability will keep growing in the Republic of Korea, and although climate change may have some impact by reducing the overall availability, the effect does not appear strong enough to have significant consequences on projected trends of increasing food security.

Book excerpt: This book discusses various climate smart agro-technologies, their technical and economic feasibility across heterogeneous agro-climatic conditions, assessing farmers’ willingness to adopt those technologies, impact of climate smart technology in agricultural production and possible policy and investment opportunities to upscale it. Containing eight chapters, the book starts with a discussion about the methodological aspects of priority setting of the farm technologies across various regions of South Asia including Eastern Indo-Gangetic plain, Western Indo-Gangetic Plain and arid regions. Using data from field based trials and expert solicitations, the book next deliberates on a list of feasible technologies, assessed by constructing climate smart Feasibility Index. Further on, there is an analysis, using stated preference method, of the behaviour of farmers in adopting climate smart technologies. Preference of women farmers has been given a special focus in this book. After discussing the method priority setting of the farm technologies, impact of climate smart technologies has been analysed using real time data. Government policies have been reviewed with the view of achieving climate smart agriculture in South Asia. The book also describes the optimization modelling framework for investment allocation and technology prioritization. The model integrates both the bio-physical and the economic optimization model to capture the agro-climatic heterogeneity within the region and the variability of technical feasibility across regions and crops. Results of this model will help policy makers to identify how much to invest, where to invest and what technologies to prioritize for investments.
