Book excerpt: This report contains beach and inlet survey data obtained and provided to DNR (Dept. of Natural Resources) by the City of Clearwater in partial fulfillment of obligations set forth in the DNR permit and funding contract. Beach and offshore profile survey data for Sand Key and portions of Clearwater Beach Island was provided on an annual basis by the City from 1983 to 1987 and is contained in this report. DNR beach and offshore profile surveys from 1974 are also incorporated into this report for comparison purposes. Comparison with the 1974 profiles also documents the influence of construction of the south jetty at Clearwater Pass by the City of Clearwater in 1975 and placement of dredged sand on Sand Key by the U.S. Army Corps of Engineers in 1977. Bathymetric surveys of Clearwater Pass were performed periodically from 1979 through 1987, portions of which are plotted and compared in this report. Wave and storm information which had an influential effect on the project area is provided in this report. Shoreline and volumetric change computations and graphics are also contained in this report for analysis purposes.

Book excerpt: This report presents the results of the first two phases of a research project aimed at developing new dredging systems for beach nourishment from offshore sources. As an introduction to the subject matter, the current situation in the United States regarding beach nourishment and offshore dredging equipment is outlined. Example nourishment projects accomplished and the range of equipment used to date. Next, the engineering considerations involved in selecting an optimum nourishment system for a particular project or project category are presented, and their effects on system characteristics are discussed. The main body of the report presents the results of an investigation into equipment suitable for offshore nourishment work. Approximately 50 examples are described illustrating dredge types, pipelines, connections, and miscellaneous pieces of equipment. The examples are divided into the main categories 'existing' and 'proposed' and subdivided according to design concept. The final portion of the report consists of the selection of certain equipment subcategories for further consideration and the construction of possible offshore nourishment systems using this selected equipment. A logic network is presented outlining these possible systems, and their projected uses are discussed. Future phases of the research project are outlined. The report includes approximately 45 illustrations and 85 references directly related to offshore dredging and beach nourishment. (Author).

The assessment of the program was in response to Fiscal Year 1994 "Passback Language" from the Office of Management and Budget. The report responds to concerns about the shoreline protection program, particularly concerning costs, benefits, environmental effects and the related influences on shoreline development. The study was performed in two phases. The initial phase was completed in January 1994 and published as IWR Report 94-PS-1, Shoreline Protection and Beach Erosion Control Study. Phase I: Cost Comparison of Shoreline Protection Projects of the U.S. Army Corps of Engineers. The purpose of the first phase report was to provide early input to the Office of the Management and Budget regarding the scope and cost of Federal Civil Works shore protection. This second and final phase of the study incorporates: additional analysis of project costs and sand emplacements; and overview of risk management in the coastal zone; a comparison of actual versus anticipated benefits; a discussion on environmental considerations; and an analysis of any induced development effects associated with the Federal shore protection and beach erosion control program. Also, included is a summary of study findings and conclusions. The basis of this report and the data compiled by the task force reflects conditions as of 1 July 1993.
