Available in PDF, EPUB and Kindle. Book excerpt: In this legislative autobiography Franklin L. Kury tells the story about his election to the Pennsylvania House of Representatives, and later the Senate, against the senior Republican in the House and an entrenched patronage organization. The only Democrat elected from his district to serve in the House or Senate since the Roosevelt landslide in 1936, Kury was instrumental in enacting the environmental amendment to the state constitution, a comprehensive clean streams law, the gubernatorial disability law, reform of the Senate’s procedure for confirmation of gubernatorial appointments, a new public utility law, and flood plain and storm water management laws. The story told here is based on Kury’s recollections of his experience, supplemented by his personal files, extensive research in the legislative archives, and conversations with persons knowledgeable on the issues. This book is well documented with notes and appendices of significant documents. Several chapters provide detailed “inside” descriptions of how campaigns succeeded and the enactment of legislation happened. The passage of the environmental amendment, clean streams law, public utility code, flood plain and storm water management laws, and the gubernatorial disability law are recounted in a manner that reveals what it takes to pass such proposals. The book concludes with the author’s reflections on the legislature’s historical legacies, its present operation, and its future.

Available in PDF, EPUB and Kindle. Book excerpt: The Water Quality Act of 1987 ushered in a new era of clean water policy to the US. The Act stands today as the longest-lived example of national water quality policy. It included a then-revolutionary funding model for wastewater infrastructure - the Clean Water State Revolving Fund - which gave states much greater authority to allocate clean water infrastructure resources. Significant differences between states exist in terms of their ability to provide adequate resources for the program, as well as their ability (or willingness) to meet the wishes of Congress to serve environmental needs and communities. This book examines the patterns of state program resource distribution using case studies and analysis of state and national program data. This book is important for researchers from a range of disciplines, including water, environmental and infrastructure policy, federalism/intergovernmental relations, intergovernmental administration, and natural resource management, as well as policy makers and policy advocates.

Available in PDF, EPUB and Kindle. Book excerpt: Hurricane Agnes struck the United States in June of 1972, just months before a pivotal election and at the dawn of the deindustrialization period across the Northeast. The response by local, state, and national officials had long-term consequences for all Americans. President Richard Nixon used the tragedy for political gain by delivering a generous relief package to the key states of New York and Pennsylvania in a bid to win over voters. After his landslide reelection in 1972, Nixon cut benefits for disaster victims and then passed legislation to push responsibility for disaster preparation and mitigation on to states and localities. The impact led to the rise of emergency management and inspired the development of the Federal Emergency Management Agency (FEMA). With a particular focus on events in New York and Pennsylvania, Timothy W. Kneeland narrates how local, state, and federal authorities responded to the immediate crisis of Hurricane Agnes and managed the long-term recovery. The impact of Agnes was horrific, as the storm left 122 people dead, forced tens of thousands into homelessness, and caused billions of dollars in damage from Florida to New York. In its aftermath, local officials and leaders directed disaster relief funds to rebuild their shattered cities and reshaped future disaster policies. Playing Politics with Natural Disaster explains how the political decisions by local, state, and federal officials shaped state and national disaster policy and continues to influence emergency preparedness and response to this day.

Book excerpt: From the founders of nonprofits Water.org & WaterEquity Gary White and Matt Damon, the incredible true story of two unlikely allies on a mission to end the global water crisis for good On any given morning, you might wake up and shower with water, make your coffee with water, flush your toilet with water—and think nothing of it. But around the world, more than three-quarters of a billion people can’t do any of that—because they have no clean water source near their homes. And 1.7 billion don’t have access to a toilet. This crisis affects a third of the people on the planet. It keeps kids out of school and women out of work. It traps people in extreme poverty. It spreads disease. It’s also solvable. That conviction is what brought together movie actor Matt Damon and water expert and engineer Gary White. They spent years getting the answer wrong, then halfway right, then almost right. Over time, they and their organization, Water.org, have found an approach that works. Working with partners across East Africa, Latin America, South Asia, and Southeast Asia, they’ve helped over 40 million people access water and/or sanitation. In The Worth of Water, Gary and Matt take us along on the journey—telling stories as they uncover insights, try out new ideas, and travel between the communities they serve and the halls of power where decisions get made. With humor and humility, they illuminate the challenges of launching a brand-new model with extremely high stakes: better health and greater prosperity for people allover the world. The Worth of Water invites us to become a part of this effort—to match hope with resources, to empower families and communities, and to end the global water crisis for good. All the authors’ proceeds from the sale of this book will be donated to Water.org.

Book excerpt: There are many types of political scandals: sex, corruption, and election scandals are but a few. Political scandals are public events that have tremendous consequence on citizenry and can undermine democratic institutions-when we pay attention to scandal, we risk ignoring weightier matters. This volume brings together an array of academics to explore the impact of political scandals. What makes this book different from others is the wide spectrum of perspectives brought together to help analyze a single subject.
