An attempt is thus made to effect a complete, definite, and systematic exposition of the true principles upon which the general Educational and Moral Policy of each country ought to be conducted. As regards the plan upon which I have proceeded in the elucidation of my subject, I have, in the first part of this work, endeavoured to define and point out, clearly and correctly, the real and essential Nature of Civilization. After this, I have specified and set forth the various Elements which seemed to me to contribute to its constitution and progress; and I have concluded by demonstrating the principal Ends at which Civilization aims, and which may be attained by its complete establishment in any country. Book excerpt: Excerpt from The Factors of Civilization, Real and Assumed, Vol. 1: Considered in Their Relation to Vice, Misery, Happiness, Unhappiness, and Progress; The Factors Considered; Theological, Governmental, Educational, Politico-Economical On page 192, volume II, of this work, we said that Mr. George's plan of restoring the land to the people by confiscating rents of present owners to the government, was as little likely to be acceptable to the landlords as the more furious suggestions of the Communists. But that we agreed with Mr. George, that the country generally, the land-owners as well, would be great gainers by the result, even if the measure had to be effected in the manner he proposed. This sentiment we wish to modify. In the first place a maturer reflection has convinced us that to take the lands from the present owners is, in America at least, an impossibility. Therefore Mr. George's idea is one, in our opinion, that is condemned because of its impracticability. That the plan proposed should be considered impracticable by us, is reason sufficient why we at least should seek another. There is no questioning the fact, that the end proposed is a desirable one. But if the means adopted to achieve that end are little likely to effect it we had better let the matter alone until time or despair will bring a solution of the problem without reference to the methods it may be found necessary to employ. But our principal objection to Mr. George's plan is, that even if it could be put into practical operation, it would not accomplish the desired end, that is, not thoroughly and entirely. The gain indeed would be immense, but it would not be complete, nor proportionate to the magnitude of the innovation. For, granting that the four million land-owners (more or less) in the United States were willing to surrender their titles to the General Government for the benefit of themselves and the eight millions (more or less) who do not own land, what would result? This, that with an enormous augmentation of industry, there would be of money only so much as had heretofore existed. And this fact would retain the workers, the vast majority, in the very position they now occupy. That is, would keep them working for a bare subsistence while the excess production of labor would be secured by the speculators and the already rich. Book excerpt: Excerpt from Introduction to Contemporary Civilization: A Syllabus The Faculty of Columbia College determined at its meeting in January, 1919, to discontinue the required courses in History and Philosophy and, beginning in September, 1919, to substitute a course on Contemporary Civilization which should meet five times a week and be required of all Freshmen. The purpose of the entire course is to raise for consideration the insistent problems of the present. To give the student, early in his college course, objective material on which to base his own farther studies and his own judgments will, it is believed, aid him greatly in enabling him to understand the civilization of his own day, and to participate effectively in it. The early part of the course is a preparation for the consideration of the problems of the present. Nature in its physical features and resources and man with his equipment of more or less modifiable traits are presented as materials to be used in rebuilding the present into a more desirable future. The intellectual tools, or concepts, which have played an important part in attempted solutions are also treated in their context: the application of exact science to the control of nature, the idea of mass production for world distribution, and the belief in the participation of the governed in their own control. The more immediate setting of the problems is next developed through the study (i) of the historic background of contemporary civilization, and (2) of the recent historical development of the great national states. Then, in turn, and in considerable detail, there are presented the chief problems arising in attempts to find satisfactory solutions of the difficulties incident to the major relationships which men sustain. The problems of imperialism and the backward peoples, of nationalism and internationalism, of our contemporary industrial life, of conservation, of political control, and of education are treated, with an attempt in every case to state the alternatives at issue, and to relate them to the materials through the use of which change must come, to the dominant concepts of our day, and to their own historical setting.
