Book excerpt: For more than a century, from 1900 to 2006, campaigns of nonviolent resistance were more than twice as effective as their violent counterparts in achieving their stated goals. By attracting impressive support from citizens, whose activism takes the form of protests, boycotts, civil disobedience, and other forms of nonviolent noncooperation, these efforts help separate regimes from their main sources of power and produce remarkable results, even in Iran, Burma, the Philippines, and the Palestinian Territories. Combining statistical analysis with case studies of specific countries and territories, Erica Chenoweth and Maria J. Stephan detail the factors enabling such campaigns to succeed and, sometimes, causing them to fail. They find that nonviolent resistance presents fewer obstacles to moral and physical involvement and commitment, and that higher levels of participation contribute to enhanced resilience, greater opportunities for tactical innovation and civic disruption (and therefore less incentive for a regime to maintain its status quo), and shifts in loyalty among opponents' erstwhile supporters, including members of the military establishment. Chenoweth and Stephan conclude that successful nonviolent resistance ushers in more durable and internally peaceful democracies, which are less likely to regress into civil war. Presenting a rich, evidentiary argument, they originally and systematically compare violent and nonviolent outcomes in different historical periods and geographical contexts, debunking the myth that violence occurs because of structural and environmental factors and that it is necessary to achieve certain political goals. Instead, the authors discover, violent insurgency is rarely justifiable on strategic grounds.

Book excerpt: The term "Continuity of Government," or COG, runs from the dubious "duck and cover" method of personal protection against the effects of a nuclear explosion to the more serious measures of continual government inventories of grain silos, the Strategic National Stockpile, the uncapping of the Strategic Petroleum Reserve, the dispersal of transportable bridges, water purification, mobile refineries, mobile de-contamination facilities, mobile general and special purpose disaster mortuary facilities. For anyone researching in the field of COG - from Civil Defense to Presidential succession to the various U.S.-based COG operations (Operations OPAL, ALERT, BUSTER, JANGLE. DESERT ROCK, UPSHOT, KEYHOLE, etc.), this book reflects two years of research by the author within the National Archives and Records Administration (NARA). Of interest may be the first 100 pages on the history of COG and also the listing of thousands of COG-related titles that rest on the shelves in NARA for your additional scrutiny.

Book excerpt: In Mobility, Mobilization, and Counter/Insurgency, Daniel Agbiboa takes African insurgencies back to their routes by providing a transdisciplinary perspective on the centrality of mobility to the strategies of insurgents, state security forces, and civilian populations caught in conflict. Drawing on one of the world’s deadliest insurgencies, the Boko Haram insurgency in northeast Nigeria and the Lake Chad region, this well-crafted and richly nuanced intervention offers fresh insights into how violent extremist organizations exploit forms of local immobility and border porosity to mobilize new recruits, how the state’s “war on terror” mobilizes against so-called subversive mobilities, and how civilian populations in transit are treated as could-be terrorists and subjected to extortion and state-sanctioned violence en route. The multiple and intersecting flows analyzed here upend Eurocentric representations of movement in Africa as one-sided, anarchic, and dangerous. Instead, this book underscores the contradictions of mobility in conflict zones as simultaneously a resource and a burden. Intellectually rigorous yet clear, engaging, and accessible, Mobility, Mobilization, and Counter/Insurgency is a seminal contribution that lays bare the neglected linkages between conflict and mobility.

Available in PDF, EPUB and Kindle. Book excerpt: How do ordinary people navigate the intense uncertainty of the onset of war? Different individuals mobilize in different ways—some flee, some pick up arms, and some support armed actors as civil war begins. Drawing on nearly two hundred in-depth interviews with participants and nonparticipants in the Georgian-Abkhaz war of 1992–1993, Anastasia Shesterinina explores Abkhaz mobilization decisions during that conflict. Her fresh approach underscores the uncertain nature of the first days of the war when Georgian forces had a preponderance of manpower and arms. Mobilizing in Uncertainty demonstrates, in contrast to explanations that assume individuals know the risk involved in mobilization and make decisions based on that knowledge, that the Abkhaz anticipated risk in ways that were affected by their earlier experiences and by social networks at the time of mobilization. What Shesterinina uncovers is that to make sense of the violence, Abkhaz leaders, local authority figures, and others relied on shared understandings of the conflict and their roles in it—collective conflict identities—that they had developed before the war. As appeals traveled across society, people consolidated mobilization decisions within small groups of family and friends and based their actions on whom they understood to be threatened. Their decisions shaped how the Georgian-Abkhaz conflict unfolded and how people continued to mobilize during and after the war. Through this detailed analysis of Abkhaz mobilization from prewar to postwar, Mobilizing in Uncertainty sheds light on broader processes of violence, which have lasting effects on societies marked by intergroup conflict.
