Unions and environmentalists have worked together on a number of issues, including workplace health and safety, environmental restoration, and globalization (as in the surprising solidarity of "Teamsters and Turtles" in the anti-WTO demonstrations in Seattle). Labor and the Environmental Movement examines why, when, and how labor unions and environmental organizations either cooperate or come into conflict. By exploring the interorganizational dynamics that are crucial to cooperative efforts and presenting detailed studies of labor-environmental group coalition building from around the country (examining in detail examples from Maine, New Jersey, New York, Washington, and Wisconsin), it provides insight into how these movements can be brought together to promote a just and sustainable society. Obach gives a brief history of relations between organized labor and environmental groups in the United States, explores how organizational learning can increase organizations' ability to work with others, and examines the crucial role played by "coalition brokers" who maintain links to both movements. He challenges research that attempts to explain inter-movement conflict on the basis of cultural distinctions between blue-collar workers and middle-class environmentalists, providing evidence of legal and structural constraints that better explain the organizational differences class-culture and new-social-movement theorists identify. Many argue that the solution is to spend more; by contrast, this report has one main message: Latin America can dramatically narrow its infrastructure service gap by spending efficiently on the right things. This report asks three questions: what should LAC countries’ goals be? How can these goals be achieved as cost-effectively as possible? And who should pay to reach these goals? In doing so, we drop the ‘infrastructure gap’ notion, favoring an approach built on identifying the ‘service gap’. Benchmarking Latin America in this way reveals clear strengths and weaknesses. Access to water and electricity is good, with the potential for the region’s electricity sector to drive competitive advantage; by contrast, transport and sanitation should be key focus areas for further development. The report also identifies and analyses some of the emerging challenges for the region—climate change, increased demand and urbanization—that will put increasing pressure on infrastructure and policy makers alike. Improving the region’s infrastructure performance in the context of tight fiscal space will require spending better on well identified priorities. Unlike most infrastructure diagnostics, this report argues that much of what is needed lies outside the infrastructure sector †“ in the form of broader government issues—from competition policy, to budgeting rules that no longer solely focus on controlling cash expenditures. We also find that traditional recommendations continue to apply regarding independent, well-performing regulators and better corporate governance, and highlight the critical importance of cost recovery where feasible and desirable, as the basis for future commercial finance of infrastructure services. Latin America has the means and potential to do better; and it can do so by spending more efficiently on the right things.

Contesting Trade in Central America is the first book-length study of the debate over CAFTA, tracing the agreement's drafting, its passage, and its aftermath across Central America. Rose J. Spalding draws on nearly two hundred interviews with representatives from government, business, civil society, and social movements to analyze the relationship between the advance of free market reform in Central America and the parallel rise of resistance movements. She views this dynamic through the lens of Karl Polanyi's "double movement" theory, which posits that significant shifts toward market economics will trigger oppositional, self-protective social countermovements. Examining the negotiations, political dynamics, and agents involved in the passage of CAFTA in Costa Rica, El Salvador, and Nicaragua, Spalding argues that CAFTA served as a high-profile symbol against which Central American oppositions could rally. Ultimately, she writes, post-neoliberal reform "involves not just the design of appropriate policy mixes and sequences, but also the hard work of building sustainable and inclusive political coalitions, ones that prioritize the quality of social bonds over raw economic freedom."
