Available in PDF, EPUB and Kindle. Book excerpt: 'How do domestic actors construct Europe?' and 'How do they utilise it in seeking to empower themselves against other actors?' The questions of construction and utilisation of Europe are some of the most topical questions in Europeanization. The first question addresses constructivist/sociological concerns. The second addresses the issue of winners and losers (differential empowerment). Both are key issues in the literature of Europeanization and yet have been little addressed in the context of post-communist EU accession countries. This dissertation aims to bridge this gap by focusing on the post-communist country of Romania, a soon to be EU member-State. The actors under investigation are civil society, which emerged in Romania for the first time ever after 1989 and the central government Executive. The study covers the period during which the EU acquis negotiations were negotiated under the Social Democratic government led by Prime Minister Adrian Nastase (2000-2004). The data was gathered through in-depth case study and process-tracing, the methods found best able to disentangle a complex causal nexus. The Europeanization literature is contradictory with regard to which domestic actors are constrained and which empowered: some scholars theorise that it empowers civil society (Diffusion); others that it empowers the Executive (Executive Empowerment); still others that it promotes co-operation between them (Network Governance). The empirical evidence so far has been inconclusive. This dissertation shows that only a small elite made of civil society entrepreneurs and government Executives constructed and utilised Europe in the pre-membership phase, to empower themselves relative to other actors, particularly opponents. The empirical data support two of the classical Europeanization theses in the literature: the Diffusion and the Executive Empowerment Theses. The Diffusion Thesis better explains civil society empowerment near the beginning and at the peak of acquis negotiations, although some evidence also favours Executive Empowerment. This latter thesis better explains the powerlessness of civil society at the close of negotiations, although some evidence for Diffusion was also found. No evidence was found supporting Network Governance. Instead evidence was found in favour of its critics, namely support for the claim that the EU (or Europe) empowers an elite in both civil society and the State. This article adopts a 'bottom-up' design and the process-tracing method to examine the influence of the EU enlargement context over the political power of the new social movements in Romania between 2000 and 2004 when the EU acquis was being negotiated. It finds that domestic civil society empowerment resulted from the nexus of three interacting causal pathways: the Executive's desire to accede to the EU; a transnational advocacy network, which included domestic NGOs, reinforcing the Executive's anticipatory self-constraint; and to a somewhat lesser extent, the Executive's self-identification with certain elements of the advocacy network, reinforced by a general concern for their external reputation.

The dissemination of institutional design differs in effect according to the sector which is being focused. For the case of Romania it is stated that, in the economic dimension, a neoliberal blueprint was diffused while in the politico-administrative dimension, the EU lacked both, a clear best-practice and strong instruments of enforcement. Treating the weakness of statehood as the dependent variable, in both sectors however, tendencies to the reinforcement of patrimonialist structures can be observed. Those forms of patrimonialism breed problems of corruption and a limited possibility to absorb EU funding. In each case there are cross-sectoral effects observable.

Drawing on questionnaire data as well as internal documents the study specifically looks at the impact of international assistance on the participation of advocacy groups in the governmental policymaking process. On the one hand, it is shown that international assistance enhances the capacity of NGOs to mobilize advocacy coalitions and this in turn increases the effectiveness of their participation in influencing policymaking. But on the other hand, democracy assistance programs have a rather paradoxical effect by impeding NGOs' civic engagement with their domestic constituencies. Hence, international assistance has a mixed impact on the contribution of civil society to the consolidation of democracy: it fosters advocacy groups' "link-up" to the governmental decision-makers while in the same time it hinders their "link-down" to ordinary people

Book excerpt: Fifteen years after the fall of communism, we are able to appraise the results of the multi-faceted postcommunist transition in Central and Eastern Europe with authority. This volume specifically addresses the fascinating area of Civil-Military relations throughout this transitional period. The countries of the region inherited a onerous legacy in this area: their armed forces were part of the communist party-state system and most were oriented towards Cold War missions; they were large in size and supported by high levels of defence spending; and they were based on universal male conscription. Central and eastern European states have thus faced a three fold civil-military reform challenge: establishing democratic and civilian control over their armed forces; implementing organisational reform to meet the security and foreign policy demands of the new era; and redefining military bases for legitimacy in society. This volume assesses the experiences of Poland, Hungary, Latvia, Romania, Croatia, Serbia-Montenegro, Ukraine and Russia in these areas. Collectively these countries illustrate the way in which the interaction of broadly similar postcommunist challenges and distinct national contexts have combined to produce a wide variety of different patterns of civil-military relations. Book excerpt: A historical look at the emergence of fascism in Europe Drawing on a Gramscian theoretical perspective and development a systematic comparative approach, The Civic Foundations of Fascism in Europe: Italy, Spain and Romania 1870-1945 challenges the received Tocquevillian consensus on authoritarianism by arguing that fascist regimes, just like mass democracies, depended on well-organized, rather than weak and atomized, civil societies. In making this argument the book focuses on three crucial cases of inter-war authoritarianism: Italy, Spain and Romania, selected because they are all counter-intuitive from the perspective of established explanations, while usefully demonstrating the range of fascist outcomes in interwar Europe. Civic Foundations argues that, in all three cases, fascism emerged because the rapid development of voluntary associations combined with weakly developed political parties among the dominant class thus creating a crisis of hegemony. Riley then traces the specific form that this crisis took depending on the form of civil society development (autonomous- as in Italy, elite dominated as in Spain, or state dominated as in Romania) in the nineteenth century.
