The International Legal Protection of Persons in Humanitarian Crises argues that an acquis humanitaire is identifiable through the interconnected web of existing and emerging international, regional and national laws, policies and practices for the protection of persons caught up in humanitarian crises. Indeed, the humanitarian imperative to alleviate suffering wherever it may be found permeates various branches of international law, and is reflected in the extensive humanitarian activities undertaken by States and other actors in times of armed conflict, population displacement and disaster. Dug Cubie argues that by clarifying the conceptual framework and normative content of the acquis humanitaire, gaps and lacunae can be identified and the overall protection of persons strengthened.

To help children affected by conflicts in Europe and Asia, women also organized foreign relief and international adoptions. In Canada, women pursued different paths to peace and security. From all walks of life, and from all parts of the country, they dedicated themselves to finding ways to survive the hottest periods of the Cold War. What united these women was their shared concern for children’s survival amid Cold War fears and dangers. Acting on their identities as Canadian citizens and mothers, they characterized with their activism the genuine interest many women had in protecting children’s health and safety. In addition, their activities offered them a legitimate space to operate in the traditionally male realms of defence and diplomacy. Their efforts had a direct impact on the lives of children in Canada and abroad and influenced changes in Canada’s education curriculum, immigration laws, welfare practices, defence policy, and international relations. But the fortifications of the Cold War—the hidden forts of the nuclear age—have not been catalogued and studied in the same way. Paul Ozorak’s Underground Structures of the Cold War: The World Below fills the gap. After the devastation caused by the atom bombs dropped on Hiroshima and Nagasaki and the outbreak of the Cold War, all over the world shelters were constructed deep underground for civilians, government leaders and the military. Wartime structures were taken over and adapted and thousands of men went to work drilling new tunnels and constructing bunkers of every possible size. At the height of the Cold War, in some countries an industry of bunker-makers profited from the public’s fear of annihilation. Paul Ozorak describes when and where these bunkers were built, and records what has become of them. He explains how they would have been used if a nuclear war had broken out, and in the case of weapons bases, he shows how these weapons would have been deployed. His account covers every sort of facility—public shelters, missile sites, command and communication centers, storage depots, hospitals. A surprising amount of information has appeared in the media about these places since the end of the Cold War, and Paul Ozorak’s book takes full advantage of it.
