This book rejects contentions that civilian morale fell a long way short of the favourable picture presented at the time and in hundreds of books and films ever since. While acknowledging that some negative attitudes and behaviour existed-panic and defeatism, ration-cheating and black-marketeering-it argues that these involved a very small minority of the population. In fact, most people behaved well, and this should be the real measure of civilian morale, rather than the failing of the few who behaved badly. The book shows that although before the war, the official prognosis was pessimistic, measures to bolster morale were taken nevertheless, in particular with regard to protection against air raids. An examination of indicative factors concludes that moral fluctuated but was in the main good, right to the end of the war. In examining this phenomenon, due credit is accorded to government policies for the maintenance of morale, but special emphasis is given to the 'invisible chain' of patriotic feeling that held the nation together during its time of trial.

He was imprisoned in Fort Missoula, Montana, and she was incarcerated at the Minidoka Relocation Center in southwestern Idaho. Their separation would continue for more than two years. Imprisoned Apart is the poignant story of a young teacher and his bride who came to Seattle from Japan in 1919 so that he might study English language and literature, and who stayed to make a home. On the night of December 7, 1941, the FBI knocked at the Matsushitas’ door and took Iwao away, first to jail at the Seattle Immigration Stateion and then, by special train, windows sealed and guards at the doors, to Montana. He was considered an enemy alien, “potentially dangerous to public safety,” because of his Japanese birth and professional associations. The story of Iwao Matsushita’s determination to clear his name and be reunited with his wife, and of Hanaye Matsushita’s growing confusion and despair, unfolds in their correspondence, presented here in full. Their cards and letters, most written in Japanese, some in English when censors insisted, provided us with the first look at life inside Fort Missoula, one of the Justice Department’s wartime camp for enemy aliens. Because Iwao was fluent in both English and Japanese, his communications are always articulate, even lyrical, if restrained. Hanaye communicated briefly and awkwardly in English, more fully and openly in Japanese. Fiset presents a most affecting human story and helps us to read between the lines, to understand what was happening to this gentle, sensitive pair. Hanaye suffered the emotional torment of disruption and displacement from everything safe and familiar. Iwao, a scholarly man who, despite his imprisonment, did not falter in his committment to his adopted country, suffered the ignominity of suspicion of being disloyal. After the war, he worked as a subject specialist at the University of Washington’s Far Eastern Library and served as principal of Seattle’s Japanese Language School, faithful to the Japanese American community until his death in 1979.

Declared immediately after the Pearl Harbor attack, martial law was all-inclusive, bringing under army rule every aspect of the Territory of Hawaii's laws and governmental institutions. Even the judiciary was placed under direct subservience to the military authorities. The result was a protracted crisis in civil liberties, as the army subjected more than 400,000 civilians—citizens and alien residents alike—to sweeping, intrusive social and economic regulations and to enforcement of army orders in provost courts with no semblance of due process. In addition, the army enforced special regulations against Hawaii's large population of Japanese ancestry; thousands of Japanese Americans were investigated, hundreds were arrested, and some 2,000 were incarcerated. In marked contrast to the well-known policy of the mass removals on the West Coast, however, Hawaii's policy was one of "selective," albeit preventive, detention. Army rule in Hawaii lasted until late 1944—making it the longest period in which an American civilian population has ever been governed under martial law. The army brass invoked the imperatives of security and "military necessity" to perpetuate its regime of censorship, curfews, forced work assignments, and arbitrary "justice" in the military courts. Broadly accepted at first, these policies led in time to dramatic clashes over the wisdom and constitutionality of martial law, involving the president, his top Cabinet officials, and the military. The authors also provide a rich analysis of the legal challenges to martial law that culminated in Duncan v. Kahanamoku, a remarkable case in which the U.S. Supreme Court finally heard argument on the martial law regime—and ruled in 1946 that provost court justice and the military's usurpation of the civilian government had been illegal. It has been repeated many times down to the present day as the prime example of the falsehood of British wartime propaganda. But despite all the attention paid to it, the full story has never been properly told. In Spring 1917, parts of the British press claimed that Germany was so short of essential fats and glycerine that the German Army was being forced to boil down the bodies of its own dead soldiers, causing a brief scandal of accusation and counter-accusation, including the claim that the story was the invention of the British official propaganda organisations. Behind the scenes, British propaganda experts opposed exploiting the story as it was obviously false, and contrary to their basic principles of never telling an obvious lie in an official statement. But at the time, the British government refused to deny that the 'German Corpse Factory' might really exist. In 1925 the scandal re-erupted in New York, when the former head of British military intelligence on the Western Front, in the United States on a speaking tour, was quoted in newspapers as having confessed to making the whole German Corpse Factory story up, a claim that he immediately denied. As a gesture of friendship on the occasion of the Locarno treaties, the British government now accepted the German government position that the story was a lie, but in fact neither government knew what had really happened in 1917. This book provides the answers to these questions according to the best historical evidence available. It uses the scandal of the 'German Corpse Factory' as a case-study to explore the true nature of British official propaganda and its organisations in the First World War, including the events of 1917 and who might really have been responsible for the story. It also shows how this brief episode was taken up by the German government after 1918, and by interest groups in Britain and the United States after 1925, to paint a false picture of British propaganda, with far-reaching consequences for the peace of Europe, and for our subsequent understanding of the First World War.
