Book excerpt: Unless there is a spontaneous or planned reversal, the United States will continue to undergo an urbanizing transformation, with more and more people inhabiting very large urban agglomerations. In 1940 there were 12 "great metropolitan areas" containing one million or more people; in 1970, twenty-nine. At conservative projections, by the year 2000 there may be 44 such areas containing nearly two-thirds of the American population. This rapid and substantial concentration of people into very large urban places has to a degree aggravated and/or produced many of our contemporary urban problems of congestion, pollution, ill-health, crime, loss of community, and governmental fragmentation. While we seem to be inexorably tending towards much greater levels of population agglomeration, opinion polls inform us that an absolute majority of the American people would prefer to live at a much smaller scale of community. A conflict of uncertain dimensions emerges: on one hand, our distribution projections suggest continued growth of urban scale; on the other, there are indications that these trends are neither preferred nor perhaps desirable for a substantial proportion of the American people. The primary objective of this report is to clarify the dimensions and nature of this apparent conflict by assessing across a number of dimensions (economic, social, political, environmental, preferential, and systemic), the desirability of continued population concentration.

Adjusting the standard hedonic model to account for federal taxes, non-housing costs, and non-labor income produces quality-of-life estimates different from the existing literature. The adjusted model produces city rankings positively correlated with popular-literature and stated-preference rankings, and predicts how housing costs rise with wage levels, controlling for amenities. Mild seasons, sunshine, and coastal location account for most quality-of-life differences; once these amenities are accounted for, quality of life does not depend on city size, contrary to previous findings.
