Available in PDF, EPUB and Kindle. Book excerpt: How did Chicago, a city known for commerce, come to have such a splendid public waterfront—its most treasured asset? Lakefront reveals a story of social, political, and legal conflict in which private and public rights have clashed repeatedly over time, only to produce, as a kind of miracle, a generally happy ending. Joseph D. Kearney and Thomas W. Merrill study the lakefront's evolution from the middle of the nineteenth century to the twenty-first. Their findings have significance for understanding not only Chicago's history but also the law's part in determining the future of significant urban resources such as waterfronts. The Chicago lakefront is where the American public trust doctrine, holding certain public resources off limits to private development, was born. This book describes the circumstances that gave rise to the doctrine and its fluctuating importance over time, and reveals how it was resurrected in the later twentieth century to become the primary principle for mediating clashes between public and private lakefront rights. Lakefront compares the effectiveness of the public trust idea to other property doctrines, and assesses the role of the law as compared with more institutional developments, such as the emergence of sanitary commissions and park districts, in securing the protection of the lakefront for public uses. By charting its history, Kearney and Merrill demonstrate that the lakefront's current status is in part a product of individuals and events unique to Chicago. But technological changes, and a transformation in social values in favor of recreational and preservationist uses, also have been critical. Throughout, the law, while also in a state of continual change, has played at least a supporting role.

Available in PDF, EPUB and Kindle. Book excerpt: Between the catastrophic flood of the Tiber River in 1557 and the death of the “engineering pope” Sixtus V in 1590, the city of Rome was transformed by intense activity involving building construction and engineering projects of all kinds. Using hundreds of archival documents and primary sources, Engineering the Eternal City explores the processes and people involved in these infrastructure projects—sewers, bridge repair, flood prevention, aqueduct construction, the building of new, straight streets, and even the relocation of immensely heavy ancient Egyptian obelisks that Roman emperors had carried to the city centuries before. This portrait of an early modern Rome examines the many conflicts, failures, and successes that shaped the city, as decision-makers tried to control not only Rome’s structures and infrastructures but also the people who lived there. Taking up visual images of the city created during the same period—most importantly in maps and urban representations, this book shows how in a time before the development of modern professionalism and modern bureaucracies, there was far more wide-ranging conversation among people of various backgrounds on issues of engineering and infrastructure than there is in our own times. Physicians, civic leaders, jurists, cardinals, popes, and clerics engaged with painters, sculptors, architects, printers, and other practitioners as they discussed, argued, and completed the projects that remade Rome.

Available in PDF, EPUB and Kindle. Book excerpt: Since Illinois became a state in 1818, it has been a microcosm of the country at every stage of its development, from its status as a "free" state in antebellum America to a state rich in agriculture and industry whose goods and services now travel the world. Illinois' four state constitutions have reflected its changing values. Illinois is currently one of the few states that have adopted a new constitution since World War II. This 1970 constitution has become a model for countries in Central and Eastern Europe seeking examples of modern American constitutions. The Illinois State Constitution traces the history of the state's constitution from its statehood in 1818 to the adoption of the state's fourth constitution in 1970. Ann M. Lousin, who has been involved in Illinois constitutional development and government for over four decades, provides provision-by-provision commentary and analysis of the state's current constitution, covering the Preamble, the Bill of Rights, and the various articles and amendments, including a survey of case law under each provision. Previously published by Greenwood, this title has been brought back in to circulation by Oxford University Press with new verve. Re-printed with standardization of content organization in order to facilitate research across the series, this title, as with all titles in the series, is set to join the dynamic revision cycle of The Oxford Commentaries on the State Constitutions of the United States. The Oxford Commentaries on the State Constitutions of the United States is an important series that reflects a renewed international interest in constitutional history and provides expert insight into each of the 50 state constitutions. Each volume in this innovative series contains a historical overview of the state's constitutional development, a section-by-section analysis of its current constitution, and a comprehensive guide to further research. Under the expert editorship of Professor G. Alan Tarr, Director of the Center on State Constitutional Studies at Rutgers University, this series provides essential reference tools for understanding state constitutional law. Books in the series can be purchased individually or as part of a complete set, giving readers unmatched access to these important political documents.

Available in PDF, EPUB and Kindle. Book excerpt: The Roman Empire has been a source of inspiration and a model for imitation for Western empires practically since the moment Rome fell. Yet, as Julia Hell shows in The Conquest of Ruins, what has had the strongest grip on aspiring imperial imaginations isn’t that empire’s glory but its fall—and the haunting monuments left in its wake. Hell examines centuries of European empire-building—from Charles V in the sixteenth century and Napoleon’s campaigns of the late seventeenth and early eighteenth centuries to the atrocities of Mussolini and the Third Reich in the 1930s and ’40s—and sees a similar fascination with recreating the Roman past in the contemporary image. In every case—particularly that of the Nazi regime—the ruins of Rome seem to represent a mystery to be solved: how could an empire so powerful be brought so low? Hell argues that this fascination with the ruins of greatness expresses a need on the part of would-be conquerors to find something to ward off a similar demise for their particular empire.

Book excerpt: Rome: A New Planning Strategy looks at the problems of a city over the last century and suggests a totally new planning strategy. The book examines the stages that have marked the increase of population and change in land use and analyses the masterplans used to try and control these evolving conditions. Using Rome as an extended case study, the book deals with the socio-economic effect of an absence of planning strategy during the recent growth of the city. The author presents the characters and features of a new masterplan based on his many years of experience in theoretical and practical planning.
