However, 97 percent of Africa’s urban centers have fewer than 300,000 inhabitants, and a sizable share of urban migrants come from other urban areas. A more holistic and dynamic perspective, incorporating migration flows along the full urban hierarchy, as well as urban-urban migrants, is needed to better understand and leverage migration for urban development. Migrants, Markets, and Mayors: Rising above the Employment Challenge in Africa’s Secondary Cities draws on demographic data, research literature, key informant interviews, and empirical research to better understand how migrants in Africa’s secondary cities fare in urban labor markets, how they affect aggregate urban productivity, and how mayors can leverage migrants’ potential to the benefit of all. It explores these questions across countries and four urban case settings: Jijiga in Ethiopia, Jinja in Uganda, and Jendouba and Kairouan in Tunisia. Although mayors in secondary cities often see migrants as a burden to their cities’ labor markets and a threat to development, the report finds that migrants contribute increasingly less to urban population growth and that they usually strengthen the resident labor force. The report also finds that labor market outcomes for migrants are at least as good as those for nonmigrants. Africa’s secondary cities are well placed to leverage migration, but evidence-based policies are needed to manage the growth and development of land and labor markets. The report reviews policy options that mayors can take to strengthen the financial, technical, and planning capacity of secondary cities and better leverage migration to benefit migrants and nonmigrants alike. ----------- "Much of the literature on migration to cities examines migration in a nonspatial fashion or focuses on rural-urban migration to the largest, most visible cities. It is also a story of dedication and determination, for despite fixed-wing aircraft proving their value over the battlefields of the Western Front during the First World War, convincing governments and public alike that they had a role in peacetime proved far more challenging. The Americans, as inventors of heavier-than-air powered flight, had briefly courted with a passenger airline across Tampa Bay in 1914, yet it took a further nine years for mail to be flown coast-to-coast. In 1919 a British company made the first international scheduled flight between London and Paris, but the continuation of regular services was thwarted by a less-than-enthusiastic government that allowed its generously subsidised French competition, for a short time at least, to fly cross-Channel passenger schedules unimpeded. The British eventually realzed that fast links with their Empire were vital, followed the example of the French and Dutch who had forged air links with their cousins in North Africa and the Far East. Meanwhile, in South America, the Germans, forbidden under the Versailles Treaty from any major aircraft-building, were establishing cunning supremacy by forming airlines throughout South America and in China. While America awaited a transcontinental passenger service, Juan Trippe's Pan American Airways was crossing swords with Ralph O'Neill of New York, Rio & Buenos Aires Line (NYRBA) for air supremacy between the US, Brazil, Argentina and elsewhere in Latin America that led to the formation of arguably the world's greatest airline. In Russia, Igor Sikorsky had built a vast passenger-carrying aircraft, the Il'ya Muromets, and politicians debated whether giant airships or fixed-wing aircraft should rule the skies _ an issue that was put firmly to bed when the mighty German airship Hindenburg exploded while mooring at Lakehurst in 1937. Book excerpt: The Republic of South Sudan gained independence from the Republic of Sudan on 9 July 2011, following civil wars that began in 1955 and left more than two million dead. Challenges faced by the new government are daunting with some of the worst social indicators globally. The Department for International Development has quickly established and scaled up a full office in Juba and developed a four-year development and humanitarian aid programme amounting to some £360 million making South Sudan one of the largest recipients of UK bilateral aid. Regrettably, the delivery of DFID's programme is already at risk before it has properly begun with the humanitarian crisis created by the loss of South Sudan's oil revenue, combined with the increasing number of returnees and refugees arriving in the country and ongoing inter-tribal violence. The South Sudan government has introduced austerity measures to cope with the loss of 98% of its income but the UK, and other donors, cannot bankroll South Sudan through this austerity period. DFID has already re-focussed its development programmes away from long-term development towards supporting the most vulnerable people and saving lives. Overall, the Committee believes that DFID's programme is diverse and challenging, although it is too early to judge its success. There have been well-documented difficulties with both World Bank and UN administered pooled funds in South Sudan and there is concern at channelling aid through them. The emphasis that DFID gives to the equality of girls and women in its programme is welcomed and, despite the pressures and uncertainties this should be maintained
