Book excerpt: Since the 1990s, Junior Reserve Officer Training Corps (JROTC) programs have experienced unprecedented expansion in American public schools. The program and its proliferation in poor, urban schools districts with large numbers of Latina/o and African American students is not without controversy. Public support is often based on the belief that the program provides much-needed discipline for "at risk" youth. Meanwhile, critics of JROTC argue that the program is a recruiting tool for the U.S. military and is yet another example of an increasingly punitive climate that disproportionately affect youth of color in American public schools. Citizen, Student, Soldier intervenes in these debates, providing critical ethnographic attention to understanding the motivations, aspirations, and experiences of students who participate in increasing numbers in JROTC programs. These students have complex reasons for their participation, reasons that challenge the reductive idea that they are either dangerous youths who need discipline or victims being exploited by a predatory program. Rather, their participation is informed by their marginal economic position in the local political economy, as well as their desire to be regarded as full citizens, both locally and nationally. Citizenship is one of the central concerns guiding the JROTC curriculum; this book explores ethnographically how students understand and enact different visions of citizenship and grounds these understandings in local and national political economic contexts. It also highlights the ideological, social and cultural conditions of Latina/o youth and their families who both participate in and are enmeshed in vigorous debates about citizenship, obligation, social opportunity, militarism and, ultimately, the American Dream.

This book explains the motivations for pursuing homeownership amongst working-class African Americans despite the structural conditions that make it less economically and socially rewarding for this group. Fervent adherence to the American Dream ideology amongst working-class African Americans makes them more vulnerable to exploitation in a structurally racist housing market. The book draws on qualitative interviews with sixty-eight African American aspiring homebuyers looking to buy a home in the Chicago metropolitan area to investigate the housing-search process and residential relocation decisions in the context of a racially segregated metropolitan region. Working-class African Americans remained committed to homeownership, in part because of the moral status attached to achieving this goal. For African American homebuyers, success at the American Dream of homeownership is directly related to the long-standing dream of equality. For the aspiring homebuyers in this study, delayed homeownership was a practical problem for the same reasons, but they also experienced this as a personal failing, due to the strong cultural expectation in the United States that homeownership is a milestone that middle-class adults must achieve. Furthermore, despite using perfectly reasonable housing search strategies to locate homes in stable or improving racially integrated neighborhoods, the structure of racial segregation limits their agency in housing choices. Ultimately, policy solutions will need to address structural racism broadly and be attuned to the needs of both homeowners and renters.

Book excerpt: In the general area of immigrant incorporation studies, few investigations have looked at interconnections among different kinds of incorporation, but instead have usually focused on only one facet of incorporation at a time. Scholars vary considerably in their perceptions of immigrant incorporation, and this variation is particularly pronounced for Mexican immigrants. Some scholars emphasize slow but steady mobility while others focus on barriers and downfalls. Still others see Mexicans and their descendants as unassimilable. Classic assimilation theory proposes that with the occurrence of "structural assimilation," or entrance into mainstream primary groups, all other forms of assimilation will naturally follow in no particular order. It further holds that exposure to the host country will also help account for similarities shared by newcomers and natives, if for no other reason than time diminishes differences. This dissertation investigates relationships between indicators of the American Dream and some of the most important aspects of the incorporation of Mexican immigrants-the strength and direction of the relationship between an important aspect of economic incorporation, homeownership, critical aspects of political and sociocultural incorporation, ethnoracial identity, and naturalization, respectively. It also investigates for U.S.-born Mexican Americans the relationship between homeownership and ethnoracial identity. The findings indicate that Mexican immigrant homeowners (44.6%) are more likely than non-homeowners (21.6%) to be naturalized. Time in the country for Mexican immigrants has a positive effect on homeownership, as age has a positive odds (1.012) on identifying as white in the race category listed by the U.S. Census Bureau. The data shows that 57% of Mexican Americans are homeowners, 54% identify as being white, and their mean years of education is just below 12 years, not too far from that of the average American-born native, with just above a mean household income of $46,000. These findings suggest exposure to American ways of life, or proactively incorporating, is working for Mexican immigrants and Mexican Americans on their pathway to achieving the American Dream. The recent surge of students following this pattern, along with the rising tide of Chinese middle- and upper-classes' emigration out of China, have aroused wide public and scholarly attention in both China and the US. This book examines the four waves of Chinese student migration to the US since the late 1970s, showing how they were shaped by the profound changes in both nations and by US-China relations. It discusses how student migrants with high socioeconomic status transformed Chinese American communities and challenged American immigration laws and race relations. The book suggests that the rise of China has not negated the deeply rooted "American dream" that has been constantly reinvented in contemporary China.
