Book excerpt: The United States is in the midst of historic experiments with publicly funded choice in K-12 education, experiments that recently received a "green light" from the Supreme Court. Other nations have long experience with the funding and regulation of nonpublic schools, including religious schools. This book asks what U.S. policymakers, public officials, and citizens can learn from these experiences. In particular, how do other countries regulate or structure publicly funded educational choice with an eye toward civic values—looking not only for improvements in test scores, but also in tolerance, civic cohesion, and democratic values such as integration across the lines of class, religion, and race? The experience of Europe and Canada with school choice is both extensive and varied. In England and Wales, public school choice is widespread, as parents play a significant role in selecting the school their children will attend. In the Netherlands and much of Belgium, a majority of students attend religious schools at government expense. In Canada, France, and Germany, state-financed school choice is limited to circumstances that serve particular social and governmental needs. In Italy, school choice has just recently arrived on the policy agenda. In spite of the diversity of national experiences, in all of these countries choice is regulated by the government in significant and varied ways to promote civic values. In several of these countries, school choice policy itself appears to have played an important role in promoting social cohesion and integration. This book presents a wealth of experience designed to aid policymakers and citizens as they consider historic changes in American public education policy.

Contemporary societies within Europe face many challenges, including declining levels of voter turnout in elections, increased distrust of politicians, high levels of hate crime, intolerance and prejudice towards minority ethnic and religious groups, and increasing levels of support for violent extremism. These challenges threaten the legitimacy of democratic institutions and peaceful co-existence within Europe. Formal education is a vital tool that can be used to tackle these challenges. Appropriate educational input and practices can boost democratic engagement, reduce intolerance and prejudice, and decrease support for violent extremism. However, to achieve these goals, educationists need a clear understanding of the democratic competences that should be targeted by the curriculum. This book presents a new conceptual model of the competences which citizens require to participate in democratic culture and live peacefully together with others in culturally diverse societies. The model is the product of intensive work over a two-year period, and has been strongly endorsed in an international consultation with leading educational experts. The book describes the competence model in detail, together with the methods used to develop it. The model provides a robust conceptual foundation for the future development of curricula, pedagogies and assessments in democratic citizenship and human rights education. Its application will enable educational systems to be harnessed effectively for the preparation of students for life as engaged and tolerant democratic citizens. Book excerpt: Long viewed as a problem in other countries, the ownership of land and resources is becoming an issue of mounting concern in the United States. Nowhere has it surfaced more dramatically than in the southern Appalachians where the exploitation of timber and mineral resources has been recently aggravated by the ravages of strip-mining and flash floods. This landmark study of the mountain region documents for the first time the full scale and extent of the ownership and control of the region's land and resources and shows in a compelling, yet non-polemical fashion the relationship between this control and conditions affecting the lives of the region's people. Begun in 1978 and extending through 1980, this survey of land ownership is notable for the magnitude of its coverage. It embraces six states of the southern Appalachian region—Virginia, West Virginia, Kentucky, Tennessee, North Carolina, and Alabama. From these states the research team selected 80 counties, and within those counties field workers documented the ownership of over 55,000 parcels of property, totaling over 20 million acres of land and mineral rights. The survey is equally significant for its systematic investigation of the relations between ownership and conditions within Appalachian communities. Researchers compiled data on 100 socioeconomic indicators and correlated these with the ownership of land and mineral rights. The findings of the survey form a generally dark picture of the region—local governments struggling to provide needed services on tax revenues that are at once inadequate and inequitable; economic development and diversification stifled; increasing loss of farmland, a traditional source of subsistence in the region. Most evident perhaps is the adverse effect upon housing resulting from corporate ownership and land speculation. Nor is the trend toward greater conglomerate ownership of energy resources, the expansion of absentee ownership into new areas, and the search for new mineral and energy sources encouraging. Who Owns Appalachia? will be an enduring resource for all those interested in this region and its problems. It is, moreover, both a model and a document for social and economic concerns likely to be of critical importance for the entire nation.

Book excerpt: Born of thirteen years of field research, this interdisciplinary work explores the complex intersections of technology, class, gender, and ecology in the transnational milieu of Mexico's maquiladoras, foreign-owned assembly plants located along the U.S. border. Devon Peña examines workplace and community struggles from the perspective of the women who work in the maquiladoras. He describes the workers' struggles for workplace democracy, social justice, and sustainable development. He also observes the circulation of struggle from the factory to the community, highlighting the efforts to establish worker-owned cooperatives in the border region during the 1970s and 1980s. Female maquila workers are typically portrayed as passive, apolitical, and easily exploited. This book, however, presents an opposing view, investigating the "subaltern life of the shop floor"—the workers' informal methods of resistance to hazardous conditions, sexual harassment, and managerial tyranny. Using survey research, oral history, discourse analysis, and site ethnography, the author develops a cogent critique of labor-process theory, a critique grounded on his extensive study of actual workplace politics in the maquiladoras. The Terror of the Machine is a trenchant analysis of the political, cultural, and environmental effects of maquila industrialization and an eloquent and persuasive call for alternatives in the direction of ecologically sustainable and culturally appropriate modes of development.
