What he finds will surprise many observers. Political participation in a closed society is not necessarily characterized by passive citizens driven by regime mobilization aimed at carrying out predetermined goals. Beijing citizens acknowledge that they actively engage in various voluntary participatory acts to articulate their interests. In a society where communication channels are controlled by the government, Shi discovers, access to information from unofficial means becomes the single most important determinant for people's engaging in participatory acts. Government-sponsored channels of appeal are easily accessible to ordinary citizens, so socioeconomic resources are unimportant in determining who uses these channels. Instead, voter turnout is found to be associated with the type of work unit a person belongs to, subjective evaluations of one's own economic status, and party affiliation. Those most likely to engage in campaign activities, adversarial activities, cronyism, resistance, and boycotts are the more disadvantaged groups in Beijing. While political participation in the West fosters a sense of identification, the unconventional modes of participation in Beijing undermine the existing political order.

Relying on the distinction between access to and exercise of power, it concludes that non-electoral public participation is in fact a function of state building. Book excerpt: Citizens and Groups in Contemporary China began with two symposia held in 1977 and 1978. The first, a workshop on “The Pursuit of Interest in China,” was held in August 1977 at the University of Michigan, and was organized by Michel Oksenberg and Richard Baum. It was supported by a grant from the Joint Committee on Contemporary China of the Social Science Research Council and the American Council of Learned Societies, using funds provided by the Andrew Mellon Foundation. Its principal goal was to use detailed case studies to explore the relevance of interest group approaches to the study of Chinese politics. The second, a panel organized by the editor for the 1978 Chicago meeting of the Association of Asian Studies, sought to apply participatory approaches to the role of social groups in the Chinese political process. The striking degree of overlap in the focus, methodology, and participants in both meetings suggested to a number of the paper writers that there was a need for a more eclectic approach which would focus simultaneously on individual and group actors. The recognition that a volume based on such an approach might serve the needs of students and scholars seeking to examine the dynamics of informal influence and power in China was the stimulus for publishing the studies presented here in book form. Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

Abstract: Public participation, as a form of direct democracy, is becoming increasingly popular in the government policy-making process in China. This thesis argues that public participation in China acts neither as a supplement to a well-founded democratic system, nor as an alternative to an electoral democracy, nor even as an effective accountability politico-legal institution. Instead, contemporary public participation is an interim measure that caters to an urgent social need and provides temporary legitimacy to the state. As such, it is the first step towards further political liberalization, for which it lays a foundation. The public participation system in China has developed from its original form as a solely state-led, political campaign-oriented system in the closed era to the coexistence of three ideal-type public participation in the open era: state-led, issue-specific participation, spontaneous, issue-specific, group-based participation and spontaneous, issue-specific, individual-based participation. Public hearing, corporate lobbying and e-participation can be correspondingly treated as representative mechanisms of the three ideal-type public participation in China. In addition, the institutions of open government information and judicial redress are currently the most significant support structures for this system. Relying on the methodologies of case studies, statutory interpretation, quantitative calculation and socio-legal analysis, the thesis finds that citizens can articulate their demands on policies in public hearings, but government organs are inclined to prevent any substantial challenge to their proposed policies. Although business groups have not been conferred with any special systematic opportunity to participate in the formulation of policy, corporate lobbying contributes towards undermining the government''s monopoly in the policy-making. Citizens in e-participation take full advantage of the flexibility and anonymity of the Internet to enjoy a free, low-risk space of debating government policies and monitoring government officials. Although the implementation of the Regulations on Open Government Information has been basically satisfactory, the Regulations have failed to establish the necessary transparency for public participation. What citizens seek in public participation litigations is not only judicial redress of their grievances, but, even more significantly, de facto influence on a policy-making process taking place outside the courtrooms. The public participation system as a whole in China has a paradoxical character in contextual, structural, functional and developmental aspects. Its essential defect is to fall short of a device that makes government policymakers accountable for the output of public participation. The public participation system is used by the state as a viable trajectory for its own legitimization to secure the formal validation of government policies and to reduce the risks that it confronts in the ongoing democratization process. It is used by citizens as a locus of their self-expression values and as an incubator of their developing citizenship, also providing a prompt channel for citizens'' rightful contest. On the basis of three carefully drawn surveys of Beijing residents between 1995 and 1999, the author finds that diffuse support for the current political system—based on attitudes toward institutions and values—remains strong, at least among city-dwellers, though it is gradually declining. Specific support for current political authorities, as measured by evaluations of their performance in major policy domains, is much weaker, with many citizens evaluating the authorities' performance as mediocre. In analyzing the longitudinal data presented here, the author finds that the same set of key sociodemographic attributes and sociopolitical orientations variably influence citizens' attitudes toward the political system and their evaluations of leaders' performance. Further, the study shows that citizens' attitudes toward the system, on the one hand, and their evaluation of incumbents' performance on the other, have different impacts on forms of political participation, such as voting and contacting authorities.
