Available in PDF, EPUB and Kindle. Book excerpt: Facing cutbacks in federal and state assistance and a new wave of taxpayer revolts, local governments have renewed interest in local government consolidation as a way of achieving efficiencies of scale in response to citizen demands for services. Yet the vast majority of consolidation efforts fail, either during the process of drafting a charter or once they reach the ballot - only five have passed since 1990; only thirty-two have been successfully implemented since the first, when the city of New Orleans merged with Orleans Parish in 1805. What accounts for the high failure rate and what factors led to successful consolidations? This volume presents thirteen comparable case studies of consolidation campaigns and distills the findings.

Book excerpt: Race Riots and Resistance uncovers a long-hidden, tragic chapter of American history. Focusing on the «Red Summer» of 1919 in which black communities were targeted by white mobs, the book examines the contexts out of which white racial violence arose. It shows how the riots transcended any particularity of cause, and in doing so calls into question many longstanding beliefs about racial violence. The book goes on to portray the riots as a phenomenon, documenting the number of incidents, describing the events in detail, and analyzing the patterns that emerge from looking at the riots collectively. Finally and significantly, Race Riots and Resistance argues that the response to the riots marked an early stage of what came to be known as the Civil Rights Movement.

Seminole hunting towns on Peace River lay in a five or six mile wide belt of land centered on and running down the river from Lake Hancock to below present-day Fort Meade. Oponay, who also was named Ochacona Tustenatty, was sent into Florida as a representative to the Seminoles on behalf of the Creek chiefs remaining loyal to the United States during the Seminole War. Oponay occupied the land adjacent to Lake Hancock and Saddle Creek. Peter McQueen and his party occupied the area to the south of Bartow. Quite likely their settlement included the remains of Seminole lodges and other facilities located on the west bank near the great ford of the river at Fort Meade. This important strategic position would have allowed the Red Sticks (Indians) to control not only access to the hunting grounds to the south, but communication and the trade with the Cuban fishermen at Charlotte Harbor, as well as the passage of representatives of Spain and England through the harbor.

Book excerpt: Florida has long been a beacon for retirees, but for many, the American dream of owning a home there was a fantasy. That changed in the 1950s, when the so-called "installment land sales industry" hawked billions of dollars of Florida residential property, sight unseen, to retiring northerners. For only $10 down and $10 a month, working-class pensioners could buy a piece of the Florida dream: a graded home site that would be waiting for them in a planned community when they were ready to build. The result was Cape Coral, Port St. Lucie, Deltona, Port Charlotte, Palm Coast, and Spring Hill, among many others—sprawling communities with no downtowns, little industry, and millions of residential lots. In The Swamp Peddlers, Jason Vuic tells the raucous tale of the sale of residential lots in postwar Florida. Initially selling cheap homes to retirees with disposable income, by the mid-1950s developers realized that they could make more money selling parcels of land on installment to their customers. These "swamp peddlers" completely transformed the landscape and demographics of Florida, devastating the state environmentally by felling forests, draining wetlands, digging canals, and chopping up at least one million acres into grid-like subdivisions crisscrossed by thousands of miles of roads. Generations of northerners moved to Florida cheaply, but at a huge price: high-pressure sales tactics begat fraud; poor urban planning begat sprawl; poorly-regulated development begat environmental destruction, culminating in the perfect storm of the 21st-century subprime mortgage crisis.

Available in PDF, EPUB and Kindle. Book excerpt: The Republican Party currently enjoys an edge. The advantage can be seen in Congress, state politics, judicial rulings, foreign and domestic policy, party finances, the media, public attitudes, and economic and demographic developments. Yet the Republicans do not seem capable of translating this into a durable electoral majority. Conditions now exist within American politics that will facilitate the establishment of Republican rule. Many of these conditions have ripened during the past decade. They include rules governing elections and campaign finance, shifts in core political values among the public that are consistent with Republican philosophy, and fundamental social and economic changes in American society that are likely to increase the ranks of Republican voters. The author explains in lucid, engaging terms how Republicans have taken control of both houses of Congress and experienced a remarkable resurgence at the state level. He explores how conservatives are utilizing the courts to simultaneously move policy rightward and mobilize sympathetic parts of the electorate. He also examines social and economic changes to show how racial politics, religiosity, and the nature of work and wealth benefit today's Republican Party. Republican rule should not be confused with Republican realignment. These conditions will advantage Republicans in future elections and bring about consistent Republican control of government at all levels—federal, state, and local, executive, legislative, and judicial. However, current conditions do not guarantee the kind of enduring Republican majority many journalists and strategists have predicted. Taylor explains the factors that will prohibit the Republicans from fully exploiting their advantages and dominating American politics the way the Democrats did in the 30 years following the New Deal. These factors include internal and intractable tensions within the Republican Party, the parties' sophisticated political information gathering strategies, and the innate risk aversion of the campaign industry.
