Book excerpt: TRB's National Cooperative Highway Research Program (NCHRP) Synthesis 342: Chip Seal Best Practices examines ways to assist in the development and implementation of pavement preservation programs by identifying the benefits of using chip seal as part of a preventive maintenance program and by highlighting advanced chip seal programs in use around the world. The report includes approximately 40 best practices in the areas of chip seal design methods, contract administration, equipment practices, construction practices, and performance measures. According to the report, the increased use of chip seals for maintenance can be a successful, cost-effective way of using preventive maintenance to preserve both low-volume and higher-volume pavements.

Available in PDF, EPUB and Kindle. Book excerpt: Lack of funding and a desire to effectively manage the pavement network has resulted in the widespread use of chip seals by local agencies in Ohio. With the 2002 Construction and Materials Specifications (CMS), the Ohio Department of Transportation's (ODOT) made major revisions to the chip seal specification to incorporate best practices applicable for pavements on the state highway system. However, the new specification may be burdensome and costly for local agencies to adopt due to lack of inspection personnel and a required level of quality which may not be necessary to achieve satisfactory performance on the local system. Many local agencies construct chip seals using local work crews and application rates based on experience, or with contractors using local specifications or older version of the ODOT specification. Consequently, success has been varied, with some excellent applications and some failures. The purpose of this research was to gain a better understanding of chip seal practices of the local agencies and identify best practices for low traffic volume roads. The goal of this research was to assess the current state of practice for chip sealing on county, township, and municipal-maintained roads. The objective was to develop a matrix of best practices for chip sealing low-volume roads in Ohio and design a study to aid in the future assessment of long-term performance creating protocols for data collection. As part of this study a literature review was completed, county and municipal engineers, and township trustees were surveyed regarding their chip seal practices, and follow-up interviews were conducted with eleven agencies. Based on the information collected a matrix of best practices for chip sealing on local roadways was developed and a study to collect long-term performance was designed. The best practices matrix identifies best practices as defined in the literature and by local agency personnel and is provided in this report. A plan and data collection software for a long term monitoring and evaluation of chip seals is also provided.

Book excerpt: The objectives of this research project are to evaluate different performance indicators for chip seal treatments and to develop trigger values for these indicators that will indicate the end of service life and the appropriate index values for resurfacing. Under Phase I of this study, a formal literature review and detailed survey of transportation agency practices were conducted to identify which pavement distress or combination of distresses best characterize the optimal timing for chip seal application. This report summarizes the findings of the literature review, agency survey, WSDOT pavement management and performance modeling practices, and a recommendation of potential performance models for further evaluation as additional data become available.

Book excerpt: The purpose of this manual is to provide clear and helpful information for maintaining gravel roads. Very little technical help is available to small agencies that are responsible for managing these roads. Gravel road maintenance has traditionally been "more of an art than a science" and very few formal standards exist. This manual contains guidelines to help answer the questions that arise concerning gravel road maintenance such as: What is enough surface crown? What is too much? What causes corrugation? The information is as nontechnical as possible without sacrificing clear guidelines and instructions on how to do the job right.

The Kansas Department of Transportation (KDOT) 2014 Chip Seal Manual is a guide that provides guidelines, background and general information for the design, construction, and inspection of chip seals. This manual is intended for use by KDOT field engineers, laboratory personnel, construction inspectors, and contractor's estimators, supervisors, operators, and workers to provide procedures for the design of chip seals. The information, recommendations and best practices provided in this manual may refer to either: (1) learning the overall chip seal operation; (2) learning about the workings, maintenance, calibration and proper operation of equipment used in chip sealing; or (3) learning chip seal design procedures. This manual consists of seven chapters. Chapter 1 is the introduction. Chapter 2 is about selection of chip seal. Chapter 3 discusses the materials for chip seal and the design process. Chapter 4 discusses surface preparation prior to chip sealing. Chapter 5 describes equipment inspection and calibration. Chapter 6 discusses the actual application process. Chapter 7 underlines the areas of concern during construction process.

The report discusses current best practices and value added when compared to a stand-alone chip seal project. The information provided in this report was based off survey results from municipalities with fog seal over chip seal experience and review of technical literature withing the industry. Chapter 3 is a best practice guide for roadway owners and inspectors to assist in following practices that will lead to higher product quality. This guidance can be used to supplement a chip seal best practices manual.
