New arrivals are subject to immediate, daily, lengthy integration sessions and forced to admit their crimes. These sessions may last days, weeks, or months. In some cases, they last years. The official Laogai policy is reform first, production second. The prisoners of the Laogai face constant brainwashing. The value sys tem of the society as a whole has no place in the Laogai. The pris oner is stripped of his morals, his beliefs, his religions, his individ ual will, his sense of right or wrong. They are encouraged to stand together with the Government and denounce their crimes. They are completely retrained to follow the moral order of the Communist Party and its society. If a prisoner resists, he or She is tortured. There is much evi dence coming to light that thought reform is less and less success ful. This apparently persuaded the Laogai officials to rely more and more on physical torture. This situation is understandable as it be comes clear that even the Communists no longer believe their own ideology. But struggle meetings are still held. According to the Laogai Research Foundation, China's prison systems (Laogai) are an integral part of the national economy. That Foundation claims to have documented nearly 100-forced labor camps, producing $800 million in sales, and contends that the number of such camps probably numbers well over 1,000. It further contends that goods from Laogai are being imported into the U.S. The Chinese government maintains that products made by forced labor are not exported from China to the United States.

In late imperial China, flogging, tattooing, torture, and servitude were routine punishments. Sentences, including executions, were generally carried out in public. After 1905, in a drive to build a strong state and curtail pressure from the West, Chinese officials initiated major legal reforms. Physical punishments were replaced by fines and imprisonment. Capital punishment, though removed from the public sphere, remained in force for the worst crimes. Trials no longer relied on confessions obtained through torture but were instead held in open court and based on evidence. Prison reform became the centerpiece of an ambitious social-improvement program. After 1949, the Chinese communists developed their own definitions of criminality and new forms of punishment. People's tribunals were convened before large crowds, which often participated in the proceedings. At the center of the socialist system was reform through labor, and thousands of camps administered prison sentences.
