In particular, it focuses on the implementation of educational and exchange programs by the US Departments of State and Defense toward China. Implementation is the focal point of this study and is utilized both as a practical process and a methodology. It refers to the process of translating a public diplomacy policy goal—the specific order given to a governmental institution in order to achieve a general foreign policy objective—into public diplomacy practices and impact. In addition, it refers to a research method that centers implementation and accepts the prerequisite of discretion from studies of policy implementation. This book maps out where and by whom implementation discretion is exercised in public diplomacy. It argues that public diplomacy is in the eye of the beholder, and that its meanings can vary significantly according to different actors.

This book summarizes a public workshop held in November 2008 for the purpose of reviewing past and present cooperation, coordination, and competition mechanisms for space and Earth science research and space exploration; identifying significant lessons learned; and discussing how those lessons could best be applied in the future, particularly in the areas of cooperation and collaboration. Presentations and initial discussion focused on past and present experiences in international cooperation and competition to identify "lessons learned." Those lessons learned were then used as the starting point for subsequent discussions on the most effective ways for structuring future cooperation or coordination in space and Earth science research and space exploration. The goal of the workshop was not to develop a specific model for future cooperation or coordination, but rather to explore the advantages and disadvantages of various approaches and stimulate further deliberation on this important topic.

While economic, political, and military interactions all grew over time, the most dramatic expansion took place in educational exchange, turning it into the strongest tie between the two nations. By the end of the 1940s, tens of thousands of Chinese and American students and scholars had crisscrossed the Pacific, leaving indelible marks on both societies. Although all exchange programs were terminated during the cold war, the two nations reemerged as top partners within a decade after the reestablishment of diplomatic relations. Approaching U.S.-China relations from a unique and usually overlooked perspective, Hongshan Li reveals that both the drastic expansion and complete termination of educational ties between the two nations in the first half of the twentieth century were largely the results of direct and deep intervention from the American and Chinese governments. Benefiting from government support and collaboration, educational exchange succeeded in diffusing knowledge and improving mutual understanding between the two peoples across the divide of civilizations. However, the visible hand of government also proved to be most destructive to the development of healthy intercultural relations when educational interactions were treated merely as an instrument for crisis management.

For the first time since 1949, the two countries established high-level official contacts and transformed their relationship from confrontation to collaboration. Over the subsequent twenty years, however, U.S.-China relations have experienced repeated cycles of progress, stalemate, and crisis, with the events in Tiananmen Square in June 1989 the most recent and disruptive example. Paradoxically, although relations between the two countries are vastly more extensive today than they were twenty years ago, they remain highly fragile. In this eagerly awaited book, China expert Harry Harding offers the first comprehensive look at Sino-American relations from 1972 to the present. He traces the evolution of U.S.-China relations, and assesses American policy toward Peking in the post- Tiananmen era.
