The southern theater proved a more difficult challenge for Japan because of its enormous size, diverse terrain, and poor infrastructure, but Generalissimo Chiang Kai-shek made a formidable stand that produced a veritable quagmire for a superior opponent--a stalemate much desired by the Allied nations. In the first book to cover this southern theater in detail, David Macri closely examines strategic decisions, campaigns, and operations and shows how they affected Allied grand strategy. Drawing on documents of U.S. and British officials, he reveals for the first time how the Sino-Japanese War served as a "proxy war" for the Allies: by keeping Japan's military resources focused on southern China, they hoped to keep the enemy bogged down in a war of attrition that would prevent them from breaching British and Soviet territory. The Rise and Fall of an Officer Corps tells the story of that moment in the military history of modern China—how it came to be, why it ultimately failed, and what it meant for China at home and abroad. Between 1942 and 1955 a cadre of highly trained, nationalistic, and cosmopolitan Chinese officers created a professional, depoliticized military, a force that could effectively represent the aspirations of China as a world power. Drawing on multiple archival sources and Chinese military journals, author Eric Setzekorn charts the development of this new army as a critical cultural and political force with extensive connections to foreign powers. During this period, military officers were the primary actors in an intergovernmental partnership between the United States and the Republic of China. The partnership gave officers access to educational opportunities and technological transfers that were central to their professional ideals. Setzekorn’s account of the career of General Sun Li-jen, an American-educated Chinese army officer, illustrates the rise of this new sense of professionalism as well as its decline after 1953. Accomplished historian Eric Setzekorn, focuses on two key themes: uncertain allies and ambiguous missions. Despite being allies, relationships between the Americans and Chinese, as well as the Americans and the British, were marked by a profound lack of trust in the CBI theater. This was particularly problematic because most combat personnel under Stilwell’s command were Chinese. As a result, the lack of trust directly impacted tactical and operational planning. The second reoccurring theme, ambiguous missions, refers to the poorly defined goals for the theater. The CBI’s mission was vague, and Stilwell lacked clear objectives or benchmarks of success. Underlying both themes is the key flaw in Stilwell’s conduct in the CBI theater: a failure to understand the American political context in which he operated. Stilwell advocated for a transactional military and political relationship despite clear indications that President Roosevelt, other political leaders, and the American public at large desired a long-term cooperative relationship. In this context of deep and widespread public support for forging a close and lasting alliance with China, Stilwell’s proposals to make military aid and American support on a quid pro quo basis was an isolated position that inevitably ran into staunch opposition. The result was a dangerous disconnect between American military operations and national policy. Setzekorn, who is fluent in Chinese, relied on a wide variety of sources when writing this penetrating account of the U.S. military’s time in the CBI theater, including Chinese and Japanese language archival material. The declassification of numerous U.S. government sources over the past fifteen years also enables Setzekorn to make a full assessment and analysis of World War II-era strategic thinking and military policy.

In fact, in 1944, nearly thirty years before his historic trip, the American military established the first liaison and intelligence-gathering mission with the Chinese Communists in Yenan. Commonly referred to as the Dixie Mission, the detached military unit sent to Yenan was responsible for transmitting weather information, assisting the Communists in their rescue of downed American flyers, and laying the groundwork for an eventual rapprochement between the Communists and Nationalists, the two sides struggling in the ongoing Chinese Civil War. Following extensive use of archival sources and numerous interviews with the men who traveled and served in Yenan, Carolle Carter argues that while Dixie fulfilled its assignment, the members steered the mission in different directions from its original, albeit loosely described, intent. As the months and years passed, the Dixie Mission increasingly emphasized intelligence gathering over evaluating their Communist hosts' contribution to the war effort against Japan. Some American politicians in the 1950s portrayed the participants in the Dixie Mission as too sympathetic to the Chinese Communists. But during the 1970s many looked back at these individuals as wise but ignored oracles who could have prevented the "loss of China." Carter strips away these simplistic portrayals to reveal a diverse and dedicated collection of soldiers, diplomats, and technicians who had ongoing contact with the Chinese Communists longer than any other group during World War II, but who were destined to be a largely unused resource during the Cold War.
