Book excerpt: Since the end of the World War II, nation states have formed regions to give them some protection from the processes of globalization and internationalization. Against this background, the contributors consider the position of China in the processes of regional competitive interdependency. This book offers analysis at three levels: internal, regional, and global. Chapters consider China’s position in regional post-socialist associations such as the BRICS, the Shanghai Cooperation Organization (SCO), the Eurasian Economic Union (EEU), the Silk Road Economic Belt and the ‘One Belt, One Road’ (OBOR). Contributors discuss how membership in these regional bodies is likely to enhance China’s economic power, strategic position, and political importance. A major theme addressed is whether these new powers will become complementary to the American-led economic core countries or evolve as countervailing powers. Contributors suggest that linkages favored by China’s regional associations are more ‘network’ based and informal in character. They are more in keeping with regionalization rather than regional blocs such as the European Union, which have ‘locked in’ members to market-driven institutions. Thus, these new developments move away from a neo-liberal market perspective and satisfy the needs of members to retain their economic and political sovereignty. This book considers whether these new regional blocs led by China will perform a ‘transformative’ process for the international order or become an alternative—supplementary to, but not replacing, the existing institutions of the North. An important topic is the relationship of Russia and China to the Central Asian countries of the former USSR and the interaction between the Russia-led Eurasian Economic Union and the Chinese initiative of the Silk Road Economic Belt. There is potential for the evolution of an alliance between China and Russia against the neo-liberal order led by the USA. Concurrently, they bring out possible the tensions between Russia’s and China’s conflicting interests over influence in Central Asia. Reactions to China’s rise include the Trump administration’s movement from a multilateral to a bi-lateral trade policy and the threat of discriminatory tariffs for China. The contributors seek to promote a better appreciation of China’s role in regional associations, and the implications of contemporary developments in economic, geo-political, and international political affairs in the 21st century.

The United States’ unipolar moment is long over, and China’s hegemonic ambitions find expression in a comprehensive global competition with the US that plays out across multiple spheres of world politics. The US-China rivalry can be felt in geostrategic, economic, governance, diplomacy, intelligence, and technological spheres, to name a few. Most accounts of China-US relations in the context of great power conflict emphasize the many ways in which this rivalry has a ripple effect across the globe, with an impact upon the relations and interests of smaller powers. And while these effects are considerable and important, this book contends that attention must also be paid to the ways in which smaller, regional states have the potential to shape this great power rivalry. Put simply, great powers both shape, and are shaped by, smaller states. Any understanding of contemporary great power relations between the US and China requires both a top down, but also a bottom up consideration of the interplay between great powers and regional ones. Often the interests of regional powers are rooted in domestic considerations such as their identities and national interests, and these influences transcend borders and often have an impact upon the great powers. This book considers these smaller, regional actors and attempts to measure the extent to which they influence the US-China rivalry. For this study, constructivist theory, which prioritizes the agency that regional powers enjoy, is loosely used as a tool to enable a more robust and comprehensive understanding of the influences on the contemporary great power relationship. Each of the book’s chapters represents a region, or part of a region, that enjoys a considerable impact upon US-China relations.

However, the idea of East Asia as a regional entity is one that is relatively recent – a concept that gained momentum after the financial crisis that rocked the region in the 1990s. In recent years, East Asia has become considerably more interdependent, connected and cohesive. This increased cohesiveness has been driven by a dense network of trade and investments, technology sharing and communication, among many other variables and has been reflected in the increasing institutionalisation of regional mechanisms like the ASEAN. Regionalism is not, however, entirely about economic interdependence. In today’s day and age, it means not only overarching social networks and a regional identity, but also strategic thinking that recognises common security interests. This book takes into account the regional discourses of two of East Asia’s biggest players – the United States and China. While the former has been a power to reckon with, albeit “externally”, deeply entrenched in the region since the end of the Second World War, the rise of China in the 21st century and its emergence as the largest power in East Asia has brought a new perspective to East Asian regionalism. In 2010, the United States began reasserting itself in East Asia, bringing into sharp focus the ideological differences between itself and China as each vied to shape the architecture of East Asian security. There is no doubt that heightened American interest comes at a time when China’s own views of regionalism have become noticeably less cooperative. While balance of power politics is one way to look at the geopolitical tug-of-war in East Asia, there are questions that have not yet been answered. How do the two countries look at a region that is so important for them? How has that perception influenced their foreign policy within the same arena? More importantly, how do they define East Asia?
