Book excerpt: Drawing on the experience of IEA member countries, this IEA review assesses Chile s major energy challenges and provides recommendations. Six main themes emerge: the successful liberalisation of the power sector in the 1980s; the essential role played by the state in ensuring energy security; the re-formulation of Chile s long-term energy policy; the proposed reorganisation of the institutional framework; greater independence for the system operators; and the need for a clear framework of regulation so that long-term investment decisions integrate social and environmental costs.

Book excerpt: Consumer (co-)ownership in renewable energy (RE) is essential to the overall success of Energy Transition. In June 2018, the European Union agreed on a corresponding enabling framework as part of a recast of the Renewable Energy Directive (RED II). The transposition of these comprehensive rules – in particular those on local RE communities – requires developing, implementing and rolling out business models that broaden the capital participation of consumers. The challenge is to include municipalities and/or commercial investors like SMEs and advance to economies of scale while retaining the benefits of individual consumer participation. This book is addressed to energy consumers in local communities, their municipalities and to the policy makers who represent them. Additionally, non-EU countries, in particular those where rural areas have limited access to energy, e.g. in Asia, Africa and Latin America, may be interested in the benefits of consumer ownership. While demand for energy in developing countries is growing, access to energy is crucial for improving the quality of life. The editor of this book presents a new model of consumer ownership in RE for both the EU and countries worldwide. Part One describes the rationale for consumer ownership in RE with regard to social, organizational, legal and financial conditions. Part Two discusses the issue of financing RE and introduces a new financing technique, the Consumer Stock Ownership Plan (CSOP), comparing it to traditional models. Part Three provides 18 country studies from Europe, North America, South America and Asia, organized so as to enable a cross-country comparison of policy approaches and feasibility. Policy recommendations are based on the results of this survey. Part Four summarizes, compares the best practice cases, presents a cost-benefit analysis of “prosumage” and against this background evaluates the impact on future policy.

Available in PDF, EPUB and Kindle. Book excerpt: Focusing on five key themes - hydrocarbons, electricity, mining, social license to operate, and arbitration/dispute resolution- via in-depth country and regional case studies, this book seeks to capture the contrasting and sometimes conflicting trends in energy governance in Latin America as it wrestles with a dependence on fossil fuels whilst shifting toward a low carbon future. Energy transition continues to sit at the centre of the Latin American policy debate as the world continues to push for carbon neutrality by 2050. Latin America is undergoing a renewable energy transition, with substantial reserves (solar, wind, hydro, geothermal) and many countries in the region setting ambitious renewable energy policies, laws, and regulations to address climate change. However, recent initiatives to promote renewables must be placed in context. Historically, Latin America has developed and improved its economic and social standards due primarily to an economy based on the extractive industries and fossil fuels. This places renewables at the crossroads of multiple drivers, as the region seek to ensure security of supply, attract investment, and facilitate a low carbon energy transition.

Presents an assessment by the Energy Information Administration of the outlook for internationalenergy markets through 2040. The International Energy Outlook 2013 (IEO2013) projects that world energy consumption will grow by 56 percent between 2010 and 2040. Total world energy use rises from 524 quadrillion British thermal units (Btu) in 2010 to 630 quadrillion Btu in 2020 and to 820 quadrillion Btu in 2040 (Figure 1). Much of the growth in energy consumption occurs in countries outside the Organization for Economic Cooperation and Development (OECD),2 known as non-OECD, where demand is driven by strong, long-term economic growth. Energy use in non-OECD countries increases by 90 percent; in OECD countries, the increase is 17 percent. The IEO2013 Reference case does not incorporate prospective legislation or policies that might affect energy markets.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents a comparative analysis of energy efficiency policies in developing countries. Although there is a vast amount of literature available about renewable energy policy and implementation in the developing world, energy efficiency tends to lack attention. This book fills this lacuna by examining the current state of the field and scope for future improvements. Drawing on a wide range of case studies including Brazil, China and Chile, the authors use a comparative approach to examine the policies and programmes being implemented, looking at the existing legal frameworks and regulatory challenges. By showcasing stories of success, as well as barriers to energy efficiency, they highlight the opportunities for increased energy access and efficiency and demonstrate how these opportunities may directly impact on climate change mitigation. This volume will be a useful resource for scholars and practitioners with an interest in energy policy and efficiency, climate change and international development.

Available in PDF, EPUB and Kindle. Book excerpt: "Foreign investments by state-owned enterprises (SOEs) in the oil and gas sector began a dramatic climb in the late 1990s amid rising oil prices. These investments are widely perceived to be politically driven, raising concerns about resource mercantilism and asymmetric interdependence. The book begins with the premise that the investments are commercial ventures by ambitious SOEs seeking to become global players. Applying the principal agent model, the book argues that the realization of their global ambitions depends on two domestic structural factors. First, democracies can limit investments with questionable viability, as it can be politically costly for elected leaders to endorse SOE decisions that prove unprofitable for the state. Second, bureaucratic structures overseeing the SOEs can help prevent counterproductive behavior, conditional upon a clear line of authority among bureaucratic principals on matters pertaining to SOE operations. The argument differs from previous approaches by exploring a range of institutional alternatives to privatization for solutions to problems of oil sector governance"--
